HISTORIC PRESERVATION COMMISSION
Minutes for Meeting of October 26, 2016
I. CaII to Order
Commission Chair Kenmotsu called the meeting to order at approximately 5:35 P.M.

Joe Mann
Absent: Nancy Rayner (excused), Leslie Wahl (unexcused)
Quorum: Quorum present
Staff: Historic Preservation Liaison Trevor Martin, Joseph Calhoun

A. General Discussion of Other Items Not on the Agenda
2016 Historic Preservation Awards: Nancy Kenmotsu discussed the Historic Preservation
Awards. There are four awards available the commission can give out to citizens and
businesses. If commissioners can review the requirements, the awards could be handed out
at a December City Council meeting.
Dragon Inn redevelopment: Joe Mann discussed the old Dragon Inn property and asked if the
developer had requested special valuation. Staff will review the permits attempt to contact the
developer and make them aware of the special valuation. Mr. Mann also recommended this
property be given one of the Historic Preservation awards.
Endangered Historic Sites List: Whitney Stohr noted that the 2017 list is open through the
Washington Trust. Unknown if any buildings/sites are eligible. Nancy Kenmotsu brought up
the Artifacts report that identified two barns that may be eligible for the endangered sites list.

October 29, 2016 Horrifying History Walking Tour.
October 29-30, 2016 Haunted Trolley Powerhouse fundraiser.
All-American City Quilt: Joe Mann discussed the 2015 All-American City Quilt that is on
display outside the Council Chambers. The quilt has a square for each of the 2015 cities that
won, Yakima being one of them.

V. Citizen Participation
Garfield Elementary Presentation: Whitney Stohr introduced a recent art project from Garfield
Elementary School. The project combined history with Halloween by looking at historic sites in
Yakima and decorating pumpkins to match the site. Two groups of 5th grade students presented on
Congdon Castle and the Capitol Theatre.
Mr. Mann asked about the YAMA program. A Garfield Student and Principal Matsumoto discussed
the YAMA program that teaches children how to read and play music. The students play 5 days/week
and 2 hours/day after school.
VI. Adjournment
The meeting was adjourned at approximately 6:00 p.m. to the next scheduled meeting which will be
held on Wednesday, November 23rd, 2016, at 5:30 p.m. in the City Hall Council Chambers.
