Councilmen- present we 'Mayor Betty L. Edmondson, Ralph Holbrook, W. K. "Pete" Moore, Nadine Walker and Gordon. Wonder. Councilman Bill Simmons absent. CouncilMan'Jean Allard present After 12:00 p.m. r. ; . . !Mr. Dan Huntington, of Foster and.AssociatescConsulting Firm !spoke to the Council re his-:draft 160:sltiOhguide Ideals for a new City' Manager which he compiled from speaking !with the Council members: 'After discussion and suggestions 1from Council members, it was the consensus of the Council I/ to have Mr. Huntington screen the applications as he receives !the and to come before the Council with favorable applications !between the 20th and 30th of October. 'Mayor Edmondson announced that the two vacancies in the 'Planning Commission and the one vacancy in the Human Relations !Commission, should be filled by Thursday, October 7, 1976. !Mr. Ray Pittman, addressed the Council re the,interim budget for the month of October 1, 1976 to December 31, 1976 and ithe calendar year budget for January 1, 1977 to December 31, 1977 for the Yakima Center. He-stated they had approximately ;$20,000 left over from.the previous budget which was to !run from March to October of 1976. 'Mk. Pittman explained that if the building was not ready to open in November, !some of-the would not occur. Acting City Manager IZais stated that there was $25,000 remaining in the room - I tax fund. After discussion, it was MOVED by Moore, seconded by Wonder that the interim budget, as presented be approved: !carried, Edmondson, Holbrook, Moore, Walker and Wonder 1 voting aye by voice vote. The Parks Department !like to use some of the school buildings in the_ winter for activities such as gymnastics. Simmons absent. _ • • 338 SEPTEMBER 27, 1976 Mayor Edmondson announced that on behalf of the Council, she would like to pay special recognition and honor to Mr. John Chesterly who passed away at the age of 92. Mr. Chesterly will soon have a City park named after him, which is on property he donated to the City. Mayor Edmondson read her proclamation re Halloween - 1976. The President of the Yakima Association of Churches and the Yakima Stake of the Church of Jesus Christ of Latteraday Saints and the Superintendent of Yakima School District No. 7 have petitioned the Yakima City Council asking that Halloween be observed on Saturday, October 30, rather than Sunday October 31, to be consistent with the Christian ideal of "keeping the Sabbath Day Holy". Therefore, Mayor Edmondson urges the citizens of Yakima, the organizations and community in general to plan activities to celebrate Halloween, on Saturday, October 30, 1976. Newell Pock, Chief of Code Administration, addressed the Council re the request for building inspection services by the City of Selah. He stated that there would not be a large enough increase in the number of inspections by adding Selah to hire another employee. This would be a year-to-year agreement with the City of Selah. Councilman Wonder stated he is for this as long as inspections in Selah do not delay any building permits or inspections for the citizens of the City of Yakima. It was MOVED by Moore, seconded by Holbrook that staff prepare the proper legislation to enter into an agreement with the City of Selah: carried, Edmondson, Holbrook, Moore, Walker and Wonder voting aye by voice vote. Allard voting nay by voice vote. Simmons absent. Mr. Gary Lukehart addressed the Council re his offer of purchase of the surplus fire center training property. After Council members asked Mr. Lukehart questions and had discussion, it was MOVED by Holbrook, seconded by Wonder to refer this matter to staff for recommendation and clarification of both price and the terms: carried, Allard, Edmondson, Holbrook, Moore, Walker and Wonder voting aye by voice vote. Simmons absent. Bill Stark, Traffic Engineer referred to his memo dated September 24, 1976 on estimates of signals to be installed. Councilman Holbrook questioned if the signal at 6th and "B" could be pedestrian-activated. Mr. Stark stated that it would cost an estimate $2,000 or $3,000 more. After discussion, it was MOVED , by Moore, seconded by Walker to thank Mr. Stark for his report and put this on the list of items to be considered for next year's budget: carried, Allard, Edmondson, Holbrook, Moore, Walker and Wonder voting aye by voice vote. Simmons absent.