Minutes for Meeting on September 25} 2019
Call to Order
Commissioner Hall called the meeting to order at approximately 5:30 P.M.

HPC Members Absent: Alixanne Pinkerton (excused)
Quorum: Quorum present
Staff: Trevor Martin, Historic Preservation Liaison
Council Liaison: Jason White, District 2 (absent)

IV. Audience Participation
None noted.
V. Approval of August Meeting Minutes
It was motioned by Commissioner Mann and seconded by Commissioner Edmondson to
approve the meeting minutes of August 28, 2019; the motion carried unanimously.
VI. New Business
A. Appoint New Commission Chair
It was motioned by Commissioner Mann to appoint Commissioner Hall as Chair. The
Commission had consensus to support the motion and Commissioner Hall accepted the
nomination.
B. Special Valuation Nomination — First Baptist Church (515 E Yakima Ave)
Staff Liaison Trevor Martin made it known that an application has been received for special
valuation for the First Baptist Church building at 515 E Yakima Ave, and concurrently list
it to the Local Register of Historic Places. Susan Johnson of Artifacts Consulting Inc.
(applicant on behalf of property owner) explained that the property owner is rehabilitating
the building and is therefore seeking special valuation to receive tax benefits. It was

motioned by Commissioner Mann and seconded by Commissioner Edmondson to
approve the request with a correction to the draft special valuation agreement to remove
language that exempts the applicant from having to make historic aspects of the property
open to the public one day each year if visible from the public right-of-way; the motion
carried unanimously.
C. Grant Update — Selection of Consultant
Martin reminded the Commission that the City has applied for a $12,000 grant from the
Department of Archaeology and Historic Preservation (DAHP) to hire a consultant to do a
reconnaissance -level survey of Naches Ave between Yakima Ave and H St in order for
that portion of the Naches Parkway area to potentially be registered as a historic district.
He added that he will distribute the DAHP contract to the Commission members once
available. The Commission had consensus to postpone selecting a consultant until their
next meeting on October 23rd
D. Responsibilities of Commission
Martin provided an overview of the duties the Commission is tasked with.

VIII. Adjournment
A motion to adjourn to October 23, 2019 was passed with unanimous vote. This meeting
adjourned at approximately 6:00 p.m.
