Re: Status of Transportation Benefit District (TBD) Projects
At the October 1, 2019 Budget Presentation, it was requested of staff to submit a report
indicating completed TBD projects and expenditures.
Naches Avenue
The Transportation Benefit District (TBD) project on Naches Avenue began late in 2018. The
initial work entailed removal of all trees that were damaging the sidewalks between Walnut
Street and Pacific Avenue. Tree removal was completed in the late spring. Replacement trees
have been ordered and are to be planted this fall.

The next phase is to install ADA compliant pedestrian ramps at all intersection corners,
including those on the parkway islands. At this point the pedestrian ramps have been installed
between Walnut Street and Race Street. The remainder are to be completed by the end of
November.

Damaged sidewalks replacement is scheduled for next spring. It should be noted that tree
removal and replacement as well as sidewalk repair extends along the intersecting side streets
one-half block each side of Naches Avenue.
South 4th Street
The South 4th Street project extends from Walnut Street to Pacific Avenue including the one-half
block each side of South 4th Street. Tree removal on South 4th Street was completed this
summer. Replacement trees have been ordered will be planted this fall.
Installation of ADA compliant ramps will commence in the spring. Sidewalk repairs will begin
upon completion of the repairs on Naches Avenue.
Mead Avenue
Mead Avenue between 27th Avenue and 28th Avenue is a sidewalk in-fill project.
Commencement of work is pending acquisition of right-of-way by the Engineering Department.

It appears at this time that both projects will be under budget. Work to fix the foundation and
pole bases for several of the decorative streetlights poles along Naches Avenue that are loose
and/or leaning is being added to the scope of work.
Possible Loss of Funding
Initiative 976 proposes to eliminate Transportation Benefit District fees beginning in 2020. If
passed, Naches Avenue, S 4'h Street and Mead Avenue sidewalk projects could be completed
with the funds collected to date. The table below shows pedestrian safety projects that would
not be accomplished without the TBD funds.

The River Road Improvement Project
The River Road Improvement Project has been completed in time to accompany the
opening of the new YMCA aquatic/fitness center. Extending from 40'h Avenue to 34'h
Avenue, the project consisted of widening the roadway to three lanes to add a turn-lane,
the addition of curb, gutter and sidewalk to accommodate the safety of pedestrians and
bicyclists, and the addition of storm drainage, sanitary sewer, and street lighting. In
addition, Pacific Power relocated power transmission and distribution poles and lines to
the backside of the new sidewalks and communication companies relocated some of the
overhead facilities to underground conduits; improvement the surrounding esthetics.
The road project improvements itself cost $855,652, was funded by a SEID Grant/Loan.
In addition, Wastewater/Stormwater contributed $106,000 for their portion of the
infrastructure improvements. The SEID loan payments of $63,200 per year was to be
funded utilizing TBD Funds. Should Initiative 976 be approved, another funding source
would be required to cover the debit service for the period of 2021 through 2029.
Remaining TBD Projects
The following road and intersection projects intended to be started in the near future and
funded with TBD funds, will not be accomplished if Initiative 976 is approved:
• North 1st Street Revitalization (Phase 2)
• 6'h Avenue Roadway and Trolley Line
• 1st Street/Washington Avenue intersection
• Nob Hill Blvd/Fair Ave intersection and
• Powerhouse Rd/Englewood Rd intersection.
