YAKIMA HISTORIC PRESERVATION COMMISSION CITY OF YAKIMA HISTORIC PRESERVATION COMMISSION (HPC) Minutes for Meeting on October 23, 2019 Call to Order Staff Liaison Trevor Martin called the meeting to order at approximately 5:30 P.M. II. Roll Call HPC Members Present: Alixanne Pinkerton, Paul Edmondson, Dawn King, Joe Mann HPC Members Absent: Cynthia Hall Quorum: Quorum present Staff: Trevor Martin, Historic Preservation Liaison Council Liaison: Jason White, District 2 (absent) III. Staff Announcements None noted. IV. Audience Participation None noted. V. Approval of September Meeting Minutes It was motioned by Commissioner Mann and seconded by Commissioner Pinkerton to approve the meeting minutes of September 25, 2019; the motion carried unanimously. VI. New Business A. Naches Parkway Grant Update — Selection of Consultant Staff Liaison Trevor Martin stated that two of the individuals at Artifacts Consulting Inc. that staff has worked with in the past, Susan Johnson and Michael Sullivan, would likely not be able to work on this project for surveying Naches Ave due to workload. Martin indicated that Spencer Howard from Northwest Vernacular has expressed interest in working on this project. It was motioned by Commissioner Mann and seconded by Commissioner King to allow staff to enter into an agreement with Spencer Howard/Northwest Vernacular to provide consultation for the Naches Parkway project within the limitations of the grant that the City was awarded with; the motion carried unanimously. Awards Martin explained that the Commission has the opportunity every year to give out three awards to members of the community for the following categories: project, inspiration, and research. After discussion, it was motioned by Commissioner Mann and seconded by Commissioner Pinkerton to award Nancy Wahl in the category of "research," Roger Wilson in the category of "project," and George Pechtel in the category of "inspiration." C. Next HPC Meeting Martin informed the Commission that the next Commission meeting falls on November 27th, the day before Thanksgiving, and their meeting in December falls on Christmas Day; therefore, the Commission will not meet on those days. He added that a special meeting may be necessary to discuss a house in the Barge Chestnut neighborhood at 2701 W Yakima Ave that was altered without permits, and explained that he is waiting on the owner to submit an application for the work he is proposing. VII. Other Business Martin announced that the Department of Archaeology and Historic Preservation (DAHP) has a grant application process open for project buildings within a Certified Local Government or accredited Main Street Community with a population of 50,000 or less. Discussion took place on the specific criteria of the grant. Commissioner Mann brought up an ordinance that relates to distributing revenue from recording fees that's funneled through the County from the State to local jurisdictions for historic preservation purposes. He also called attention to a facade grant program the Downtown Association of Yakima administers that needs additional board members, preferably ones with a background in historic preservation. VIII. Adjournment A motion to adjourn to January 22, 2020 was passed with unanimous vote.
