ITEM TITLE: Request to appropriate REET funds to proceed with master plans
for the Washington Fruit Community Center and the Henry
Beauchamp Community Center in 2019

SUMMARY EXPLANATION:
The Ad Hoc Committee for the two community centers had previously selected KDA to develop
the Master Plans for the Washington Fruit Community Center and the Henry Beauchamp
Community Center. Council had previously budgeted for, and approved, $70,000 in REET 1
funds be used to develop the master plans.
KDA submitted cost estimates totaling $150,000 for the two master plans; exceeding the budget
by$80,000. KDA estimated that the work required for each community center master plan would
be in an amount of$75,000. Wanting an extensive, detailed plan for each community center, the
Ad Hoc Committee decided that it would be in the city's best interest to not scale back the master
plans in order to meet budget. Instead, the Committee directed staff to look into the possibility of
utilizing additional REET funds so that both plans could be funded. With the assistance of
finance, an additional $80,000 in REET funds were identified.
If Council wants to proceed with both master plans then a budget appropriation is required. If
approved, staff would then award a contract to KDA to begin work on the two master plans in
2019.
