ITEM TITLE: Open record public hearing to consider the Yakima Planning
Commission's recommendation on a Comprehensive Plan
Amendment (CPA#004-19) and Rezone (RZ#004-19) request
submitted by the City of Yakima Planning Division

SUMMARY EXPLANATION:
The City of Yakima Planning Division submitted Comprehensive Plan Map Amendment (CPA),
Rezone, and Environmental Review applications for seven (7) parcels totaling 3.08 acres in the
vicinity of N 16th Ave and Hathaway St. The City Planning Division is requesting to change the
Future Land Use Map designation from Industrial to Commercial Mixed-Use and to concurrently
rezone from Light Industrial (M-1)to General Commercial (GC).After holding a study session on
June 26, 2019, and a public hearing on July 10, 2019, the Yakima Planning Commission
recommended approval of the CPA and Rezone applications, with the Findings being signed by
the chair on July 24, 2019.
In accordance with YMC 16.10.090, the City Council shall direct planning staff to prepare
legislation to approve, approve with conditions, or deny each amendment under consideration;
and at a subsequent City Council meeting enact an Ordinance adopting the decision reached at
the public hearing. The complete record was distributed to City Council members at their August

Direct staff to prepare the appropriate Ordinance for consideration at a subsequent meeting
BOARD/COMMITTEE RECOMMENDATION:
The Yakima Planning Commission held a public hearing on July 10, 2019 and recommended
approval of the requests. The chair signed the Commission's Findings on July 24, 2019.

Proposal: Change the Future Land Use map designation for six parcels from Industrial to Commercial Mixed-Use
and a portion of one parcel from Industrial and Commercial Mixed-Use to Commercial Mixed-Use only, and rezone
six parcels from Industrial(M-l) to General Commercial(GO and one split-zoned parcel from UI-1 and GC to GC
only. This change will correct a mapping error that occurred during the 2006 Comprehensive Plan update.
