II. RoII CaII Present: Leslie Wahl • Karl Pasten • Nancy Rayner • Nancy Kenmotsu • Whitney Stohr Absent: Joe Mann Quorum: Quorum present Staff: Historic Preservation Liaisons Jeff Peters and Trevor Martin III. New Business A. Introduction of New Commission Member A new member was recently appointed to the Historic Preservation Commission — Whitney Stohr. Whitney Stohr have a brief presentation on her background and experience. B. Approval of February and March Meeting Minutes Nancy Rayner made a motion to accept February and March's meeting minutes. Karl Pasten seconded the motion. Motion carried 5-0. C. Update on DAHP Grant Process Trevor gave a brief update on the DAHP grant application. Trevor explained that he has been in contact with Spencer Howard from Artifacts. Artifact was working on completing their rough draft of the Historic Preservation Element for the 2040 Comprehensive Plan update. Spencer has also indicated that he will be available and in attendance for the day of the Comprehensive Plan open house to discuss the proposed Historic Preservation element. D. Set Dates for Farmers Market Nancy Kenmotsu discussed the Yakima Farmers Market and when the Commission members would like to represent the Historic Preservation Commission at the Farmers Market. Commission members discussed holding a special public meeting to determine the exact days commission members will staff the Yakima Farmers Market. IV. Other Business A. General Discussion of Other Items Not on the Agenda Commission Members 1 Nancy Kenmotsu • Joe Mann • Karl Pasten • Nancy Rayner • Leslie Wahl • Whitney Stohr Nancy Kenmotsu and Whitney Stohr gave an update of the Revitalize Washington Conference and that the City of Yakima won an award for the facade program that downtown Thai House recently completed. Nancy Kenmotsu mentioned that the First Baptist Church on Yakima Ave. is not on the National Register of Historic Places. Karl Pasten gave a brief update on the trolleys and that the Yakima Valley Trolleys recently received a $50,000 grant for improvements. Karl Pasten also gave an update on the Walla Walla training session he recently attended on heritage grants. Nancy Kenmotsu discussed potentially writing a letter of the City Council supporting the Yakima Valley Trolleys. Nancy Rayner made the motion to write a letter to City Council supporting the Yakima Valley Trolleys. Leslie Wahl seconded the motion. Motion passed 6-0 Trevor Martin mentioned DAHP had given the City of Yakima an additional $1600 for historic preservation. The Historic Preservation Commission discussed the possibility on how that money could be used. Staff suggested that it may be a good idea to update the inventory of potential historic places. The Commission agreed and Nancy Rayner made a motion to use to money to update the inventor and that staff should come up with a focus area. Karl Pasten seconded the motion. Motion passed 6-0. Staff mentioned that the next Historic Preservation and Planning Commission may conflict with one another and that it would be a good idea for the Historic Preservation Commission to either switch rooms or times. Nancy Rayner made the motion to switch the Historic Preservation Commission meeting to 3:00 p.m. on May 25th, 2016. Karl Pasten seconded the motion. V. Citizen Participation One citizen participated in the public meeting. Molly Stores mentioned she was new to Yakima and at the Historic Preservation Meeting to learn more about the preservation efforts that were taking place in Yakima. VI. Adjournment The meeting was adjourned at approximately 6:15 p.m. to the next scheduled meeting which will be held on Wednesday, May 25 27, 2016, at 3:00 p.m. in the City Hall Council Chambers.
