For Meeting of: February 19, 2019 ITEM TITLE: 4th Quarter 2018 Capital Improvement Projects Report/Traffic Calming Requests - Status Update/ Main Arterial Streets — Definition and Map SUBMITTED BY: Scott Schafer, Public Works Director Bob Desgrosellier, Chief Engineer, (Acting), 575-6228 SUMMARY EXPLANATION: Attached for City Council approval is the Engineering Division's 4th Quarter 2018 Capital Improvement Projects Memorandum and Report which includes both Water/Irrigation and Wastewater/Stormwater Capital Improvement Projects.Also attached is the current project spreadsheet developed by the Water/Irrigation, Wastewater/Stormwater, Streets & Traffic and Engineering Divisions. The current project listing assists in the planning of current and upcoming projects. It helps the divisions coordinate their work efforts so that, for example, a street is not rebuilt or seal coated prior to any planned underground work on the same street. o Work performed during the 4th Quarter of 2018 included: Safe Routes to School — 1. The Garfield Elementary Safety Improvements project was awarded to Nelson Construction Company. Construction will begin June 17, 2019. 2. The McClure Elementary School Safety Improvements project-Work continues on the right-of-way acquisition. Construction is scheduled for June 2020. North 1st Street Revitalization — 1. The Phase 1 of the North 1st Street Revitalization project was awarded to Tapani Inc. Construction is scheduled to begin in late March 2019. 2. HLA is in the process of completing the design work of Phase 2 of the North 1st Street Revitalization project. The City has applied for a 2019 I NFRA Grant. Cascade Mill Redevelopment Site — Due to the Yakama Nation appeal of the SEPA process, it has been determined to be performed under NEPAon the entire East/West Corridor/Bravo Company Blvd roadway project. Yakima County will be the lead agency. The N EPA process will be 2 completed in early 2020 with the construction of Bravo Company Blvd. possibly completed in 2020 as well. Fruitvale/River Rd. &34th Ave./ River Rd. Roundabouts — Design work on this project continues with the area of potential effects determined. This is necessary in order to complete the environmental documentation. River Rd. - 34th Ave. to 40th Ave.— Design work of this project was transferred to HLA. The anticipated start date for construction is mid to late May of this year. Cowiche Canyon Trail—A meeting with the property owners is scheduled for this spring to finalize the alignment of the trail. Yakima County is to conduct additional surveying and acquisition of right-of-way. Spring Creek Rd./Soccer Complex Access- The design is near completion and the bid package is being finalized. The construction will be in two phases to accommodate Pacific Power's relocation of their power poles. The construction of Phase 1 is scheduled to occur in early spring of this year and Phase 2 later this fall. Hathaway Street Project o Waterline Replacement Project - HLA completed the project design. The project is scheduled to begin construction in early February. o Wastewater Line Replacement Project- HLA completed the project design. The project is scheduled to begin construction in early February. POW Contracting was awarded this project. 2019 Stormwater Projects— The City selected Perteet, Inc. for the design and construction management of the following projects: a Englewood Ave./N. 65th Ave. a Englewood Ave./N. 59th Ave. a N. 48th Ave./Webster Ave. o N. 48th Ave./Modesto Way/Madera Way a Summitview Ave./N. 7th Ave. o Mead Ave./15th Ave. Design work has been completed. Construction is planned for early 2019. (PowerPoint Presentation of Capital Improvement Projects by Bob Desgrosellier) o Traffic Calming Requests -Status Update (Schafer) Currently 19 traffic-calming requests are in the process of being evaluated. One more request was submitted to the City in late 2018 and will be added to the list to be evaluated as well. 3 The initial baseline data is determined by using the 85th percentile which is defined as the speed 85 percent of vehicles are travelling in that particular area. The data results segregate the traffic- calming requests into three categories: 1. At or Below the Speed Limit 2. Within 5 MPH Above the Speed Limit 3. 5 MPH or More Above the Speed Limit The baseline data results indicate that 8 traffic-calming requests do not warrant traffic-calming measures since the 85th percentile is at or below the posted speed limit. The remaining Traffic- Calming requests require further evaluation and will proceed to the "Education" component of the Traffic-Calming procedure. The report with the data results has been submitted for review. o Main Arterial Streets— Definition and Map (Schafer) The network of Main Arterial Streets within the City of Yakima consist of both Principal Arterials and Minor Arterials. Principal Arterials are the highest traffic volume corridors serving both local and through traffic entering and leaving the City while providing access to the City's major activity centers. These high-capacity urban roads usually serve more than 15,000 Average Daily Traffic (ADT). Principal Arterials also connect the Minor Arterial and