ITEM TITLE: Resolution authorizing the segregation of the LID 1061
assessment against parcel number 191329-33445 into two equal
assessments

SUMMARY EXPLANATION:
In 2010 Yakima County Parcel No. 191329-33445 was assessed for the parcel's share of the
cost of a sewer extension project that was performed as part of Local Improvement District No.
1061. This parcel was segregated into two "child" parcels of equal size in 2012. It is now
appropriate and necessary to divide the remaining unpaid balance of the LID assessment
assigned to the parent parcel, including any interest and penalties accrued thereon, into two equal
amounts that will then be assigned to each of the new"child" parcels that are equally benefited by
the sewer service available as a result of the local improvement.
Pursuant to the authority granted to the City Council under RCW 35.44.410 the attached
resolution will segregate the remaining assessment amount owing against the original parent
parcel, together with accumulated interest and penalties, into two equal assessments that will then
be assigned to child parcels, 191329-33446 and 191329-33447.

RESOLUTION NO. R-2019 -
A RESOLUTION authorizing the segregation of Local Improvement District 1061
assessment against parent parcel number 191329-33445 into two equal
assessments.
WHEREAS, pursuant to Ordinance No. 2010-05, parcel number 191329-33445 was
assessed in the amount of $6384.78 for City sewer improvements made pursuant to Local
Improvement District 1061; and
WHEREAS, on or about December 26, 2012 parent parcel 191329-33445 was segregated
into two equal "child" parcels, identified as parcels 191329-33446 and 191329-33447; and
WHEREAS, the child parcels resulting from the segregation both benefit from the sewer
system improvements provided by LID 1061; and
WHEREAS, RCW 35.44.410 grants the City Council the power to order a segregation of
an assessment when the parent parcel that was subject to the assessment has been subdivided;
and
WHEREAS, the City Council finds that it is in the best interest of the City of Yakima and
its residents to segregate the parent parcel assessment value to coincide with the segregation of
the parent parcel that had been subject to the above-identified assessment, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The remaining balance of the assessment imposed by Ordinance No. 2010-05 on Yakima
County Assessor's Parcel Number 191329-33445 for the extension of City sewer service pursuant
to Local Improvement District 1061, including all accrued interest and penalties, is hereby
segregated into two equal assessments to be imposed against parcels 191329-33446 and
191329-33447.
