The request came after agenda was finalized and published, as a result, this memorandum will be included as the proceedings of the July 16, 2019 meeting are published. I am also taking this opportunity to discuss the vacant Assistant City Manager position and search process. Based on your previous direction, given at the June 25 Agenda Preview meeting, we are in the process of screening candidates for the vacant Assistant City Manager position. Preliminary Skype interviews are ongoing. Candidates are aware of my impending departure and aware that Council will likely be considering various options for proceeding with both searches. Since I submitted my resignation letter subsequent to the June 25 meeting, current Council direction on the Assistant City Manager search process is requested. If it is Council's wish to move forward, I will be happy to follow through as rapidly as I can for the remainder of my time here. If this is Council's preference, I would envision setting up a process similar to the recent Police Chief and Assistant City Manager searches with various panels, including a Council representative and opportunity for a community-wide meet and greet. Assuming Council does wish for this process to continue, since the City Manager is the Appointing Authority for the Assistant City Manager, if the process is not completed prior to my departure, Council would need to determine if the Acting or Interim City Manager would make the appointment or if that appointment would be put on hold until a permanent City Manager was in place. My last day as City Manager in Yakima will be August 20, 2019. To fill this vacancy, Council may choose to appoint a current Yakima City staff member as Interim City Manager. I am happy to help and support that process to the extent Council wishes. Yakima WWI All- caan ' III' 1994 • Another option would be to work with the International City/County Managers Association (ICMA) and identify an individual from outside the city to serve as an interim City Manager for a period of time to be determined by Council. ICMA does keep a database of Managers in Transition (MIT) and is willing to share specifics about interim opportunities with those individuals, some of whom are retired but willing to serve for a short period, and some of whom are between positions. ICMA does not share this database with cities. Rather, cities develop an interim position description, expected duration of the interim post, and a remuneration plan; that information is then shared with individuals in the MIT database. Generally speaking, interim managers from the outside receive a salary, a housing allowance and, sometimes, a mileage or travel allowance. Generally, these individuals serve under a professional services contract and do not receive city benefits. If Council chooses to pursue this path, staff would require some direction from Council to develop an interim position description/narrative explaining terms and conditions of service, expectations, duration of the interim assignment and salary parameters. Council will also need to give direction on how and when to move forward with a search for a permanent City Manager. Included with this memorandum is a list of executive search firms that could be utilized. Some of these firms also represent individuals who are willing to serve in an interim role. Council could choose to work with an executive search firm or have the City Human Resources team manage the search. Given the current demand on Human Resources, working with a search firm is recommended. Staff would prepare an RFP to solicit proposals and Council could make the selection. Once Council determines how to proceed with filling the position on a permanent basis, staff will provide logistical and process support.