Collector Street systems to the freeways; carrying a high proportion of the total urban area travel even though it constitutes a relatively small percentage of the total roadway network within the City. Minor Arterials interconnect with the Principal Arterial system and generally have a higher degree of access and lower vehicular travel speeds than the Principal Arterials. These urban roads provide connections between neighborhoods and community/regional activity centers. Minor Arterials accommodate trips of moderate length; distributing vehicle travel to geographic areas smaller than those identified with the Principal Arterials. Minor Arterials usually serve between 3,000 and 15,000 ADT. This narrative discusses Water/Irrigation Division, Wastewater/Stormwater Division and Engineering Division projects. Garfield Elementary Safety Improvements This project will make various pedestrian safety improvements in the vicinity of Garfield Elementary School, such as, constructing sidewalk, improving roadway crossings and installing flashers. Funding for this project is from a Safe Routes to School grant in the amount of $180,000. The environmental documentation has been completed and all of the right of way required for this project has been acquired. Pacific Power has been notified about their need to relocate their poles on Campbell Lane and they have assured that they will be moved prior to next summer. Project bids were opened on December 12, 2018. The low bidder was Nelson Construction Company out of Walla Walla with a low bid of$206,758 Construction will begin after school is out this summer; approximately June 17, 2019. ♦ Projected Completion Date: 3`d Quarter 2019 McClure Elementary School Safety Improvements This project will make various pedestrian safety improvements in the vicinity of McClure Elementary School, such as, replacing and constructing sidewalk, improving roadway crossings and installing a rectangular rapid flashing beacon at the crossing of 24th Avenue and Viola Avenue. The project will also construct sidewalk on Lila Avenue between Karr Avenue and 24th Avenue. Funding for this project is from a Safe Routes to School grant in the amount of $270,000. Design funds were obligated on July 3, 2018. The required preliminary engineering surveying has been completed and design of the project hasbegun Right of way acquisition will occur this year and construction will begin in the summer of 2020 after school is out. ♦ Projected Completion Date: 3`d Quarter 2020 1 6 North 1st Street Corridor Revitalization — `N'Street to SR-12 (Phase 1) North 1st Street Corridor Revitalization — `N'Street to MLK Jr. Blvd (Phase 2) In 2010, the City received a $25,000 planning grant through Yakima County SLED funding for the first segment of this project; a comprehensive approach to planning for future improvements to North First Street from "A" Street to the US-12/I-82 Interchange. The North First Street Improvement Study was performed in 2011 to develop a design and action plan to address potential arterial street design alternates including an analysis of resulting traffic flow, streetscape and landscape improvements, and required utility upgrades. The final study document was adopted by City Council on October 11, 2011. The City applied for, and received a $250,000 Surface Transportation Program (STP) federal grant for preliminary engineering on August 23, 2012. In January of 2013, the City was awarded $2,718,000 for the construction of Phase 1. A professional services agreement was entered into with HDJ Design Group to develop the engineering plans and construction specifications. The engineering plans and construction specifications have been completed. The NEPA Categorical Exclusion was approved by the FHWA on July 10th and the construction funds were obligated on September 20a'. Project bids were opened on January 10th, 2019. There were seven bidders. Tapani Inc., Battle Ground, WA. Was the low bidder with a bid of $4,302,953 Construction should begin late March Phase 2: `N' Street to MLK Jr. Blvd., construction is estimated to be $11,000,000 and is scheduled to be funded with BUILD Grant or TBD funds, TIB Grant, and Stormwater and Water Enterprise Funds. Huibregtse Louman and Associates (HLA) is designing the project. Due to the amount of work included in Phase 2, and the amount of impacts that it will have to traffic, businesses and private utilities, it has been determined to split Phase 2 into two phases. Phase 2A will perform the construction from MLK Boulevard to `I' Street. Phase 2B will perform the construction from `I' Street to `N' Street. With the establishment of the Transportation Benefit District (TBD), a source of funding for the project has been established, as this project is included on the TBD list of projects. We continue to seek for other grant funding and will re- apply for a TIB grant. HLA isin the process of completing the design. Last summer the City applied for but was not awarded a BUILD grant for this project. However, we are applying again, this time for a 2019 INFRA Grant. ♦ Projected completion dates: FY2019 (and later) Cascade Mill Redevelopment Project This project includes multiple tasks to