Open Dis. .sion f the oo• the 'r•er Mayor Coffey reported on sgeste• a•justments siscussed by theCouncil at the April 23, 2019, agenda preview meetuging regarding public comment during Council regular meetings. One suggested adjustment is to only accept public comment slips before the consent agenda is read. Public comment slips could not be submitted for the rest of a regular meeting. Additionally, if there are more than 10 comment slips per item, the comment period for each speaker would be reduced from 3 to 2 minutes and if there are more than 20 comment slips per item, each speaker's comment period would be reduced to 1 and-a-half minutes.After discussion, MOTION: White moved and Cousens seconded to bring forward a resolution at the next Council meeting with the recommendations as read. The motion carried by unanimous vote, Mendez absent. A. Proclamations Yakima Bikes and Walks proclamation Councilmember White proclaimed May 2019 as Bike and Walk to Work and School Month and Eric Hohman, along Yakima Bikes &Walks members, accepted the proclamation. ii. Missing Persons Awareness Month proclamation Councilmember Hill proclaimed May 2019 as Missing Persons Awareness Month. iii. Mental Health Awareness Month Page 1 of 5 3 Councilmember Funk proclaimed May 2019 as Mental Health Month and Hector Leal accepted the proclamation. iv. Older Americans Month proclamation Councilmember Cousens proclaimed May 2019 as Older Americans Month and Sheila Brogdon accepted the proclamation. B. Presentations/ Recognitions/ Introductions Welcome Police Chief Matt Murray City Manager Moore introduced Matt Murray as the new Police Chief of Yakima. ii. Introduction of Madeline Valdez, the City's nominee for the 2019 AWC Center for Quality Communities Scholarship The nominee was not able to attend the meeting. Hi. Council Partnership Committee report Councilmember Hill,Acting Council Partnership Committee Chair, reported on the recent meeting including a request from the Dispute Resolution Center for a letter of support. MOTION: Hill moved and Cousens seconded that the City provide a letter of support for the Dispute Resolution Center for their grant application.After discussion, the motion carried by unanimous vote, Mendez absent. B. Council Public Safety Committee report Chair Gutierrez reported on the recent Council Public Safety Committee meeting including the Beat Cop program. She noted they have not received any requests from community members in east Yakima and discussed how Council could generate more interest. Chair Gutierrez also discussed the upcoming meeting with the school district on the Safe Routes to Schools issue. MOTION: Gutierrez moved and Cousens seconded to direct City staff to create a preliminary plan for the City's joint meeting with the Yakima School District, to outline infrastructure counter measures, non infrastructure counter measures and a perspective prioritization matrix needed for a citywide action plan for all elementary schools, in addition, staff is directed to clearly identify which of the identified components in this outline the city has the ability to address independently and which Page 2 of 5 4 components absolutely necessitate a partnership. After discussion, MOTION: Gutierrez moved and Hill seconded to call the question. The motion to call the question carried by unanimous vote, Mendez absent. Council Economic Development Committee report Chair White and Acting City Attorney Watkins reported on the recent Council Economic Development Committee meeting. MOTION: White moved and Funk seconded to direct staff to create an ordinance for the central business district property registry. The motion carried by unanimous vote, Mendez absent. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Gutierrez moved and Cousens seconded to approve the consent agenda. Ordinance amending the City of Yakima Municipal Code Chapter 1.18.040 to add Public Safety Communication Division under direction of the Fire Chief ORDINANCE NO. 2019-007,AN ORDINANCE amending the City of Yakima Municipal Code Section 1.18.040 to add the Public Safety Communications Division to be under the direction of the fire chief, in cooperation with the police chief. 7. Public Comment James Turner, City resident, stated he will be contacting public works about the electronic speed sign malfunctioning. Joe Mann, City resident, shared his concerns about limiting public comment. Luz Bazan Gutierrez, City resident, reported on the successful Cinco de Mayo event and thanked the City for its assistance. She suggested the Police Department set up a recruitment booth at future events. Joey Anderson, City resident, spoke on several issues and suggested police officers wear body cameras. DEPARTMENT ITEMS 8. R-2019-051,A RESOLUTION authorizing an agreement with TH Stonewood I LP in the amount of up to Fifty Thousand Dollars ($50,000) in Federal Housing and Urban Development HOME funds for assistance with the construction of 60 low-income housing units. 9. Affordable Housing Project Policy Discussion Joan Davenport, Community Development Manager, briefed Council on the report.After Council discussion, MOTION: Gutierrez moved and Cousens seconded to approve initiating a housing action plan as presented. The motion carried by a 5-1 vote, Funk voting no, Mendez absent. 10. Other Business Assistant Mayor Gutierrez shared her concerns regarding R-2011-077, which implemented E- verify. MOTION: Gutierrez moved and Hill seconded to add R-2011-077 to the next business meeting on May 21. The motion carried by unanimous vote, Mendez absent. Councilmember Funk stated she is under censure and would like written clarification of the meetings she is not allowed to attend and the meetings she is allowed to attend. MOTION: Funk moved and Gutierrez seconded to review the resolution related to Page 4 of 5 6 Councilmember Funks censure at the next meeting. The motion carried by unanimous vote, Mendez absent. 11. Adjournment MOTION: Gutierrez moved and Hill seconded to adjourn to a City Council special meeting on May 8, 2019, at 11:30 a.m. at the Convention Center. The motion carried by unanimous vote, Mendez absent.
