Executive Minutes
Gutierrez called the meeting to order.
1. February 28, 2019 minutes
The minutes were moved by Funk. Approved by consensus.
2. Department Reports
a. Fire Department
i. Fire Department monthly report
Markham reviewed the monthly report

ii. Fire Department
Fire System Records Management Program presented by Tony Doan and
Jay Deloza. After some questions from the committee were clarified, it
was MOVED by Funk to forward the report to the full council. Motion
PASSED by consensus.
b. Police Department
i. 2018 Yakima Police Department annual report
Mora reported the annual report will be presented at the next meeting
c. Legal Department
i. Martinez spoke about the deflection and diversion program presented at
the International Association of Police Chiefs training that focuses on
public safety in the community. Martinez went over the different programs
and law enforcement resources. Moore talked about the impact it currently
has on the city jail and how it would reduce costs. Funk requested
clarification on the draft and had questions on how it could impact the
workload for the current staff involved in this. Gutierrez stated this would
be brought forward to council and Martinez will provide ideas to propose
this program including salaries, funding, and costs associated.
d. Public Works Department
i. Safe Routes to Schools
Schaefer provided an updated on a crossing signal across Kiwanis Park
due to the two school zones. Garfield Elementary safe routes to school
update will begin at the end of June towards the end of the school year
and will be completed mid-August in time for classes to begin. A public
meeting will be arranged at Garfield in May to inform the community about
the upcoming project. Gutierrez asked about translation services and this
was confirmed. Moore asked the committee if this was a standing agenda
item and Gutierrez confirmed.

f. Emergency Management
i. Tony Miller provided a flooding update. Flooding has been minor. Water
diversion at West Valley Park was reported and flooding is decreasing at
Wide Hallow near Cottonwood and 96th. The rivers are predicted to not
reach flooding levels. Homeless encampments at the Greenway and
Highway 12 were reported and GIS is being used to track them.

4. Other Business
a. Public Safety Discussion with the Yakima School District
i. Gutierrez stated the subjects the council agreed to discuss to cover in this
meeting are safe routes to schools, gang prevention, and youth
development. Mayor Coffee and YSD President also agreed to these
subjects. Moore scheduled this meeting April 25th, 2019 at 6pm. Funk
brought up the topic on after school programs and Gutierrez stated that
would be included in these subjects. Gang prevention is related to the
GRIT program and working with the Yakima School District. The SAMSA
(Substance Abuse of Mental Health Service Administration) grant will also
be asked if they would like to play a role with these topics. This grant
would cover $300,000/year fora 5 year period. $180,000 of this funding
would focus on mental health services, life skill training with a target
audience of 16-24 years of age. Moore also mentioned that there is
funding for one staff member and is working with Comprehensive Mental
Health. ESD105 will also be a part of this project with a building which will
hold an open doors project which will work with youth who have been out
of school for more than 90 days. This will help them get back on track with
online schooling or a GED program. Moore identified that some of these
youth have mental or drug abuse and this funding will help address those
obstacles. Funk discussed some possible overlapping of funding among
the different programs. Moore offered to have staff help with this.
Gutierrez would like to see Public Works present something on safe
routes to school. Gutierrez made some suggestions staffing helping with
the different topics.
