Re: Neighborhood Traffic Calming Status
At the October 3, 2019 Budget Presentation, it was requested of staff to submit a report
indicating the status of Traffic-Calming petitions and expenditures.
The City has received thirty (30) neighborhood traffic calming petitions. Speed and volume data
has been collected on all but one street which is currently being conducted.
Evaluation of data and street conditions have been completed for nineteen (19) of the requests.
Six (6) of which, did not meet the minimum requirements for installation of physical calming
devices. However for those (6) streets, staff is planning to improve conditions through actions
such as installation or changes to the speed limit signs, installation of stop signs for right of way
control, no parking signs, or other similar traffic controls.
Neighborhoods in this category are:
• S 17' Avenue —Chestnut to Tieton
• S 63' Avenue —Chestnut to Walnut
• Pleasant Avenue —Tieton to Arlington
• Swan Avenue — 18th Ave to 19th Ave
• Westover Drive — 200 Block
• Chisholm Trail — 200 Block
Meetings have been held with seven (7) neighborhoods to develop a traffic calming plan for
each. Six (6) of these areas have submitted the required petition showing two-thirds of the
properties within the area agree to their plan. All of these have requested speed humps and
some will receive additional measures such as all-way stops, adjustment of speed limit signing,
truck prohibition sign, and crosswalks.
Neighborhoods in this category are:
• Coolidge Road —87th Ave to 96th Ave
• 88'h Ave —Coolidge to Occidental
• 56'h Avenue —Tieton to Arlington

• Westbrook Avenue —80th Ave to 83rd Ave
• N 24'h Avenue — Summitview to Lincoln
• N 11'h Avenue —Yakima to Summitview
The remaining street to submit their concurrence is Scenic Drive, 58'h Ave to 66'h Ave.
N 1 rh Avenue rescinded their request on October 7, 2019 for speed humps because of the
potential noise issue.
Speed hump installation will commence the week of October 7. Signage and marking changes
will begin at the same time.
Neighborhoods waiting for a scheduled meeting to discuss traffic calming options include:
• 51 s'Avenue — Nob Hill to Arlington
• 53' Avenue — Englewood to Scenic
• 55'h Avenue —Summitview to Chestnut
• Chestnut Street— 56'h to 60'h
• Cornell Avenue — Logan to Mead
• Cornell Avenue —Washington to Pierce
Any plans requiring physical traffic calming devices developed and approved with these
neighborhoods will be implemented in the spring of 2020.
The remainder of the neighborhoods that have submitted petitions to the City are still being
evaluated. As evaluations are completed, they will be added to the list of streets for scheduling
a meeting should they meet the established criteria. Implementation of traffic calming plans will
be conducted based on available resources.
The neighborhoods in this category are:
• 88'h Avenue —Webster to Garden
• 44'h Avenue —Viola to Randall Park
• 52'Avenue — Summitview to 53' Ave
• 53' Avenue —52'Ave to Chestnut
• S 26'h Avenue —200 Block
• S 9th Avenue — 1100 to 1300
• S 1st Avenue - 1200 to 1400
• 32'Avenue — Lincoln to Englewood
• Folsom Street— 16'h Ave to Lewis
• S 9'h Avenue — 1500 Block
There are at least three neighborhoods that have also expressed an interest in submitting a
petition but have yet to do so.

The attached maps show the location of each street by council district, as well are
colored coded as such:
• Blue fines indicate that the street is still in the evaluation phase.
• Red fines indicate that the street did not meet minimum requirements for traffic-
calming
• Orange fines indicate that the street is pending a scheduled meeting to determine
the next actions
• Green fines indicate that the street is in the process of having traffic calming
applied
