A RESOLUTION authorizing the formation of a City of Yakima Coordinated Community
Response Team (CCRT)
WHEREAS, the Public Safety Committee has been focused on the high percentage of DV
crimes and improving the response to domestic violence (DV) offenses by the City of Yakima,
and
WHEREAS, the State of Minnesota has developed the Duluth Model, an evidence based
response to domestic violence that many jurisdictions across the country strive to emulate, and
WHEREAS, a Coordinated Community Response is the foundation of the model which is
developed by a workgroup team comprised of the DV Offense responders in the jurisdiction: and
WHEREAS, the recently added Domestic Violence Advocate position provides a staff
member who can organize a City of Yakima CCRT; and
WHEREAS, the Yakima City Council finds and determines that the formation of a City of
Yakima CCRT to develop a City of Yakima coordinated response to Domestic Violence based on
the Duluth Model is in the best interest of the residents of the City of Yakima; therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is authorized to form a City of Yakima Coordinated Community
Response Team to develop a City of Yakima Coordinated Community Response to domestic
violence offenses
ADOPTED BY THE CITY COUNCIL the 15th day of January, 2019

ITEM TITLE: Resolution authorizing the formation of a City of Yakima
Coordinated Community Response Team (CCRT)

SUMMARY EXPLANATION:
In 2017, YPD Officers responded to 2,000 incidents of domestic violence (DV) and DV crimes
were 31 % of the City prosecutor caseload. These numbers are much higher than other similar
sized communities in Washington. Each incident receives a response from many Departments
within the City of Yakima; from 911 call takers to the probation officers, each responder is striving
to offer the best service.
The Duluth Model, an evidence based response to DV, finds that a Coordinated Community
Response offers the most effective response. The foundation of a Coordinated Community
Response is a workgroup team comprised of the different responders within the City. This
workgroup will develop a mission, shared goals and a transparent process or response to DV
based on best practice models around the country. The recently budgeted Domestic Violence
Advocate position provides a staffing opportunity to organize a Coordinated Community
Response Team (CCRT).
This Council item would direct and authorize the formation of a Coordinated Community
Response Team.
