A Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. Approval of the minutes from the July 16, 2019 City Council regular meeting, July 23, 2019 City Council special meeting and July 30, 2019 City Council study session B. Accept Council Committee minutes C. 2019 2nd Quarter Accounts Receivable Status Report D. Set September 3, 2019, as the public hearing date to consider the Yakima Planning Commission's recommendations on five (5) Comprehensive Plan map amendments and concurrent Rezone applications E. Resolution authorizing Professional Services Contract for property and casualty insurance broker and risk management services with PayneWest Insurance, Inc. F. Resolution authorizing a sole source purchase for goods and services from e3 Solutions Inc. to upgrade the Yakima Air Terminal-McAllister Field's Honeywell access control system to the City's standard access control platform including future upgrades and additions for the Yakima Air Terminal-McAllister Field and other departments G. Resolution approving an interlocal agreement with the U.S. Department of the Army for a one-year license to use the Yakima Training Center Military Reservation for training purposes H. Ordinance amending the Water Division Bulk Water Use Yakima Municipal Code Section 7.68.251 7. Public Comment Community members are invited to address items that are not listed on the regular business meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be extended at the discretion of the Mayor and/or the consensus or vote of the Council. Written communication and e-mail messages are strongly encouraged. PUBLIC HEARINGS 8. First public input meeting on the 2018 Consolidated Annual Performance Evaluation Report (CAPER) 9. Closed record public meeting to consider the Hearing Examiner's recommendation regarding a rezone application submitted by Triumph Treatment Services for property at 2708 Jerome Avenue DEPARTMENT ITEMS 10. 2019 2nd Quarter Financial Report 11. Ordinance repealing City of Yakima Municipal Code Chapter 9.25 Cruising Control 12. Resolution expressing the City Council's intent to adopt legislation authorizing the imposition of the maximum capacity available from the City's annual taxable retail sales and use tax, as provided for in Substitute House Bill 1406 effective July 28, 2019, to be used for the provision of affordable housing opportunities within the City 13. Other Business 14. Adjournment The next meeting will be a City Council regular meeting on August 20, 2019, at 5:30 p.m. at City Hall 15. Council General Information A. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker. A Council packet is available for review at the City Clerk's Office and on-line at www.yakimawa.gov. The City provides special accommodations, such as heating devices, wheelchair space or language interpreters, for City meetings.
