ITEM TITLE: Resolution repealing Resolution No. R-2011-77 relating to the
City's participation in the Federal E-Verify program, and rescinding
Administrative Policy 3-200

SUMMARY EXPLANATION:
On May 21, 2019, the City Council voted to direct staff to draft a resolution repealing Resolution
No. R-2011-77, which required the City of Yakima's participation in the Federal E-Verify program.
In accordance with this direction, the attached resolution repeals resolution R-2011-77 and
rescinds City of Yakima Administrative Policy 3-200 (former policy number ADM 2100), the latter
of which outlines the City's policy and procedures pursuant to the City's participation in the E-
Verify program.

RESOLUTION NO. R-2019 -
A RESOLUTION repealing prior Resolution No. R-2011-77, which directed the City of
Yakima's participation in the Federal E-Verify program, and rescinding
City of Yakima Administrative Policy 3-200 (former policy number ADM
2100) outlining the policy and procedures pursuant to the City's
participation in the E-Verify program.
WHEREAS, the City's participation in the Federal E-Verify program is not mandated
under Federal or State law, except as to contracts with the Federal government; and
WHEREAS, the E-Verify program places an undue administrative, economic, and
regulatory burden on small businesses that contract with or would otherwise consider
contracting with the City; and
WHEREAS, it is in the City's best interest to expedite economic opportunities for new
and existing small businesses to contract with the City; and,
WHEREAS, it is in the City's best interest to reduce the burden for businesses that
contract with the City to hire new employees; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. Repeal of Resolution No. R-2011-77
Resolution No. R-2011-77, enacted on June 7, 2011, by the City Council of the City of
Yakima, is hereby repealed.
Section 2. Rescission of City of Yakima Administrative Policy 3-200 (former policy
number ADM 2100)
City of Yakima Administrative Policy 3-200 (former policy number ADM 2100), first made
effective on July 27, 2011 and reissued on November 1, 2012, is hereby rescinded.
