For Meeting of: April 2, 2019 Council Healthy Communities and Neighborhood Building Committee report Cliff Moore, City Manager Kay Funk, Committee Chair SUMMARY EXPLANATION: The Healthy Communities and Neighborhood Building Committee met on March 14, 2019 and has the following to report on: 1. On the HCNB standing agenda, the Planning Division staff will provide regular updates on the Yakima Planning Commission's progress regarding the affordable housing action items assigned by City Council. 2. On the HCNB standing agenda, a link to the Bicycle and Pedestrian Committee minutes will be added, particularly to provide updates on the potential Pedestrian Plan. 3. With regard to the Tree City Board, the Public Works staff was asked to present information about leaf collection and composting at the April meeting. 4. HCNB endorsed the Community Integration Committee's participation in the complete count project for the Census 2020. 5. On the HCNB standing agenda, a link to meeting minutes of the Homeless Coalition Executive Committee will be added. 6. There will be a presentation on the 2019 Office of Neighborhood Development Services Annual Action Plan and an update on the projects funded for the April HCNB meeting. 7. On the HCNB standing agenda, a link to meeting minutes of the Ad Hoc Community Facilities Committee will be added. 8. Clarification of the definition of junk/inoperable vehicles within YMC 9.47 Vehicle Impounds was discussed. City Legal Department staff recommended substitution of RCW Chapter 46.55, Towing and Impoundment, which contains a minimum standard but also several ambiguities. Staff will provide further recommendations at the April HCNB meeting.
