HISTORIC PRESERVATION COMMISSION
Minutes for Meeting of January 27, 2016
I. CaII to Order
Commission Chair Ryan Low called the meeting to order at approximately 5:30 P.M.

Absent: Marla Powers • Nancy Kenmotsu • Ryan Low
Quorum: Quorum present
Staff: Historic Preservation Liaison Jeff Peters; Historic Preservation
Liaison Assistant Trevor Martin
III. New Business
A. Voting on Chair and Vice Chair
Joe Mann made a motion to table the election of Chair and Vice Chair until the next Historic
Preservation Commission meeting, when more Commission Member would be present. Karl
Pasten Seconded the motion. Motion carried 4-0
B. Update on DAHP Grant Process
Trevor gave a brief update on the DAHP grant application. Trevor explained that he has been
in contact with Spencer Howard from Artifacts. Artifact was going to begin their interviewing
process for the Historic Preservation Element of the 2040 Comprehensive Plan update.
Spencer has also indicated that he will be available and in attendance for the day of the
Comprehensive Plan open house to discuss the proposed Historic Preservation element.
C. Approval of October's Minutes
Nancy Rayner made a motion to accept October's meeting minutes. Joe Mann seconded the
motion. Motion carried 4-0.
D. Consideration of the First Baptist Church on the National Historic Register
The commission members reviewed the Rational Register of Historic Places Registration
Form packet prepared by Artifacts, and discussed the criteria for adding the First Baptist
Church on Yakima Ave. to the National Register of Historic Places. Joe Mann made a motion
to approve the application nominating the First Baptist Church. Nancy Rayner seconded the
motion. Motion carried 4-0.
IV. Other Business
A. General Discussion of Other Items Not on the Agenda
Leslie Wahl spoke about the annual tour of Rosedale. The property has been granted
special valuation and would need a commission member to inspect the property to ensure

the property has continued compliance with the agreement and statutory eligibility
requirements.
Joe Mann spoke about the William 0 Douglas heritage trail. He mentioned the attention
the trail has received from various state agencies. He mentioned that we would like to
discuss the status of the trail and the attention it has been getting at a later meeting.
V. Citizen Participation
No citizens participated in the meeting.
VI. Adjournment
The meeting was adjourned at approximately 6:15 p.m. to the next scheduled meeting which will be
held on Wednesday, February 24, 2016, at 5:30 p.m. in the City Hall Council Chambers.
