HomeMy WebLinkAbout07/29/1976 Business Meeting 284 ADJOURNED REGULAR MEETING - THURSDAY, JULY 29, 1976 The City Council met in session on this date at 12:30 p.m. in the Conference Room of Yakima City Hall, Yakima, Washington. Councilmen present at the meeting were Jean Allard, Ralph Holbrook, and Dr. Bill Simmons. Councilmen Mayor Betty L. Edmondson, W. K. "Pete" Moore, Nadine Walker, and Gordon Wonder absent. The Council met to review departmental Forecasts '77 continuing the review from July 22. Chief Carroll was present to answer questions regarding the Fire Department's Forecast. ,Initial discussion was held on the recently placed stop signs at 6th and "D" Streets and its benefit to the Fire Department. Councilman Allard suggested removing the stop signs on 6th St. at R D" - put stop signs at 6th St. on 'DR St. and remove stop signs on "D" St. - at 4th St. - put stop signs on 4th St. at "D" St. and requested the City Manager ask for a report from the Traffic Engineer. The Forecast was reviewed and discussed in the following detail: 1. Litter Control: reason for placement in Fire Department; success of program; possibility of extended funding next year. 2. Proposed fire alarm utility: meetings with potential users regarding operation and rates; summary of reaction to be reported. 3. Area-wide communications, consolidated communications center, and 911: distinction as well as relationship of these concepts explained; Council reasserted their intention to consider 911 in 1977 budget. .. 4. Fire service to fairgrounds: progress of analysis and negotiations; draft of recommended contract to be prepared and submitted to the Council. 5. Capital outlay for equipment: major overhaul needs for snorkle, airport crash truck, and aerial ladder detailed with the Chief expressing priorities for repairs in the order listed above. 6. Signal pre-emption system: Chief Carroll detailed the system and its use and a proposed four to six year program of acquiring emitters and adapting signal systems at key intersections; potential funding sources were defined. 7. Emergency services for life saving: cooperative arrange- ments with the Yakima Ambulance to respond to potential life risk emergencies were reviewed; the purpose of the arrangement to provide additional or more immediately responsive resources for emergencies; Councilman Simmons asked for a report on types and numbers of emergency responses per station and data on which resource (Fire Department or ambulance service) reach the scene first. 8. Fire inspection: the proposed request for an additional inspector was reviewed; Councilman Allard expressed feeling that Code Enforcement Division was overstaffed and might absorb fire code inspection and plans examination with appropriate training; the drain on fire inspection available time by weedy lot abatement program was discussed with the possibility that offenders pay cost of program; weedy lot program impact on availability of inspectors to inspect older buildings representing potential fire hazards was reviewed; further review of the Council's concerns will be made when line item budgets are analyzed. 285 ADJOURNED REGULAR MEETING - THURSDAY, JULY 29, 1976 There being no quorum present, no legal action was taken and the meeting adjourned at 2:45 p.m. READ AND CERTIFIED ACCURATE BYYLe-fte.A...--DATE PUNCIL AN .4 DATE " OUN ILMAN ATTEST: 0 ,67z-2174)/0-„theriti 1 CITY ( MAYOR 1
