ADJOURNED REGULAR MEETING - January 13, 1977
The City Council met in session on this date at 12:30 in the Conference Room,
City Hall, Yakima, Washington. Council members present were Mayor Betty L.
Edmondson, Jean Allard, Ralph Holbrook, W. K. "Pete' Moore, Dr. Bill Simmons,
and Gordon Wonder. Council member Nadine Walker absent.
On the matter of the V & C Budget, Acting City Manager Dick Zais reported on two
meetings held involving the V & C Board and a subcommittee for the Council. The
original budget of the Center was reviewed as well as manager and employee
services. One part-time clerk was deleted - deciding to wait before making a
commitment on a clerk. Other estimated expenses were reduced such as postage,
accounting and printing costs. The City will assume accounting and auditing the
Center's budget - a yearly audit will be made and a montly profit and loss
statement. Electricity and gas were adjusted upwards. The Insurance is about
the same. A reduction was made in laundry supplies and uniforms. It was
suggested that the City's printing services be used. The opening night deficit
was deleted as it was felt that funds should be obtained from private sources,
not the City budget. The cost of the reception counter was adjusted upwards as
this will be a part of the building and the responsibility of the City. Other
proposed expenditures and revenues were discussed. There was discussion regard-
ing setting up a management group or committee to manage the Center, rather than
the V & C, headed by a good chairman, such as Sarg Hubbard, with several business
operators as members and no politicians. After further discussion regarding the
Center, it was MOVED by Allard, seconded by Wonder that the proposed V & C budget,
be accepted as is with the exception that $1935 for overage in operations, be
deleted and find the revenues for this some other place: carried, Allard, Moore,
Simmons and Wonder voting aye by voice vote. Holbrook and Edmondson voting nay
by voice vote. Walker absent. Mayor Edmondson stated that she voted nay because
she feels the complete budget should be adopted. Councilman Holbrook explained
that he voted nay because he would like the complete budget adopted, and after
monthly and quarterly reports are received, have an advisory committee make
recommendations.
There was discussion on the request by students from Eisenhower High School for
the Council to look into the matter of the charges quoted to them for the use of
the Center for their Prom. It was reported that they have been assurred that
Ray Pittman will go over this matter with Moultray.
It was reported that Naomi Shephard, representing Indian Urban Groups, regarding
applying for funds for a Center, has requested a letter of support from the City.
It was the general consensus of the Council that a letter of support should be
sent.
Acting City Manager Zais stated that the meeting next Thursday, January 20, will
be held at the Banquent Room at the Yakima Air Terminal Restaurant, (Frasu's),
with the Building Construction Federation people.
There being no further business to come before the Council, it was MOVED by
Simmons, seconded by Holbrook that this meeting be adjourned at 2:00 P.M.:
carried, Allard, Edmondson, Holbrook, Moore, Simmons and Wonder. Walker absent.
