BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEM ENT Item No. 8. For Meeting of: March 5, 2019 ITEM TITLE: Final public meeting to consider citizen comments on the proposed 2019 Annual Action Plan for Community Development Block Grant (CDBG) and HOME Fund Programs SUBMITTED BY: Joan Davenport,AI CP, Community Development Director Archie Matthews, O N D S Manager(509) 576-6761 SUMMARY EXPLANATION: Every year the City of Yakima is required by the Federal Housing and Urban Development Department (HUD) to provide an Annual Action Plan that outlines the City of Yakima's budget plans for using Community Development Block Grant (CDBG) entitlement funds and HOME Investment dollars to meet the needs of low to moderate income citizens with "eligible activities". The CDBG program has three primary objectives: to benefit low and moderate income persons, to assist with problems relating to slum and blight, and to assist with urgent health and welfare needs. The program can thus provide assistance in a broad range of activities and services, but at least 70% of all funds must be spent on assisting people with issues related to low income. The HOME Program can only assist low/moderate income persons with issues relating to housing; which can range from new construction of single-family to rental housing and down payment assistance for first time homebuyers. Investment of the federal funds received through the CDBG and HOME programs is guided by the annual action plan. Following considerable citizen input from many sources, under the guidance of Yakima City Council members, and as recommended by the HUD regulations, the plan is a proposed budget for FY 2019 programs. The 2019 Annual Action Plan has been advertised and is available for written public comment from January 22, 2019 through February 21 , 2019.Any written comments received during the 30 day comment period will be included in the final plan as submitted to HUD. The first public meeting was held on February 19, 2019. This is the final opportunity for public comments on the proposed 2019 Annual Action Plan, which is available at the City Clerk's Office or online at: https://www.yakimawa.gov/services/neighborhood-development-services/files/2019-AAP- Draft.pdf ITEM BUDGETED: Yes STRATEGIC PRIORITY: Neighborhood and Community Building 2 APPROVED FOR SUBMITTAL: City Manager STAFF RECOMMENDATION: Conduct final public meeting and direct staff to draft Resolution adopting the 2019 Annual Action Plan.
