June 27, 2019 minutes The minutes were MOVED by Cousens and SECONDED by White to accept the minutes. The minutes were approved unanimously. 2. Department reports a. Fire Department i. Fire Department monthly report Markham reviewed the monthly report of calls for service and fire inspections. Decrease in monthly inspections due to staff vacations. EMS/Ambulance data was provided to council based on the request from the June 27th, 2019 meeting with 2.5 years of data for responses within the City of Yakima. Discussed data the data set and council asked questions. b. Police Department i. District Officer Report Jones discussed 678 community contacts were initiated at the department during the month of July. These contacts are self-initiated and requested. National Night out event occurring August 6th. Reported there are four new hires coming on in August 2019 through recruiting efforts and the upcoming recruiting fair. Discussed lateral hiring and gaining insight on how to recruit laterals. ii. Operation Invictus Update Jones reported known offenders are continuously arrested during this operation implemented a month ago and YPD is working closely with the U.S. Marshalls. Provided statistics of where the offenders are being arrested within our jurisdiction. c. Legal i. Barking Dog Ordinance Schaap shared the drafted ordinance for the Barking Dog Ordinance. Recommended adopting a definite reasonable standard and defined provisions that would unreasonably disturb people after repetitive barking after 20 minutes. Schaap clarified that the code covers the removal of the pet, not included in the ordinance. Gutierrez MOVED to council and Cousens SECONDED, approved to move unanimously. ii. Deflection Program Update Martinez reported this program is focusing on pathway one, a self- reporting system. The program Martinez is researching called “Way Out” in Lake County, Illinois. Provided to the committee several details about the program. This program is in the initial stages and reported that HB 1767 passed and funding is available through the Police Chiefs Association. iii. Martinez reported the Victim Advocacy Coordinator position has been filled by Leigh Kronsnoble in Legal starting August 14, 2019. d. Public Works i. S 36th Ave/Spring Creek Roadways Schafer discussed the update on the S 36th Ave/Spring Creek Roadways. Phase I is completed and needs to be striped and phase II will be completed by Spring 2020. Bike lanes will be incorporated and the Bike Committee weighed in on their recommendations. Extra costs incurred would apply to the additional stripping. Desgrosellier advised that this project is still within budget. ii. Safe Routes to Schools Public Safety discussions with Yakima School District and safe routes to schools. Gutierrez requested additional data from the Yakima School District and requested to invite board member Raymond Navarro and new Superintendent Trevor Greene to the August 29th, 2019 study session e. Code Administration f. Emergency Management 3. New Business 4. Other business a. 605 Cornell Ave Cousens reported several inquiries on traffic calming on 605 Cornell Ave. Committee advised there is a meeting scheduled on August 19th, 2019 for these concerns. White suggested reversed speed bumps implemented in other parts of the state. b. Storage Units on 79th Ave/Occidental Cousens has received several concerns about the storage units implemented at different locations. The projects have been approved and meetings were announced inviting the public to express their concerns before the projects were implemented. c. Shopping Carts White discussed the shopping carts on Naches Ave. The committee brainstormed on different solutions for the shopping carts on city property. Cliff advised there will be a topic at the study session on August 29th, 2019 meeting on the Clean City Initiative which will provide funding for homeless refuse cleanup and other efforts. 5.
