EXECUTIVE SESSION
1. Executive Session regarding collective bargaining strategies
Council: Mayor Kathy Coffey, presiding, Assistant Mayor Dulce Gutierrez, Council Members
Holly Cousens, Kay Funk, Brad Hill, Carmen Mendez and Jason White
MOTION: Gutierrez moved and Mendez seconded to adjourn to an executive session
for up to one hour regarding collective bargaining strategies. The motion carried by
unanimous vote. Executive session was held and adjourned at 5:48 p.m.

A. Presentations/ Recognitions/ Introductions
Recognition of James (Jamie) Day for 35 Years of Service with the City
of Yakima's Wastewater Division
Wastewater Manager Mike Price recognized Jamie Day for 35 years of service.
B. Appointments to Boards, Commissions and Council Committees
Confirm City Manager's appointment of Camille Becker to the Police &
Fire Civil Service Commission
MOTION: Cousens moved and Mendez seconded to confirm the City Manager's
appointment of Camille Becker to the Police & Fire Civil Service. The motion carried by

MOTION: Mendez moved and Cousens seconded to make the following appointments:
Charter Civil Service: Louisa Beckstrand; Arts Commission community rep: Maureen
Adkison; Bike Ped: Ken Jones and Shirley Strader; Lodging Tax Advisory Committee:
Colette Keeton, Charlie Robin,Angie Girard and Sarah Davila; Tourist Promotion Area:
5. Luis Gutierrez, Lisa Vallejo and Sarah Purdy. The motion carried by unanimous vote.
Council Reports
A. Council Healthy Communities & Neighborhood Building Committee report
Council Member Funk reported at the November 8, 2018, meeting of the Healthy Communities
& Neighborhood Building Committee, the Committee voted to request that Council authorize a
letter to the Board of County Commissioners to set up a capital development fund with the
increase in 2163 dollars that was approved by the legislature in the 2018 session.
MOTION: Funk moved and Cousens seconded to send the letter to the Yakima County
Commissioners. After discussion, the motion carried by a 5-2 vote, Mendez and Cousens
voting no.
B. Council Partnership Committee report
Council Member Mendez reported on the November 16, 2018, Council Partnership Committee
meeting.
C. Council Economic Development Committee report
MOTION: White moved and Cousens seconded to direct staff to investigate regional
support for capital improvements at the Yakima Airport. The motion carried by unanimous
vote.
6. Consent Agenda
Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. Item 6R was removed from the
consent agenda becoming item 14. The City Clerk read the Consent Agenda items, including
resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one
motion without further discussion—see motion directly below.)
City Manager Moore corrected item 61 to read "A resolution authorizing the City Manager to
bring forth an annual fee schedule."
MOTION: Gutierrez moved and Mendez seconded to approve the consent agenda. The
motion carried by unanimous vote.

M. Ordinance amending Chapter 7.60 of the Yakima Municipal Code regarding
Wastewater Collection and Treatment rates and charges
ORDINANCE NO. 2018-048,AN ORDINANCE relating to utility charges, amending Chapter
7.60 YMC to provide updated retail wastewater and strong waste charges, industrial
wastewater charges, sampling and service fees, septic and exceptional waste charges, and
pretreatment fees.
N. Ordinance amending Chapter 7.80 of the Yakima Municipal Code regarding Storm
Drainage and Surface Water rates and charges
ORDINANCE NO. 2018-049,AN ORDINANCE relating to utility charges, amending Chapter
7.80.110 YMC to update the base rate fee for the Storm Drainage and Surface Water
Management Utility.
O. Ordinance amending Chapter 7.64.040 of the Yakima Municipal Code regarding
Stormwater Utility rates
ORDINANCE NO. 2018-050,AN ORDINANCE relating to utility taxes, amending Chapter
7.64.040 YMC to update the utility tax for the Storm Drainage and Surface Water Management
Utility.
P. Ordinance amending Chapter 7.24 Yakima Municipal Code regarding Irrigation
rates
ORDINANCE NO. 2018-051,AN ORDINANCE relating to irrigation utility service charges;
amending the annual irrigation operation and maintenance charges, amending the rate
effective date; and amending sections 7.24.100 and 7.24.110 of the City of Yakima Municipal
Code.
Q. Ordinance amending Chapter 7.68 Yakima Municipal Code regarding Water rates
ORDINANCE NO. 2018-052,AN ORDINANCE establishing rates, charges, terms and
conditions for domestic water system connections and service; amending sections 7.68.250,
7.68.251 and 7.68.282 of chapter 7.68, Water Division, of the City of Yakima Municipal Code;
and providing for an effective date.
7. Public Comment
Patricia Byers, City resident, reminded Council that Wednesday, December 5th, is "Night with
a Cop" at the Four-square Church and invited Council and the City Manager to attend.