redevelop the former 225-acre Boise Cascade Mill. Yakima was awarded $23,446,000 in LIFT funding (Local Infrastructure Financing Tool) from the State of Washington to create a Revenue Development Area that will assist in the transition from the former mill to a mixed use economic catalyst including creation of an estimated 4,500 light manufacturing, office park, commercial, retail and entertainment jobs. The current status of the project includes: 1. The Interchange Justification Report (IJR) was approved on February 22, 2017. The purpose of the IJR is to provide freeway access to a proposed east - west roadway that will connect Terrace Height to north Yakima, and thereby, provide direct access from the I-82 to the former sawmill site. Design of the preferred alignment of this east-west 2 7 roadway west of the interstate is nearing completion, after which the NEPA documentation will be finalized. The "Connecting Washington" legislation approved last fall provides funds for the improvements to I-82, as well as, the bridges over the interstate and Yakima River. 2. Design of a North to South City Boulevard-type Street that will provide access to the mill site. City of Yakima is project lead. The first phase of this project that constructed the southernmost 500 feet of this north - south road (named Bravo Company Boulevard), along with a roundabout that connects Bravo Company Boulevard to Fair Avenue, Lincoln Avenue and MLK Boulevard has been completed. The construction was done by Granite Construction Company for a cost around $2,425,000. In mid-December 2016,the City supplemented the professional services agreement with Lochner to complete the design of Bravo Company Boulevard from where it currently ends to its connection with IF Street at the intersection of 7th Street. The design of the extension of Bravo Company Boulevard is about 90% complete. We are still working with the property owners on acquiring the right of way necessary to construct this section of the roadway. Due to the Yakama Nation appeal of the SEPA, it has been determined to perform NEPA on the entire East-West Corridor/Bravo Company Blvd Roadway Yakima County will be the lead agency and NEPA will be performed under FHWA direction. It is hopeful that NEPA will be completed in early 2020, and construction of Bravo Company Blvd. could begin later that year. 3. Preliminary Design and alignment of "East-West Corridor Road" - Yakima County project lead for the portion that will stretch from the extended Bravo Company Boulevard to Butterfield Road in Terrace Heights. The existing IF Street corridor will be improved from North 1st Street to 7th Street as part of this project. NEPA review is scheduled for the County portion of this project. SEPA review is scheduled for the portion that is under City purview. 4. Grant funding research, permitting and options for clean-up and remediation of former City of Yakima municipal landfill has begun. The Department of Ecology (DOE) terminated the Voluntary Cleanup Program that the City had entered into for this property on April 26, 2016. On June 19, 2018, the City signed the Agreed Order (AO) with the Department of Ecology for the cleanup of the site. The AO became official on July 10th. The City is in the process of developing the draft Interim Action Work Plan, which is required by the AO. ♦ Projected completion dates: • Fair Avenue Roundabout completed: 1st Quarter 2016. • IJR Approval: 1st Quarter 2017. • Landfill cleanup: The interim action plan should be completed in late 2018. • North-South Boulevard (Bravo Company Boulevard): 90% design plans have been completed and it is anticipated that this project will go to bid early 2019. • East-West Corridor: A professional services agreement has been entered into with HW Lochner for the design of this project. Construction funds to construct the modified interchange and new Yakima River Bridge become available in 2021. 3 8 Fruitvale/34th Avenue and River Road/34th Avenue Roundabouts The City was successful in obtaining a $914,000 grant for the design and construction of two roundabouts to improve traffic flow and safety at these closely spaced intersections. Preliminary Engineering funds have been obligated and the design has begun in earnest. We have met with employees from WSDOT Traffic Headquarters to discuss the design. They suggested many minor modifications to improve the functionality of the roundabouts, which have been made. We are continuing to design the project and have determined the area of potential effects, which is necessary to complete the environmental documentation. ♦ Projected Completion Date: 4th Quarter 2020 Cowiche Canyon Trail This project will construct a 10-foot wide pathway, including two bridges over Cowiche Creek from Powerhouse Road to the existing Cowiche Canyon Trailhead. The trail will be approximately 2 miles long. Funding for the project comes from a $2 million "Connecting Washington" grant. Perteet, Inc. has completed the 60% design plans for this project and a Property Owner's Meeting was held on February 6, 2018. Following the Stakeholder's Meeting, we met twice with the landowners that live near the project to get their input. Following