This MEMORANDRUM OF UNDERSTANDING (MOU) is made and entered by and between
the Yakima Police Patrolman's Association (YPPA), hereinafter referred to as the
"Association" and the City of Yakima, a municipal corporation in Washington State, herein
referred to as the "City".
The Association and the City agree that under Article 13 (a) of the Collective Bargaining
Agreement (CBA) between the City of Yakima and the YPPA, "Shift hours shall be assigned
by seniority bidding for all bargaining unit members and shall for period of one calendar
year." It is the intention of the City to conduct the 2019 shift change at or near January 25th
and completed by or near February 8th. This extension from the prior calendar' is
required in order to conduct the change away from federal and CBA recognized holidays,
and other high volume requests for time off. It is further agreed that applicable differential
pays will be maintained until a bargaining unit member is assigned to different shift hours
than those they received prior to the shift change, and a new differential pay percentage (if
applicable) will be incorporated as noted in Article 23.
It is the intention of the City to conduct future shift changes during similar designated
weeks, for the reasons listed above, and thus complying with the "...one calendar year"
component of the CBA. This agreement is otherwise a one-time provision, and any future
changes or adjustments that deviate from this practice will require additional negotiation
and written agreement.
