Vice Chairman Phil Mattoon called the meeting to order at 10:00 AM
1. Approval of Minutes from January 9th, 2019.
2. Approval of Minutes from January 31St "Stakeholder's" meeting.
3. Discussion on Pedestrian Master Plan:
Phil. M. lead a discussion review of the Stakeholder's meeting on January 31' and plans
going forward. Shirley S. will provide a summary letter of the stakeholder's meeting to
be shared with stakeholders who were not in attendance. Joseph C. will forward an
email received from Brian Galloway of YVCOG on possible funding sources for creating a
Pedestrian Master Plan. Joseph C. will present to Healthy Communities and
Neighborhood Building Committee on March 14 to get further input from council
members on how they would like to proceed.
Ken J. reported on the op-ed written by Sam McManis, editorial staff of the Yakima
Herald detailing his near collision with a driver at the pedestrian crossing at 40th Ave and
Chestnut. Ken J. proposed that the Herald may be a possible ally in asking the council to
act on a Pedestrian Master Plan.
4. Public Service Announcement progress:
Sean D. presented three PSAs for approval from the committee and all were approved.
Sean D. will coordinate with Randy Beehler on formulating distribution strategies for
radio stations. Shirley S. asked that the local bicycle shops be approached to possibly
partner with media as sponsors for PSA. Phil M. asked if the Yakima School district
might be included as possible partners in distribution. Sean D. hoped that the students
involved with creating the PSAs could present them to city council in the near future and
receive public acknowledgement of their efforts.
Nikki S. will coordinate the "Tuesday Tips" social media posts from Yakima Police
Department to include the PSAs and new video spots created for public safety
information campaign.
5. Changes and Updates to Title 12 requirements:
Joseph C. said that he was unaware of any progress on Title 12 changes. Phil M. asked
that city engineering department please report to the committee on progress at next
meeting.
6. Cowiche Canyon Trail progress update:
Joseph C. will ask city engineering to report on progress and status of the project,
possibly with a report from Perteet Engineering who are doing the actual planning.
Committee members expressed concern that funds that had been appropriated for the
project may be forfeited because of lack of progress.
7. Good of the Order and Deliverables:
Nikki S. shared stickers promoting road safety given to her by a Yakima citizen who had
created them because of his concerns with Yakima road safety. Phil M. will reach out to
him and invite him to attend the next meeting of the committee and/or Yakima Bikes
and Walks next meeting. Shirley S. noted that a possible site for a walking path/trail
may be available on the right of way of the Naches and Cowiche Canal Association
between Power House Rd and Fechter Rd.
Shirley S. will provide summary letter of stakeholders meeting.
Joseph C. will forward email from Brian Galloway of YVCOG.
Joseph C. will attend March 14th Healthy Communities and Neighborhood Building
meeting and ask for guidance on best way forward for the Pedestrian Master Plan.
Sean D. will work with Randy Beehler on media plans for distribution of PSAs.
Yakima City Engineering will report on Title 12 change progress and also on progress of
the Cowiche Canyon trail.
8. Meeting adjourned at 11:00 AM