the second meeting, which was held on July 6, 2018, we believe that we have an alignment that will address their issues. Perteet is in the process of making the required changes. We will be meeting with the property owner group this spring to discuss the "final" alignment and the next steps of the project. Yakima County is going to provide additional preliminary surveying in the current alignment so we can work to complete the design and identify right-of-way needs. The funds for the construction will not be available until the 2019—2021 biennium. • Projected Completion Date: 4th Quarter 2020 Sprinjj Creek Road—Soccer Complex This project will reconstruct and widen Spring Creek Road, 36th Avenue and Sorenson Road to three-lane roadways with curb, gutter, sidewalk and street lights to improve the access to the new SOZO Soccer Complex. The City received a $900,000 SLED grant and a $900,000 SIED loan for this project. By inter-local agreement, the City has signed an agreement with Yakima County Engineering to aid in the design of this project. Acquisition of the right of way from the Yakima Air Terminal has been completed The design near complete and the bid package is being finalized. The construction work will be in 2 phases but both are anticipated to be completed this year.. It is anticipated that construction of this project will begin in early spring 2019. • Projected Completion Date: 4th Quarter 2019 River Road, 34th Avenue to 40th Avenue This project will improve River Road from 34th Avenue to 40th Avenue by reconstructing and widening the roadway to a 3-lane section, with curb, gutter, sidewalk, street lighting and a storm drainage system. A $1,000,000 SIED grant/loan has been obtained for this project. Preliminary design of this project has begun and the surveying necessary to complete the design and determine the amount of right of way that will be required was performed by HLA Engineering and Surveying, Inc An application for the remaining $650,000 for the project was submitted to the Transportation Improvement Board in August. • Projected Completion Date: 3`d Quarter 2019 4 9 Yakima Valley Trolley Barn & Museum Preservation (Enhancement Funds) Using State Enhancement funds, the City purchased the historic YVT Trolley Repair Barn and Substation on January 31, 2008. Funding also allowed for repairs to the west and south walls and the crane system. That work has been completed. Some funding still remains and will be used to remove and replace approximately 120 feet of bad track starting at the intersection of Yakima Avenue and 6th Avenue, and continue southerly along 6th Avenue. Paperwork for environmental clearance has to be submitted specifically for this deficient crossing. ♦ Projected completion: FY2019 Yakima Valley Trolley Improvements: Heritage Capitol Project Grant This project will provide minor restoration of the YVT facilities and trolley system and add enhancements to the Trolley Museum and property. Funding comes from a $50,000 State Heritage Capitol Grant that has been awarded to the city. The funds were matched against Trolley Volunteers labor and other improvement value plus $90,000 in construction completed by the City. The project started early this year and so far has consisted of many small projects such as reopening the Selah Gap by removing rock slides that covered the rail in the Gap for over a year; replaced 12 trolley poles that were failing or missing; purchased milled boards for the flooring in the Car Barn. Other work will include interpretive displays inside and outside the Trolley Museum; replacing a couple of ineffective yard lights with six new LED yard lights, Museum doors, etcetera. The project grant consists of a number of small projects and is approximately 50% complete. We received approval by the Department of Archaeology & Historic Preservation (DAHP); we moved ahead on quotes to replicate and install the Museum doorways that will match historic construction and materials; progress was made on the narrative and photographs identified for the interpretive displays. ♦ Projected Completion Date: 4th Quarter 2019 5 10 Water/Irrigation Division Capital Improvements Projects Water Treatment Plant Intake Improvements The project will evaluate the river and WTP intake structure for potential modifications and improvements to maintain the existing river location and flows to into the intake. We are currently working with Golder & Assoc. for Hydro-technical Engineering Support Services for design, permitting, funding, construction bid and inspection support of a new intake and flood plain stabilization structures. Dept. of Ecology has issued a Watershed grant for $250,000 for this project. City has budgeted $700,000 in 2019. A Cultural Survey was conducted and submitted. A few stakeholder meetings have been held; comments from those meetings are being incorporated into the design, as well as a river model being run to confirm proposed improvements. A meeting was held to review model results and suggested modifications to the design. Currently applying for "in river" permits. Contract addendum implemented to complete re-submission and re-design to meet Corps of Engineers requirements. Comments