ITEM TITLE: Ordinance amending One Way Streets and Alleys to one-way
restrictions on Fairbanks Avenue between North 6th Avenue and
Custer Avenue, and Jerome Avenue between Campbell Lane and
North 6th Avenue, YMC 9.50.290

SUMMARY EXPLANATION:
Currently the two-way vehicular traffic on Jerome and Fairbanks, along with large numbers of
student drop-off and pick-up from both sides of the streets, allows a high number of students to
cross the streets and potentially place them in an unsafe situation against vehicular traffic. The
proposed switch to make Jerome and Fairbanks one-way streets will promote student pick-ups
and drop-offs from the school-side of the street and greatly reduce the need to cross the streets
and will limit student exposure to moving vehicles.
A public meeting was held at Garfield Elementary School on May 29th to present information on
the upcoming Safe Routes to School safety project which will construct new concrete sidewalks
and ADA ramps in the vicinity of Garfield along with the proposal to make Jerome and Fairbanks
each one-way streets in the immediate vicinity of Garfield Elementary School. The week prior to
the meeting a Public Service Announcement went out to the community. We also distributed
over 550 flyers to all Garfield students, their families, teachers and Garfield Administrators. We
also circulated 120 flyers door-to-door to all homes in the immediate vicinity of the one-way street
proposal.
After presenting information at the public meeting about the upcoming Safe Routes to School
Project and information about the one-way street proposal, staff also listened to responses from
those families present. After discussing their comments, we ended up reducing the length of the
proposed one-way segment on Jerome Avenue to reduce impacts to the residents west of
Campbell Lane.

9.50.290 One-way streets and alleys.
Upon those streets and parts of streets and in those alleys herein described, vehicular
traffic shall move only in the indicated direction when signs indicating the direction of
traffic are erected and maintained at every intersection where movement in the opposite
direction is prohibited. No such regulation shall be effective unless such signs are in
place.

ORDINANCE NO. 2019-
AN ORDINANCE amending the City of Yakima Municipal Code Chapter 9.50.290 One-way
streets and alleys to add a portion of Fairbanks Avenue and a portion of
Jerome Avenue.
WHEREAS, the City of Yakima received a grant to improve the streets and sidewalks
adjacent to Garfield Elementary School through the Safe Routes To School program; and
WHEREAS, the street adjacent to Garfield Elementary School experience a high level of
congestion during the morning and afternoon periods when school is starting and ending; and
WHEREAS, there are also a number of students who walk to and from school from the
neighborhood who navigate the area by sidewalk and use surrounding intersections; and
WHEREAS, it would enhance the safety of both drivers and pedestrians to have one-way
roadways adjacent to Garfield Elementary to improve the flow of traffic and improve safety
conditions for those walking and dropping off children at the school; and
WHEREAS, the City of Yakima held an informational meeting for neighbors and
parents/guardians outlining the proposed changes to traffic flow; and
WHEREAS, the City Council of the City of Yakima finds that it is in the best interest of the
City and its residents to change the traffic flow on Fairbanks Avenue between North 6th Avenue
and Custer Avenue to one-way westbound and Jerome Avenue between Campbell Lane and
North 6th Avenue eastbound; now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Chapter 9.50.20 of the Yakima Municipal Code is hereby amended to read as
follows:
9.50.290 One-way streets and alleys.
Upon those streets and parts of streets and in those alleys herein described, vehicular
traffic shall move only in the indicated direction when signs indicating the direction of
traffic are erected and maintained at every intersection where movement in the opposite
direction is prohibited. No such regulation shall be effective unless such signs are in
