For Meeting of:August 20, 2019 ITEM TITLE: Discussion related to parliamentary training SUBMITTED BY: Cliff Moore, City Manager SUMMARY EXPLANATION: At the July 16, 2019 Council meeting, it was consensus to schedule parliamentary training with newly elected officials after the election results are certified and prior to January 31, 2020. Please be advised one Councilmember is not available on December 19 and 20.Attached is a proposal for training through Jurassic Parliament, as well as a resume for Ann Macfarlane. Second St. Yakima, WA 98901 Via email to eliffmoore@yakimawa.gov Dear Cliff: This letter confirms our offer to provide training to the City of Yakima (City). PROPOSAL Jurassic Parliament offers to provide a six-hour workshop for the City Council and staff of the City at a mutually acceptable date to be determined. Ann G. Macfarlane, a professional registered parliamentarian, will provide the training (resume attached). The workshop title will be "Running Effective Council Meetings Using Robert's Rules." The topics to be covered include: • Best practices for running city council meetings • Authority and role of chair, members and staff • Introduction to the system of motions in Robert's Rules • Managing differing views and approaches to issues • How councils can unite behind decisions once made • Inappropriate remarks under Robert's Rules and how to respond to disorder • Running public comment sessions FORMAT The workshop will take the form of an interactive scenario modeling a city council meeting. The workshop is based upon adult learning principles and is highly interactive. Participants have found the approach to be informative, engaging and entertaining. There will be a maximum of 20 participants in this workshop. 3 2 AUDIOVISUAL We will need a computer, projector and screen for the PowerPoint content, and a flip chart or whiteboard with markers. The PowerPoint does not require Internet access or sound capability. We should discuss the room setup in advance since the arrangement of the room makes a big impact on the success of the workshop. MATERIALS Jurassic Parliament will prepare the materials for this workshop and send them to the City to be photocopied. Jurassic Parliament will provide additional custom materials. In addition, all participants will receive a copy of our book, Mastering Council Meetings:A Guidebook for Elected Officials and Local Governments, as part of the materials. This book retails for $24.95, representing a value of up to $495 at no additional cost to the City. TERMS • The base fee for this workshop is $2400. • Travel costs: two night's lodging, economy airfare roundtrip from Seattle to Yakima, baggage fees, ground transfers, and housekeeping and baggage tips. We will invoice you upon completion of the training. All charges are due and payable 3o days from date of invoice. Checks should be made out to Jurassic Parliament. This offer is valid through September 30, 2019 INVITATION TO MAILING LIST SIGNUP Jurassic Parliament will be provided the opportunity during the training to invite attendees to sign up for the Jurassic Parliament mailing list. ADVANCE PREPARATION Staff from the City of Yakima will be available for inquiries in order for Jurassic Parliament to customize the material for the attendees. You will provide Jurassic Parliament with all relevant background materials. INTELLECTUAL PROPERTY The intellectual property, training material and documents prepared by Jurassic Parliament for this training session are and remain the property of Jurassic Parliament. However, the Reference Power Point prepared for the session will be licensed to the City for training of its members and staff for one year. She was awarded a Marshall Scholarship by the British government to earn a B.A./M.A. degree from Cambridge University, England. She began her career as a diplomat in the U.S. Foreign Service. Fluent in Urdu, Ann served in Lahore, Pakistan and on the Bangladesh desk of the State Department before becoming the first woman staff assistant in the Near East South Asia Bureau. In that position she supported Henry Kissinger's shuttle diplomacy in the Middle East and supervised the flow of reporting and memoranda for other hot spots in the region. After study at the Army Russian Institute in Garmisch-Partenkirchen,Ann married fellow Foreign Service Officer Lew Macfarlane. She served on the Soviet desk before resigning her commission to devote herself to their family in the Congo, Tanzania, and Kathmandu. The Macfarlanes returned to Seattle, Lew's native city, with their three sons. Ann became a professional translator and was elected President of the American Translators Association. She then served as Executive Director of the National Association of Judiciary Interpreters and Translators before becoming a partner with Andrew Estep as an owner of ERGA, Inc., an association management company, from 2oo7 to 2014. Ann and Andrew developed"Jurassic Parliament" as a way of helping people run productive meetings. Their approach makes Robert's Rules of Order understandable, enjoyable, and easy to learn. They published Mastering Council Meetings:A guidebook for elected officials and local governments in 2013.