back from Corps of Engineers will require a bit of redesign. ♦ Projected completion date: 1st Quarter FY 2020 Fruitvale Canal-Nelson Dam Improvements • This project will consolidate the river diversions for Fruitvale Canal with the existing diversions at the Nelson Dam. We are working on fish screen/intake project options. Discussions are continuing with the Bureau of Reclamation, Washington Department of Fish and Wildlife, Yakima County, National Marine Fisheries Service, Yakama Nation and North Yakima Conservation District on project design and options. A water right change in point of diversion has been approved by Ecology. Discussions with Yakima County are on-going to see how the project fits with their flood plain restoration projects. Stakeholders meetings are being held to determine possible design options. The County's Flood Plain by Design grant that was be held up by the Legislature's Capital budget has been issued. Currently budgeting $5,000,000 in 2019, with balance of project in 2020 -- $3.8M from County; $6M Bond; CIP reserves. BOR funding to be determined. Interlocal agreement with County in place, working on Scope of Work for design. Projected completion date: 4th Quarter FY 2020 Hathaway Street Waterline Replacement Project This project installs 2,650 ft. of 12-inch DI waterline Hathaway Street between N. 6th Ave. and N. 16th Ave., including crossings, services, valves and hydrants. The existing 16-inch OD Steel water main has deteriorated and required periodic repair due to leaks. Replacement of the line will reduce unscheduled repairs, as well as improve system operation. The project is also being coordinated with Wastewater Division improvements along the same portion of Hathaway Street. HLA Engineering and Surveying, Inc. completed the project design and specifications. Sealed bids were received from five (5) contractors and opened on November 30, 2018, with a low bid of$1,106,021.39 being offered by P.O.W. Contracting, Inc. of Pasco, WA. The engineer's estimate was $1,268,757.97. 6 11 Construction is anticipated to begin early February, 2019. Projected completion date: 2nd Quarter FY 2019 7 12 Wastewater Division Capital Improvements Projects Pipe Rehabilitation — General The Wastewater Division has identified pipeline segments that need to be rehabilitated or replaced. In addition, the Wastewater Division identified areas where new manholes are needed for access in order to perform the required maintenance on existing sewer pipes. Budget was approved in 2017 to start a pipeline rehabilitation program to address these issues. The City awarded a Professional Services Agreement with HLA Engineering and Land Surveying, Inc. to provide engineering services specific to the identified needs through 2019. 2018 Scheduled Projects: Wastewater Collection System Improvements—Priority 1 1750 LF of sewer pipe rehabilitation with 14 new manholes in various locations; DW Excavating of Davenport, WA was awarded this project for $349,821.42; Project is complete Wastewater Collection System Improvements—Priority 2 7600 LF of sewer pipe rehabilitation by CIPP in various locations; Insituform Technologies of Chesterfield, MO was awarded this project for $464,021.11 Project scheduled to be completed in winter of 2019; These and future projects will stabilize current conditions of the city's wastewater pipe system and reduce infiltration of groundwater which will save treatment costs and limit the need for upgrades to the Wastewater Treatment Plant. Future projects will be determined based on need and cost. In addition to these projects, City wastewater crews perform point repairs, manhole rehabilitations, and other maintenance projects that add to the stabilization of the pipe system and reduce infiltration of ground water. • Projected completion date: on-going Hathaway Street Wastewater line Replacement Project This project installs approximately 1800 LF of 8-inch sewer main in Hathaway Street between N. 6th Ave. and N. 16th Ave., including side sewer services. This project will consist of installing new sewer as well as replacing a failing sewer line and relocating it in Hathaway where the current sewer is located between 6th avenue and 8th avenue in backyards. This project will move existing connections from the failing sewer line to the new line being installed in Hathaway. Replacement of the line will give City Maintenance crews better access to the sewer main, reduce unscheduled repairs, as well as improve system operation. The project is also being coordinated with Water Division improvements along the same portion of Hathaway Street. HLA Engineering and Surveying, Inc. completed the design and the project. Bids were opened on November 30 , 2018. The low bid was awarded to P.O.W. Contracting of Pasco Washington for $1,106,02139. Construction is anticipated to begin Early 2019, 8 13 Project completion date: 2nd Quarter FY 2019 Collection System Plan Update&Initial Stormwater Comp Plan, Wastewater Facility Plan A Stormwater System Plan is needed and will be implemented along with the Wastewater Facility and Collection System Plan Update. Akel Engineering Group, Inc. has completed capacity models for both