How will the Tier II Fee help impact the business insurance rates? Answer: The implementation of the Tier II Fees will not have an impact on the business insurance rate. However, the fees will allow the Fire Department sustain services that will ensure that business comply with Washington State Labor and Industries which will in turn prevent the business from being subject to fines for noncompliance with Labor and Industries requirements. The fines can range from a thousand dollars a day and upwards of hundreds of thousand dollars a day. References: Safety Standards for Process Safety Management of Highly Hazardous Chemicals (Chapter 296-67, WAC) and WAC 296-67-053 Emergency planning and response. The employer shall establish and implement an emergency action plan for the entire plant in accordance with the provisions of WAC 296-24-567. Employers covered under this standard may also be subject to the emergency response provisions contained in chapter 296-824 WAC, Emergency Response to Hazardous Substance Releases. What are the threshold limit value (TLV) of the chemical substances? "The Yakima Fire Department is dedicated to providing quality public safety services to our community." Answer: The threshold limit value (TLV) is the level of chemicals to which a worker can be exposed day after day for a working lifetime without adverse effects. Strictly speaking, TLV is a reserved term of the American Conference of Governmental Industrial Hygienists (ACGIH). Below also identifies some addition terms that outline exposure limits: - Permissible exposure limit (PEL): The permissible exposure limit is a legal limit in the United States for exposure of an employee to a chemical substance. Permissible exposure limits are established by the Occupational Safety and Health Administration. - Recommended Exposure Limits(RELs) are occupational exposure limits recommended by the National Institute for Occupational Safety and Health (NIOSH).
