Chairman Neil McClure called the meeting to order at 10:00 AM
1. Approval of Minutes from March 13, 2019.

3. Introduction of committee and guests:
Matt Tweedy (Cowiche Canyon Conservancy), Frank Orlando (Watch Out), Susan
Paolella (William O. Douglas Trail), Bob Desgrosellier (City of Yakima Chief Engineer)
4. Update and discussion on Cowiche Canyon Trail:
Neil M. described the trail project and its possibilities. Bob D. is working with former
Chief Engineer Brett Sheffield to coordinate city and county efforts to move project
forward. PERTEET Engineering has had to redesign the western route to accommodate
the refusal of at least one land owner to allow the trail through their property. At this
time the trail will now be northwest of Cowiche Creek until it intersects Cowiche Canyon
Lane. The current plan calls for the trail to cross the creek on the Cowiche Creek Lane
bridge and then proceed west along Cowiche Canyon Road and meet the current trail
head. Negotiations are underway with property owners along Cowiche Canyon Road
west of Cowiche Canyon Lane for right of way for construction of the tail. Bob D. will
have updated details available in the City Council preparation packet for May 7, 2019
including a timeline and "deliverables" from PERTEET Engineering.
Neil M. led discussion on future maintenance of the trail and whom would be
responsible. This added to Bob D.'s list of topics with Brett S.
5. Pedestrian Master Plan update:
Some confusion as to the summary letter that Shirley Strader (committee secretary) was
to provide about the January 31st Stakeholders meeting. (Shirley S. did submit a letter in
"minute" format on April 6, 2019). Joseph C. informed committee that a formal report
needs to be prepared for city council possibly by submitting it to the "Healthy
Community and Neighborhood Building" committee for consideration. Discussion on
need to ask for pursuit of funding for a PMP at the May 7, 2019 determined that funds
should be requested.
6. Discussion of Powerhouse Road project:
Bob D. will also add this to the discussion with Brett S.
7. Public Service Announcement (PSA) project:
Sean D. presented a video that will be presented on Charter Cable TV with possible
private sponsors and funding from the city and "Target Zero". The initial funding will
purchase 452 plays on charter beginning April 12th, with more possible by sponsorship.
Stephens Media Group and Townsquare Media Yakima have agreed to air free PSA on
radio and to do live interviews of YVTECH student creators and committee members on
April 17th and 18th. Yakima City Council will make a proclamation and presentation at
the April 16 council meeting. Nikki S. is working on new social media content for Yakima
Police Department concerning bicycle and pedestrian safety.
8. Title 12 update discussion:
Language is needed in Title 12 to allow for 10 foot travel lanes with 5 foot bicycle lanes
on Spring Creek Road. Title 12 needs other updates to accommodate new language in
Bicycle Master Plan for "Bicycle Boulevards" etc. Bob D. will add this topic to meeting
with Brett S.