8. Second public hearing on the 2019 Preliminary Budget for the City of Yakima
Assistant City Manager Cortez briefed Council on the 2019 Preliminary Budget and presented
aPowerPoint.
Mayor Coffey opened the public hearing. The following individuals spoke in support of
restoring the Fire Admin and Public Education Captain positions b}the 2019 budget: Nick
G|oon. non-resident, President of Local 45S; Michael Trujillo, City resident and Union
Member; Susan Whitman, City resident. former Councilwoman and current Chaplain for the
Yakima Fire Department; and Kim Pfaff, non-resident. Ira Cavinspoke on behalf ofthe
YPFY\. and suggested Council freeze the four police officer positions instead ofeliminating
them and asked Council to fully restore the travel and training budget.
yNC]TUKjN: Funk moved and Mendez seconded to restore the Public Education Captain
in the 2019 budget. After Council discussion, the motion carried by a 4-3 vote, White, Coffey,
and Hill votinqno.
City Manager Moore asked Council to forestall any future budget reduction decisions until after
the 2019 budget is adopted to better determine what the final numbers are for 2018.
MOTION: Hill moved and Gutierrez seconded to direct staff bo bring back alternate
proposals tm put/n reserves at the 8YSQ'0O0 level. After Council discussion, the nxotion
carried bya 5-2 vote, White and Funk voting no.
DEPARTMENT ITEMS
8. Discussion regarding potential partnership with Spark Northwest
Communications and Public Affairs Director Randy Beehler briefed Council on the item.
MOTION: Hill moved and Mendez seconded to direct staff to contact YVCOG &o
express our interest inpartnering with Spark Northwest.After Council discussion, the
motion carried by unanimous vote.
10. Discuss capital facility needs and feasibility study for Lions and Franklin pools and a possible
new outdoor pO0| at K8LP( Jr. Park
Mayor Coffey suggested combining agenda items 10 and 11 for discussion, which was
approved by majorityCouncil consensus. Parks & Recreation Manager Ken Wilkinson
discussed capital facility needs for pools and Public Works Director Scott Schafer reported on
needs for the Henry Beauchamp Community Center and the Washington Fruit Community
Center.

Council Member White spoke in support of the studies and reported the funding would be from
REET 1 and not the general fund. Council Member Funk noted she cares about these
projects; however, because funding is SO tight she cannot see funding these projects beyond a
feasibility study. City Manager Moore noted the studies would cost approximately$19U.00O.

