ITEM TITLE: Resolution authorizing specific cost recoveries for Fire Department
services provided as "Event Management Personnel Costs"

SUMMARY EXPLANATION:
During the City Council budget study session conducted on October 3, 2019, the Yakima City
Council approved an increase in the event management fees that were approved by the Council
in 2018 for fire services provided by the Yakima Fire Department for"Event Management
Personnel Costs" that may be necessary and required during certain special events.
Approval of the attached resolution would formalize the fee increase for the specific fire-related
cost of assessments that would be included when appropriate in permits for special events.

RESOLUTION NO. R-2019-
RESOLUTION authorizing increases to previously approved specific cost recoveries for
Fire Department services provided as "event management personnel
costs" during special events.
WHEREAS, the City of Yakima authorizes permitting for certain special events in
accordance with YMC 9.70.190; and
WHEREAS, the special event permitting process set forth in YMC 9.70.190 designates
the allocation of certain costs identified as "event management personnel costs"to the permit
applicants in some cases identified in the ordinance; and
WHEREAS, ON December 4, 2018 the City Council adopted Resolution R-2018-135,
providing for the Yakima Fire Department's recovery of specified amounts for the use of fire
equipment and personnel required to be present during certain special events approved by the
City Council; and
WHEREAS, during the October 3, 2019, budget study session, the City Council
approved an increase in the event management fees that were approved by the Council in 2018
for fire services provided by the Yakima Fire Department for "event management personnel
costs" that may be necessary and required during certain special events, said "increased event
management personnel costs" being:
1) Firefighter $60.00/ hour
2) Fire Engine $132.00/ hour
3) Fire Ladder Truck $204.00/ hour
4) Fire Brush Truck $96.00/ hour
5) Rescue Truck $96.00/ hour
6) Medical Equipment $34.00
WHEREAS, the City Council has determined that in order to provide the fire equipment
and personnel deemed necessary to address public safety interests during certain special
events held within the City and to recover the reasonable cost of providing these services as
identified in YMC 9.70.190, it is in the best interest of the City of Yakima to increase the costs
associated with the identified fire services when authorized by YMC 9.70.190 to more accurately
reflect the actual costs of providing the identified equipment and personnel; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima, or his designee, is hereby authorized to assess
the following fees for the corresponding fire services as deemed necessary and appropriate
during certain special events occurring within the City, in accordance with YMC 9.70.190:
1) Firefighter $60.00/ hour
2) Fire Engine $132.00/ hour
3) Fire Ladder Truck $204.00/ hour
4) Fire Brush Truck $96.00/ hour
5) Rescue Truck $96.00/ hour
6) Medical Equipment $34.00