systems and completed a capital projects priority projection based upon the capacity model. The Division retained the services of Gray &Osborne Consulting to update the draft 2013 Wastewater Treatment Plant Facility Plan. The Wastewater Facility Plan project updates the current facility plan by providing current information on the existing wastewater facility and collection system infrastructure, regulatory requirements, future loadings, operation and maintenance, future capital improvements, rate structure and revenue forecasting. The updated facility plan will incorporate the collection system and stormwater system master plans. ♦ Projected completion date: FY 2019 Speedway Interceptor and Beech Street Lift Station Project The existing 36 inch gravity sewer interceptor located between Beech Street and Nob Hill on the west side of I-82 was experiencing excessive sedimentation due to flat and adverse pipe slopes with slow fluid speeds and intermittent reverse flows. As part of the 2013 wastewater Master Plan, improvements to that interceptor were identified. The improvements include a force main installed through the existing 36 inch pipe as well as the construction of a new lift station on Beech Street south of Kiwanis Park. Flows currently reaching the Race Street lift station will be redirected into the new lift station in future phases. The Race Street lift station will then be decommissioned. The project will allow for conveyance of existing flows at higher speeds as well as provide a mechanism for expanding service to the Boise Cascade Mill Site region without increasing the sedimentation problem as flows from that area develop. It will also allow for construction of improvements that will eliminate existing bottlenecks in the sewer interceptor system west of Washington Middle School. RH2 Engineering was hired as the engineering design consultant to address these issues, as well as address issues with the Rudkin Road lift station electrical elements and bypass options. RH2, with the help of City staff, prioritized the following two projects: Rudkin Road Lift Station Improvements: City Project No. 2416 Upgrade to electrical elements of the Rudkin Road lift station and installation of an emergency bypass connection. Farmers Electric II, LLC of Othello, WA was awarded this project for $146,591.52 Project is complete Beech Street Interceptor, Lift Station, and Force Main. City Project No. 2365 • Schedule A—3000 LF of new gravity sewer Scout Lake Construction, Inc. of Selah was awarded Schedule A for $1,041,578.63 Project is complete • Schedule B — Construction of new lift station located in southeast corner of Kiwanis Park along Beech Street and sliplining 6550 LF of force main sewer 9 14 Rotschy, Inc. of Vancouver, WA was awarded Schedule B for $2,971,705.97 Project is complete Wastewater System Mill Site Preparation Project In anticipation of additional wastewater flows from the Mill Site Development, the existing wastewater system in Fair Avenue from the Target shopping center to Beech Street needs to be upgraded. This work will entail upsizing existing sewer main line and installing new sewer. Most likely the project will be completed in two phases. Best management practices will be evaluated in order to efficiently upsize existing active sewer main lines in some portions of the project and install new sewer main in other areas of the project. Current groundwater conditions as well as soil geology, pipe alignment, disruptions to the public, scheduling phases of construction, as well as trenchless technologies will all be evaluated to ensure the project is successful while mitigating impacts to business owners in the area and the public. HLA Engineering and Surveying, Inc. has been selected as the engineering design consultant to design the project. Engineering on the project began in January of 2019, with construction anticipated in January of 2020. Estimated cost for the complete project is $2,500,000. Projected completion date: FY2020 10 15 Stormwater Capital Improvements Projects 2019 Stormwater Projects This project will address localized flooding by constructing six projects in different areas of Yakima. Project locations are: • Englewood Ave./N. 65th Ave. • Englewood Ave./N. 59t' Ave. • N. 48th Ave./Webster Ave. • N. 48th Ave./Modesto Way/Madera Way • Summitview Ave./N. 7th Ave. • Mead Ave./15th Ave. The City selected Perteet, Inc. for design and construction management of the project. Construction is planned to begin in 1st Quarter FY 2019. • Projected completion date: 2nd Quarter FY 2019 11 16 AFFIRMATIVE ACTION GOALS & W/M/DBE PARTICIPATION Women, Minority and Disadvantaged Business Enterprises (W/M/DBE) utilization has been included in the past but is not included with this report. The Engineering Division continues to request apparent low bidders of public works contracts to document their efforts to achieve the City of Yakima's goal of 10% MBE, WBE or DBE participation goal prior to contract award. However, changes in state law due to the passage of Initiative 200 prohibit certain practices by contracting agencies (i.e. the City) for the award of public works projects such as requiring W/M/DBE