MOTION: Gutierrez moved and Cousens seconded to approve a capital needs and
feasibility study for Lions pool, Franklin pool, and possible pool at Martin Luther King
Jr. Park as well as the Henry Beauchamp Community Center and Washington Fruit
Community Center to be included in the 2019 budget from REET 1 funding. After further
Council discussion, the motion carried by a 6-1 vote, Funk voting no.
MOTION: White moved and Gutierrez seconded to establish a steering committee to
consist of Coffey, White, Gutierrez with Mendez as the alternate. The motion carried by
unanimous vote.
11. Discuss capital facility needs and feasibility study for Washington Fruit Community Center and
Henry Beauchamp Community Center
This item was combined with item number 10.
12. Ordinance amending the 2018 budget and making appropriations from unappropriated
balances for expenditure during 2018 (First Reading)
Steve Groom, Director of Finance and Budget, briefed Council on the item and noted this is a
first reading with no action necessary.
The City Clerk read the ordinance by title only.
ORDINANCE amending the 2018 budget for the City of Yakima; and making appropriations
from Unappropriated Fund Balances within various funds for expenditure during 2018 for
various purposes described in the attached Schedule.
13. Clean City Program(CCP) - Revised Program Design
Assistant City Manager Cortez reviewed the revised Clean City Program.
MOTION: Cousens moved to postpone this conversation to the 2020 budget cycle. The
motion failed for lack of second.
MOTION: Gutierrez moved and Hill seconded to approve the revised Clean City
Program design. After Council discussion, the motion carried by a 4-3 vote, Cousens, White,
and Mendez voting no.
CITY MANAGER UPDATE
14. Ordinance adopting the City Council's decision on the Comprehensive Plan Amendment
(CPA#007-18)and concurrent Rezone (RZ#008-18) request by the City of Yakima Wastewater
Division
ITEM 6R from the consent agenda. Mayor Coffey reported this is a land use matter and
therefore follows City of Yakima Municipal Code provisions regarding rezone applications,
and was first reviewed by the Planning Commission, which held a public hearing on the matter
on August 8, 2018.At that time, the Commission agreed to extend the hearing and continued
taking comment at their September 12, 2018 meeting. The Planning Commission forwarded its
recommendation to the City Council and this Council held a public hearing on November 6 and
took public testimony. At the close of that hearing, Council voted in favor of the rezone and
comprehensive plan amendment and directed staff to bring forward an ordinance formalizing
that decision. Since the decision has been based on the record that was formulated from the
Planning Commission and the Council's public hearings, by state law and municipal code, no
further public testimony or comment is allowed on this matter. She noted that many people

would like to be heard on whether a homeless shelter should be built on the property that the
City Council has rezoned. However, before anything is built, there is an extensive land use
process, which involves opportunities for public input. She stated the City is also setting up a
committee to discuss what a homeless shelter might look like at the site, including services
available, housing, and site screening and will be inviting the Greenway and the Arboretum to
have a seat on that committee along with opportunities for residents. She added that this
process will move forward in a transparent manner that takes into account the needs of
Greenway users, the community, and our homeless population. The City Clerk read the
ordinance by title only.
MOTION: Mendez moved to have a study session on this item. The motion failed for lack
of second. MOTION: Gutierrez moved and Cousens seconded to approve item 6R from
the consent agenda. The motion carried by a 6-1 vote, Mendez voting no.
ORDINANCE NO. 2018-053,AN ORDINANCE amending the Future Land Use Map of the
City of Yakima for a portion of parcels 191329-41400 and 41404, and 191328-32005 from Low
Density Residential to Commercial Mixed Use and zoning map from Suburban Residential
(SR)to General Commercial (GC)
15. Downtown Plaza next steps
City Manager Moore stated Council asked to have this item brought back after the election
results were certified.
Luz Gutierrez, City resident, suggested a better option might be an open air plaza like Kansas
City has.
MOTION: Cousens moved and Hill seconded that effective immediately the Council
directs staff to terminate all work associated with the Central Plaza project; that all
outstanding contracts associated with the development or funding of the Central Plaza
be terminated, and that all financial donations submitted on behalf of the Central Plaza
be refunded, unless the City is specifically directed to do otherwise by any donors that
remitted donations to the City for the Plaza project.After Council discussion, the motion
carried by unanimous vote.
16. Other Business
Council Member Cousens stated in light of the recent shootings at West Valley Park, she
would like to have a public safety forum next Monday. Council Member Mendez reminded
Council that per their rules of procedures, this would need to be added to the December 11
Council agenda.
MOTION: Gutierrez moved and Cousens seconded to suspend the rules temporarily.
The motion carried by unanimous vote.
MOTION: Cousens moved and Gutierrez seconded to direct staff to assist with
a public safety forum on December 10 at 5:30 p.m. at the Harman Center. The motion
carried by unanimous vote. City Manager Moore stated staff will notice this as an open public
meeting since more than three members may want to attend.
Council Member Cousens made a recommendation that the Council representative to the
Chamber of Commerce be added to the next agenda, which was approved by Council
consensus.

Special meeting on December 7, 2018, at 12 noon at the City of Yakima Training Facility
-- 421 E. Chestnut Ave, Yakima. The motion carried by unanimous vote. The meeting
adjourned at 8:46 p.m.
