Intergovernmental Committee Pu6Cw Meeting Yakima City Council Chambers Tuesday, September 28, 2010 Yakima City Council present: Chair Rick Ensey, Maureen Adkison, Micah Cawley, Kathy Coffey, David Edler, Dave EttI, Bill Lover County Commissioners present: Mike Leita, Kevin Bouchey City staff Joan Davenport County staff Vern Redifer, Steven Erickson, Phil Hoge Chairman Rick Ensey opened the Public Meeting / Study Session of the West Valley Neighborhood Plan (WVNP) at 3 35 p m Steven Erickson explained the origin of the WVNP, saying that when Yakima County and the City of Yakima first adopted the Yakima Urban Area Comprehensive Plan (YUACP), they realized that more detailed planning was needed for the area Mr Erickson and Phil Hoge gave a brief history of the urban reserve and the WVNP They noted that following the review / revision process, the Yakima City Council and Board of County Commissioners will be asked to adopt the WVNP as part of the • YUACP 2025 Commissioner Leita mentioned the Interlocal Agreement and the process of transitioning the over site of various planning documents to_elected officials Mr Hoge directed attention to and briefly explained the Future Land Use map (map 4 in the packet) He also pointed out six areas in the RPC- recommended WVNP that County Planning staff considers deserving of additional study and presented a couple of ideas Mr Leita suggested and it was agreed to reserve County and City staff comments for the public hearing to be held on October 26 County staff led a discussion of two alternative proposed zoning maps The difference between the two is the second alternative proposes Suburban Residential (SR) on residential designations that are outside of the sewered area Questions about existing and potential agricultural uses, farm animals, lot size and flood management need further scrutiny There is no deadline to adopt the WVNP, so Commissioner Leita suggested that the process not be hurried He characterized the County's perception of SR as perhaps building false expectations of the public He said the Intergovernmental Committee and the County Commissioners have concern over capital facilities capacity Commissioner Bouchey asked how new flood plain designations will affect this document. Mr Erickson replied that the Comprehensive Flood Hazard Management Plan (CFHMP) will affect this and many other plans The mapping is current with the 0 flood plan, but the mapping is not final The implementation of the flood plan will be carried out in various ways by the agencies affected There is no harm in moving forward with the WVNP now Councilmember Edler asked if one zoning map was weighted over the other Former Yakima Urban Area Regional Planning Commission (RPC) Chairman John Hodkinson said the Planning Commission located SR as shown on alternative one because fruit warehouses already existed in those areas Different zoning could prohibit their expansion and other activities He was not aware of the second map Mr Hoge and Mr Erickson explained that the second alternative was created from a footnote on the original map ( "Zoning Alternative #2 would apply Suburban Residential beyond the currently sewered area where R -1 is shown ") Mr Hodkinson said the RPC saw no reason to expand SR beyond what is shown on alternative one Commissioner Leita said the process should proceed with only alternative one, which was the RPC recommendation, so as not to confuse the public The public can request more SR or whatever zoning they would like considered The review moved to goal and policy highlights Mr Hoge noted this section has to do with changing both the zoning map and the zoning text to be more conducive to urban development and more consistent to the City's zoning It proposes a minimum lot acre size of five acres when sewer is not available, and Mr Hoge explained the rational behind the requirement. There was discussion about urban versus rural standards regarding current and future lot size Mr Redifer noted the difficulty of the process and emphasized the importance of the plan that will eventually be adopted Mr Hoge briefly explained some changes in the current real estate market and said the changes are not compatible with current codes The meeting was adjourned at 4 48 p m The next meeting of the Yakima City Council and Board of County Commissioners Intergovernmental Committee will be a Public Meeting on Tuesday, October 12, at 6 00 p m., in City Council Chambers, to continue discussion and review of the West Valley Neighborhood Plan Information on the WVNP can be obtained through the Yakima County ebsite at ww yakimacounty us, or by calling Yakima County Public Services at 5 , 9 ?4 -2300 Co pies are available at Yakima Valley Regional Libraries A ove Ic • p ick Ensey, Chair Date S
