Discussion.
➢ Dick Zais presented an overview summary of the 2011 General Government Budget
Forecast, which was prepared based on the guidelines set by Council with no
reliance on reserves.
• The 2011 General Government budget is reduced by approximately 5.2% from
the 2010 amended budget. There were significant reductions in the adopted 2010
Budget and additional mid -year reductions. These reductions have been
continued into 2011, with the exception of furloughs
• The estimate for sales tax revenues for 2011 are conservatively projected with a
reduction of 2 %, based on 2010 trends.
• Dick reviewed the revenue history and the allocation of revenues within the
POG as directed by Council. He explained the decrease in year -end estimated
revenue for 2010 is largely due to a reduction in natural gas tax revenues, high
crime monies, low interest earnings, and the decreased sales tax revenue
➢ Dick presented the 2011 General Government Balanced Budget, which is balanced
with no reliance on reserves and projects a decrease in revenues. The 2011 budget
reflects reductions of $2.3m with additional supplemental reductions of
approximately $1.2m were outlined as contingency reductions if needed
➢ The City Manger presented a utility tax proposal. Historically tax increases have
been to enhance services, this tax proposal would be to maintain existing services
and would be distributed according to 'the POG model. The CBC discussed a Council
Study Session and a public opinion poll to aid in the deliberation of the proposed
utility tax.
Next Meeting: CBC meetings suspended through balance of 2010, (in deference to the Budget
Review Meetings scheduled for late Sept. through mid Dec. with the full
Council)
