Mayor Coffey led the Pledge OfAllegiance.
3' Interpreter Services
Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available.
4. Open Discussion for the Good of the Order
A. Proclamations
i. Homeless Persons Memorial Proclamation
Mayor Coffey proclaimed Friday, December 21, 2018, as Homeless Persons' Memorial
Day and Rhonda Hauff. Chief Operating Officer with Yakima Neighborhood Hea|th, accepted
it and invited everyone tnattend the 14th annual candle light vigil at 5:00 p.m. on December
21, 2O18atthe Millennium Plaza.
5. Council Reports
A. Council representation on the Greater Yakima Chamber of Commerce Board
MOTION: Couoans moved and Mendez seconded tm appoint Gutierrez tm the Chamber
Board. The motion carried by unanimous vote.
6. ConsentAgonda
Mayor Coffey referred to the items placed on the Consent Aoenda. qu�SdVningwhe�har�h8r�

were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda it8mS, including resolutions and ordinances, by title.
(items on the Consent Agenda are handled under one motion without further discussion—see

MOTION: Gutierrez moved and Mendez seconded ho approve the consent agenda. The

RESOLUTION NO. R-2018-138,A RESOLUTION authorizing the write-off of certain
uncollectable parking citations and penalties for the City of Yakima.
F. Resolution authorizing certain uncollectable central accounts receivables to be
written-off
RESOLUTION NO. R-2018-139, A RESOLUTION authorizing the write-off of certain

G. Resolution approving an interlocal agreement with Yakima County for jail services

I. Resolution authorizing an Agreement with the YWCA to continue to provide
services as a Domestic Violence Victims'Advocate
RESOLUTION NO. R-2018-142, A RESOLUTION authorizing an Agreement with the
YWCA to continue to provide services as a Domestic Violence Victims'Advocate in accordance
with the specific terms and conditions set forth in said Agreement.
J. Resolution authorizing a collective bargaining agreement for 2018-2021 with the
International Association of Firefighters (IAFF) Local 469 representing the PERS
bargaining unit
RESOLUTION NO. R-2018-143,A RESOLUTION authorizing a collective bargaining
agreement for 2018-2021 with the International Association of Firefighters (IAFF) Local 469
representing the PERS bargaining unit.
K. Ordinance amending the 2018 budget and making appropriations from
unappropriated balances for expenditure during 2018 (Second Reading)

ORDINANCE NO. 3018-054 /4N ORDINANCE amending the 2018 budget for the City o|
Yakima; and making appropriations from Unappropriated Fund Balances within various funds
for expenditure during 2018 for various purposes described in the attached Schedule.
7. Public Comment
None.
DEPARTMENT ITEMS
B. Ordinance adopting a2O19 Budget for the City ofYakima
Assistant City Manager Cortez briefed Council Unthe budget ordinance. The City Clerk read
the ordinance by title only.
MOTION: Gutierrez moved and Mendez seconded tm pass the ordinance. The motion
failed by 4-3 vote, Coffey, COuS8ns. Hi||, and White voting no.
Council Member Counans stated iO light ofthe financial challenges the City continues tn
experience, particularly inadequate reserves, the City must be disciplined.
MOTION: Cmusmns moved and Hill seconded to accept the 2019 budget with one
exception, eliminate the Public Education Fire Captain position and transfer the salary
savings to reserves. MOTION: Mendez moved and White seconded to amend the
motion and remove the two positions created for the clean cities program. Assistant City
Manager Cortez clarified that the two positions for the clean cities program are filled positions
that can no longer be paid for with CDBG funds and must be paid out of the general fund. The
motion to amend failed by 6-1 vote, Coffey, COVsens, Funk, Gutierrez, Hill and White voting
no. During Council discussion, Council Member Hill raised a point of order that it is
inappropriate for Council members to he hostile towards staff. Mayor Coffey stated the point is
well taken.After more discussion, K8eyur Coffey stated nlnnlbero should refrain from criticizing
past actions of the group.After additional Council discussion, the motion carried by a 5-2 vote,
Mendez and Funk voting no.

ORDINANCE NO. 2018-055, AN ORDINANCE adopting a budget for the City of Yakima,
Washington, for the year 2019; and making appropriations for estimated expenditures.
9. 2O18 Affordable Housing Report
Council Member Mendez stated she thought the Council was going tO have a study session On
this item. Council Member CDusens stated this was her motion from several months ago to
have 3 report; however, she prefers 8 study session.
MOTION: Mendez moved and Hill seconded to have an affordable housing study
session sometime in January. The motion carried bye6-1 vote, Funk voting no.
MOTION: Hill moved and Couaenasmoomdad tm eliminate this agenda item. The motion �-
oarriodbya 5'2 vote, Gutierrez and Funk voting no.

City Manager Moore introduced the resolution. The City Clerk read the resolution by title only.
MOTION: Funk moved and Gutierrez seconded to adopt the resolution. The motion
carried by unanimous vote.
RESOLUTION NO. R-2018-144, A RESOLUTION adopting the City Council 2019 regular
business meeting schedule.
11. Other Business
Council Member Mendez reminded Council that the Association of Washington Cities
Legislative Action Days are in February and to let staff know if you plan to attend. City
Manager Moore noted typically three members attend.
Council Member Cousens reported on the public safety forum held the night before.
12. Adjournment
MOTION: Gutierrez moved and Hill seconded to adjourn to the next City Council
regular meeting on January 8, 2019, at 6 p.m. at City Hall. The motion carried by
unanimous vote. The meeting adjourned at 6:45 p.m.
