HomeMy WebLinkAbout02/14/1977 Business Meeting 44? FEBRUARY 14, 1977 The City Council met in session on this date at 3:00 P.M. in the Council Chambers of Yakima City Hall. Council members present were Assistant Mayor W. K. "Pete" Moore, Ralph Holbrook, Dr. Bill Simmons and Gordon Wonder. Councilman Jean Allard present after 3:30 P.M. Council members absent having been excused were Mayor Betty L. Edmondson and Nadine Walker. The Invocation was given by Assistant Mayor Moore. The minutes of the previous meeting having been duly certified accurate by two Councilmen and no one present wishing to I/ have said minutes read publicly, Assistant Mayor Moore declared said minutes approved as recorded. Mr. Tony Anderson, President of the Planning Association of Washington, spoke to Council introducing the members of the Washington Board. He then presented the City of Yakima with the annual award of excellence for planning and land use project. He development for the Central Business District ro P P J commended Mr. Larry Wright, Associate Planner for his work with the , CBD and al isp thanked Mr. Lee Semon, Jr., Chairman of the Downtown Advisory Redevelopment Committee for his help. Assistant Mayor Moore referred to the items placed on the Consent Agenda questioning whether there were any additions or deletions from either Council member or citizen present. There being no one present wishing to make any additions or deletions to the Consent Agenda, the City Clerk read the Consent Agenda items including Resolutions by title. It was MOVED by Simmons, seconded by Wonder that the Consent Agenda, as read, be passed: carried, Holbrook, Moore, Simmons and Wonder voting aye on roll call. Allard, Edmondson and Walker absent. (Paragraphs preceded by an asterisk ( *) indicate items on the Consent Agenda to be handled under one motion without further discussion.) Police Chief Jack LaRue gave Council a brief explanation of the Annual Police Report stating that the crime rate on the national level has continued to grow, but Yakima's crime rate has decreased by 5 percent. He stated that the number of fatalities has increased in Yakima which stands out as one of the unfavorable aspects of this report. There were nine fatalities in Yakima in 1976 * It was MOVED by Simmons, seconded by Wonder that Resolution No. D -3647 setting the time for hearing on the Irrigation Maintenance Assessment Roll for March 14, 1977, be passed: carried, Holbrook, Moore, Simmons and Wonder voting aye on roll call. Allard, Edmondson and Walker absent. 1/ RESOLUTION NO. D -3647, A RESOLUTION setting the date for hearing on the confirmation of the Irrigation Maintenance Assessment Roll for the year 1977. *It was MOVED by Simmons, seconded by Wonder that Resolution No. D -3648 granting authorization to call for bids for the City's official advertising, be passed: carried, Holbrook, Moore, Simmons, and Wonder voting aye on roll call. Allard, Edmondson and Walker absent. RESOLUTION NO. D -3648, A RESOLUTION prescribing a form of contract for printing and publishing City legal advertising; and directing publication of a call for proposals therefore. Director of Public Works, Dave Vargas spoke to Council re the conditions that accompany the grant from the United States Environmental Protection Agency for the financing of the construction of a River Road Interceptor and Sewer * Paragraph { 448 FEBRUARY 14, 1977 System Rehabilitation. He stated that prior to the completion of the project, the City will have to adopt an ordinance which stipulates what can be put into the sewer among other things. It was MOVED by Simmons, seconded by Holbrook that Resolution No. D-3649 granting authorization to execute an agreement with the United States Environmental Protection Agency for a grant to finance construction of a River Road Interceptor and for sewer system rehabilitation, be passed contingent upon approval of the model ordinance: carried, Allard, Holbrook, Moore, Simmons and Wonder voting aye on roll call. Edmondson and Walker absent. RESOLUTION NO. D-3649, A RESOLUTION authorizing and directing the Director of Public Works of the City of Yakima to execute an agreement with. the United States Environmental Protection Agency for a grant to finance construction of a River Road Interceptor and for sewer system rehabilitation. Director of Public Works, Dave Vargas spoke to Council stating that the City staff did not have the time to do the work on the River Road Sanitary Sewer, so they are recommending a contract with Preston L. Shepherd, Consulting Engineer because he has worked with the petitioners from the beginning and has done work on the interceptor in the area. It was MOVED by Wonder, seconded by Holbrook that Preston L. Shepherd be authorized to be the consulting engineer and the proper contract be made: carried, Allard, Holbrook, Moore, Simmons and Wonder voting aye by voice vote. Edmondson and Walker absent. It was MOVED by Holbrook, seconded by Simmons that the time of hearing for the revised LID in the Downtown Redevelopment Project be set for March 21, 1977 at 8:00 p.m. in the television station of KYVE-TV: carried, Allard, Holbrook, Moore, Simmons and Wonder voting aye by voice vote. Edmondson and Walker absent. It was MOVED by Simmons, seconded by Wonder that the bid for the repair of the Fire Department snorkel be awarded to Truckweld, Inc. of Seattle in the amount of $26,847.11: carried, Holbrook, Moore, Simmons, and Wonder voting aye on roll call. Allard, Edmondson and Walker absent. It was MOVED by Simmons, seconded by Wonder that the report of the City Engineer dated February 8, 1977, with respect to the completion of the work on Public Works Contract Freeway Property Water District, L.I.D. No. 1009 be accepted and that the hearing on the Assessment Roll be set for March 14, 1977: carried, Holbrook, Moore, Simmons and Wonder voting aye on roll call. Allard, Edmondson, and Walker absent. *It was MOVED by Simmons, seconded by Wonder that the Outside Utility Request filed by Russell M. Thwaits, 1906 East Viola, be approved: carried, Holbrook, Moore, Simmons and Wonder voting aye on roll call. Allard, Edmondson and Walker absent. *It was MOVED by Simmons, seconded by Wonder that the report of the City Treasurer dated December 31, 1976, regarding the investments of the City of Yakima, be accepted and approved: carried, Holbrook, Moore, Simmons and Wonder voting aye on roll call. Allard, Edmondson and Walker absent. It was MOVED by Simmons, seconded by Wonder that the time of hearing for the appeal of the action of the Planning Commission and denying the special permit request filed by Denny Senters be set for March 7, 1977: carried, Holbrook, Moore, Simmons and Wonder voting aye on roll call. Allard, Edmondson and Walker absent. 449- FEBRUARY. 14, 1977 It was MOVED by Simmons, seconded by Wonder that Petition No. 900, filed by Euclid Gamache, for the creation of a Local Improvement District, by the construction of a watermain, be referred to the City Manager and staff for study and recommendation: carried, Holbrook, Moore, Simmons and Wonder voting aye on roll call. Allard, Edmondson and Walker absent. There being no further business to come before the. Council, it was MOVED by Simmons, seconded by Wonder that this meeting be adjourned,:at the hour of 3:45 P.M. to then meet at 12:30 Noon In the Council Chambers of 'Yakima City Hall on Thursday, February 17, 1977 to discuss the policy of operations and prices at the Convention Center: carried, Allard, Holbrook, Moore, Simmons and Wonder voting ay- by voice vote.
