Minutes of July 2019 minutes were approved. 2. Moving Pedestrian Master Plan to Council After short deliberation with discussion and suggestion from Bob G. encouraged committee on presenting to City Council to include Complete Streets and ADA for TIP tie in; as these elements wrap within Safe Routes to School priorities. Staff will create and upload an agenda item for the October 1St, 2019 council meeting. Neil M. and other committee members will present proposed Pedestrian Master Plan to council. 3. Title 12 Changes to Council As previous discussions have concurred regarding updates and revision to Title 12 as had issues arisen regarding streets and their design to function safely for all user; Neil M. was to meet with Scott Schaffer, Director of Public Works and Joe Rosenlund, Streets Manager to discuss how we might help with this transition to their work. Neil M. reported back it was conferred that to have Arterial Striping Schematics available prior to project construction would be a great tool for staff to utilize and done properly ultimately making staffs' life easier and better results for the community. Bob D. brought proposed update to the current Design Standard in YMC 12.06.030. This document included proposed roadway sections for Principal Arterials, Minor Arterials, Collective Arterials, and Residential Streets. These drawings, however, are not in Title 12 documents. Joseph C. read adjustment standard YMC 12.06.030 which allows project engineer, at their discretion, to deviate from city standards. Neil M felt this clause allows for the present inconsistencies to occur while not moving to current best use practices, committee agreed. Neil M suggested the engineer not be allowed to adjust or revoke city standards without good cause and brought to review before acted upon. Design specifications need to meet the Complete Streets, ADA, and Safe Routes to School Agendas. Trevor M. presented information as to how the myriad private project plans are brought forth for examination by all departments involved via the weekly Development Services Team meeting bringing together city departments which includes Streets and Traffic, Engineering, Building, Municipal Codes, Waste Water and Sewer, the Planning, and the Water department. He suggested that the Bicycle Pedestrian Committee be added to the mailing list and submit concerns via comment box and or submit to staff by e-mail The overview of the committee is discretion without review is serious and can affect this community for generations while also setting an unintended precedence. There for it was suggested that BP Committee review YMC 12.06.030 and submit new language to inhibit and slow arbitrary discretions. 4. Urban Bikeway Design Guide Shirley S. introduced the Urban Bikeway Design Guide published by the National Association of City Transportation Officials. A hard copy of explanations and pictorial examples of best use practices by cities across the nation for bicycle infrastructure within existing and future street design. Phil M. defined its publication benefits and that this is available via E -book as well as hard copy format. Phil M. also introduced and encouraged city staff to attend the Washington Bike, Walk, and Roll Summit held April 26th and 27th 2020 in Spokane. WDOT makes in-depth presentations which address active transportation and latest best use practices as well available grants and best approaches. Phil M. made the motion that city obtain the NATCO Bikeway Design Guide perhaps 3 copies, one in E -book format and two in hard copy. Discussion continued as to duplication of information that the city staff may at their disposal. The motion was tabled. Staff was asked to bring resource information that is presently available for staff. Shirley S. made point that as to the South 24th restriping and the confusion regarding road design improvements (to include bicycle lanes) at 36th Ave. and Spring Creek Road (SOZO development) made it apparent that the information was lacking (best use practices or where lack of will resides), thereby, inhibiting the transition and transformation of Yakima street infrastructure. Shirley S. is concerned about Yakima's adoption of Complete Streets, ADA, Safe Routes to School. These ordinances bring improvements and developments for safe streets acting on behalf for all citizens whether their moving by motor car/truck, bus, wheelchair, walking, and bicycle; but it seems the needs of those using active transportation (bus, walking, wheelchair and bicycle) are drowned out by other "noises." 5. ADA Latest Report July 2018 Question was, "Has this been approved by Council?" No, it has not been approved by Council. It was asked that staff bring clarification of ADA status for review. 6. Cowiche Canyon Project This project has been pushed to legal for right of way clarification. At present in holding pattern. 7. Discuss/Determine Annual Committee Actions a. Review/Suggest Annual 5 miles of Bike Improvements b. Review/Suggest Walk to School Options c. Review Annual TIP d. Review Street Cross-sections for River Rd., 24th Ave., and 48th Ave, These have been moved to October 2019 meeting 8. Jason White/Yakima Blvd. and Parkways Projects Jason White has been working with Preservation Committee to make North Naches Ave a Historic District. Preservation Committee is to grant finalization of contract. Yakima Blvd. and Parkways Projects goals are to bring citizens together creating hands on participation and encourage vested interest in streets. To encourage a more open and inviting neighborhood which encourages walking and bicycling and knowing your neighbor. The group ARTS EXPRESSION has been key with the creation of Third Street to Naches Ave an "Era Walk," each block representing an era designed within a street mural. DELIVERABLES FOR OCTOBER 8th MEETING: Staff to bring Drawings of Arterial Design Striping submitted to replace "non -existing" drawings. BP Committee to review YMC 12.06.030 and bring suggestions for language change to limit discretionary alternatives to city standards. Staff to clarify what staff has access to regarding street design guides. Meeting was adjourned at 11:30 AM by Neil McClure, Chair