subcontracting. While some contractors have voluntarily reported such information in the past, we have not received any such reporting last year. Although we do not receive such information voluntarily, the City must still meet certain of these federal requirements and each contractor must comply with the Standard Specifications that are included on each City Public Works Contract. City Council can also direct staff to evaluate a specific location; initiating the traffic- calming procedure. Upon receiving an Initial Petition, City staff will proceed with gathering traffic counts and speeds of vehicles without notification to drivers to ensure unbiased data is obtained for a solid base- line. Staff will then proceed with the three components of the Traffic-Calming procedure to evaluate possible traffic-calming issues: 1 . Education - installation of temporary signage and/or portable speed radar devices for a specific period of time. Evaluate for improvement. If no improvements, proceed to; 2. Enforcement - YPD to monitor and enforcement the particular area of concern. Evaluate for improvement. If no improvements, proceed to; 3. Engineering — design and installation of traffic-calming devices when Education and Enforcement do not resolve the behaviors of the drivers. If data demonstrates improvements within a specific component in reducing vehicle speeds, no further action may be taken. It is the objective of the City to resolve traffic-calming issues at the lowest possible level while enhancing the street environment. City Council approved $130,000 in REET Funds to be utilized for traffic-calming measures as part of the 2019 Budget. This dollar amount was an estimate determined by staff based on the City's old Traffic-Calming procedure in which each of the requests would be resolved by the installation of speed humps. The process has since changed and traffic-calming measures will now be installed if data results indicate a need and traffic-calming measures taken will not always be speed humps. Currently 19 traffic-calming requests are in the process of being evaluated. One more request was submitted to the City in late 2018 and will be added to the list to be evaluated. However, the posted speeds for some of these streets are under review. Reduction of the posted speed limit, if warranted, could possibly move a street into a higher risk category. Within 5 MPH Above the Speed Limit The 85th percentile of vehicle speeds have been determined to be within 5 mph above the posted speed limits on the following streets: • N 24th Ave (Project#3) • N 55th Ave (Project#6) • Chestnut St (Project#9) • Cornell Ave (Wash/Pierce) (Project#11) • Scenic Drive (Project#15) • Westbrook Ave (Project#16) • Chisholm Trail (Project#18) • Cherry Ave (Project#19) The traffic-calming requests for these streets indicate further evaluation may be necessary since the 85th percentile is within 5 mph above the posted speed limit. The City will initiate the Education component of the Traffic-Calming procedure for these areas. The City's new Traffic-Calming procedure is now"data-driven" to determine if traffic-calming measures are necessary when such requests are received. The City will also look for other types of traffic-calming devices to install. Traffic-calming devices to be considered include: • Permanent "speed indicator (radar)" signs • Speed humps • Traffic circles • Sidewalk kickouts/Curb Extension • Chicanes (designed curve in roadway) • Road narrowing • On-Street Parking • Traffic Island/Median It is unknown at this time as to what the timeframe and final costs may be for the traffic-calming requests needing further evaluations; within 5 mph above and 5 mph or more above the posted speed limits. The circumstances surrounding each request may differ with outcomes of resolution occurring at different stages of the process. In addition, the costs of the various types of traffic-calming devices vary. Councilman Brad Hill requested a map of the City's main arterials and a definition as to what constitutes a main arterial. The network of Main Arterial Streets within the City of Yakima consist of both Principal Arterials and Minor Arterials. Principal Arterials are the highest traffic volume corridors serving both local and through traffic entering and leaving the City while providing access to the City's major activity centers. These high-capacity urban roads usually serve more than 15,000 Average Daily Traffic (ADT). Principal Arterials also connect the Minor Arterial and Collector Street systems to the freeways; carrying a high proportion of the total urban area travel even though it constitutes a relatively small percentage of the total roadway network within the City. Minor Arterials interconnect with the Principal Arterial system and generally have a higher degree of access and lower vehicular travel speeds than the Principal Arterials. These urban roads provide connections between neighborhoods and community/regional activity centers. Minor Arterials accommodate trips of moderate length; distributing vehicle travel to geographic areas smaller than those identified with the Principal Arterials. Minor Arterials usually serve between 3,000 and 15,000 ADT.
