HomeMy WebLinkAboutYakima FAA Air Traffic Control Tower - Letter of Agreement Yakima FAA Contract Tower and Yakima Air Terminal—McAllister Field LETTER OF AGREEMENT EFFECTIVE: 3 i.� 1) Zo tq SUBJECT: Operation of the Airport Lighting System by the Yakima Federal Aviation Administration Contract Tower (FCT) at the Yakima Air Terminal (YAT), Yakima, Washington 1. PURPOSE: This Letter of Agreement (LOA) establishes procedures for the operation of the airport lighting system during the time when the Yakima FCT is closed. Normal FCT hours are 6:00AM (0600) until 10:00PM (2200) local time, seven (7) days a week. 2. CANCELLATION: The subject agreement between the YAT and Yakima FCT, dated December 21, 2010, is cancelled on the effective date of this Agreement. 3. SCOPE: The procedures outlined herein are between the Yakima Air Terminal—McAllister Field; and the Yakima FCT. 4. RESPONSIBLITLIES: a. Signatories to this agreement are responsible for ensuring that all applicable personnel under their authority are briefed on and comply with the procedures contained in this agreement. b. The airport owner/operator covenants and expressly agrees that with regard to any liability which may arise from the operation of the runway lights at the airport that each party shall be solely and exclusively liable for the negligence of its own agents, servants, and/or employees, in accordance with applicable law, and that neither party looks to the other to save or hold it harmless for the consequences of any negligence on the part of one of its own agents, servants, and/or employees. 5. PROCEDURES: a. At the close of each day's operation of the FCT, personnel of the Yakima FCT must adjust the YAT lighting controls as outlined below: Lighting System Setting(s) Runway(Rwy) 9/27 Rwy Lights Air position NOTE: When the air/ground(pilot-controlled lighting)feature is in-service set runway 9/27 Edge Lighting System—Step 1. When the pilot-controlled lighting feature is not operational or out-of-service set runway 9/27 Edge Lighting System—Step 3. Yakima FAA Contract Tower and Yakima Air Terminal—McAllister Field Rwy 27 PAPI On Rwy 4/22 Runway Lights Off NOTE: When Rwy 9/27 is open, Rwy 4/22 Edge Lighting System must not be left on when the tower is not in operation. This is to help ensure there is no conflicting, non- communicating air traffic in the YAT pattern using different runways that cross at the center of the airport. If Rwy 9/27 is out-of-service when the FCT ceases operations for the night, then the settings for 9/27 and 4/22 must be reversed: Lighting System Setting(s) Rwy 9/27 Runway Lights Off Rwy 27 PAPI Off Rwy 4/22 Runway Lights On Rwy 22 PAPI On Rwy 22 REIL On Rwy 4 PAPI On Rwy 4 REIL On East Taxiway Lighting Circuit 30% setting West Taxiway Lighting Circuit 30% setting 2 Yakima FAA Contract Tower and Yakima Air Terminal—McAllister Field "Bravo South" Taxiway Lighting Circuit On Rotating Beacon On c. Runway lights and associated PAPIs and REILs must not be lighted if a NOTAM closing that runway is in effect. d.