* Mr. Phil Johnson, Parking Manager, addressed the Council re ' the City vs. contracted administration of parking control. He stated that it was recommended by DARC that the City perform ! these services rather than have it contracted out. Mr. Chuck 1 Rains, Director of Management & Budget explained that it might ) mean some reorganization of management, but it would not require the hiring of any additional employees. It was MOVED by Moore, seconded by Walker to accept the recommendation of DARC for the City to perform said services: carried, Edmondson, Moore, 1 1 Walker and Wonder voting aye by voice vote. Allard and Holbrook voting nay by voice vote. Simmons absent. Fred Stouder, Director of Community Development, explained his report on the budget status of the CBD Redevelopment for the Council's information. He explained that $8,000 a month is , 1 being accrued on this L.I.D. *It was MOVED by Moore, seconded by Walker that Ordinance No. 2003, regulating parking in public parking lots operated by the City, be passed: carried, Allard, Edmondson, Holbrook, Moore, Walker and Wonder voting aye on roll call. ' *1 Inadvertently omitted above: Mayor Edmondson stressed that the 4th Street and Walnut signal would have high priority at budget time due to the increased traffic flow' because of the downtown redevelopment. 339 SEPTEMBER 27, 1976 ORDINANCE NO. 2003, AN ORDINANCE relating to traffic control; 'regulating parking in public parking lots operated by the City; establishing a parking time limit and providing for the issuance and use of long term parking permits for public 'parking lots; amending Section 9.50.675 of the City of 'Yakima Municipal Code; and declaring an emergency. l*It was MOVED by Moore, seconded by Walker that Ordinance 'No. 2004, providing for the issuance of reminders and notices for parking violations, be passed: carried, Allard, Edmondson, Holbrook, Moore, Walker and Wonder voting aye on roll call. ORDINANCE NO. 2004, AN ORDINANCE relating to traffic control; Iproviding for reminders and notices to be issued for overtime ;parking violations; amending Sections 9.60.040 of the City of Yakima Municipal Code; and declaring an emergency. ;Acting City Manager Zais explained Ordinance No. 2005, 'relating to the Classification and Compensation Plan for :City employees. It was MOVED by Moore, seconded by Allard that Ordinance No. 2005, relating to the Classification and Compensation Plan for City employees, be passed: carried, IAllard, Edmondson, Holbrook, Moore, Walker and Wonder voting 'aye on roll call. Simmons absent. ORDINANCE NO. 2005, AN ORDINANCE relating to City personnel; !adopting a Classification and Compensation Plan for City !employees; amending Sections 2.20.100 and 2.20.110 of the !City of Yakima Municipal Code. Acting City Manager Zais referred to the letter from the ;Yakima Valley Vocational Skills Center proposing the transfer of Cahalan Park to the Yakima School District for skill 'center programs. After discussion, it was the consensus of the Council to get a recommendation from the Parks Commission. 'Acting City Manager Zais explained a letter from the Yakima County Probation Services requesting budget aid. After discussion, it was MOVED by Holbrook, seconded by Wonder that this matter be referred to staff and added to the Ilist of items to be considered at budget time. It was !then MOVED by Moore, seconded by Allard to amend said Motion 'to contact Mr. Young and consider this at budget time only i after he has requested funding from the County: Allard, Holbrook, Moore, Walker and Wonder voting aye by voice :vote. Edmondson voting nay by voice vote. Simmons absent. The Council members then voted on the Motion as amended: ;carried, Allard, Edmondson and Holbrook voting aye by voice ,vote. City Shops Annexation ;City Attorney Andrews called attention to an off-agenda Iitem stating that the City presently has a lease agreement with Sunfair Chevrolet for the property at the Old Fire Station #1. He stated that due to the recent sale of the :old Fire Station No. 1 and its property, the lease agreement will have to be terminated. It was MOVED by Wonder, seconded 340 SEPTEMBER 27, 1976 by Moore to authorize the City Attorney to terminate the agreement I with Sunfair Chevrolet: carried, Allard, Edmondson, Holbrook, !Moore, Walker and Wonder voting aye by voice vote. Simmons absent. !Mr. Mike Frasu of the Yakima Airport Restaurant came before the Council with a request for authorization for an addition onto the west end of the bar for a dance floor.
