For Meeting of: December 4, 2018 ITEM TITLE: Resolution establishing fees applicable to facilities and functions of the Yakima Parks and Recreation Division of the City of Yakima, effective January 1, 2019 SUBMITTED BY: Scott Schafer, Director of Public Works Ken Wilkinson, Parks and Recreation Manager 575-6416 SUMMARY EXPLANATION: The City of Yakima Parks and Recreation Division provides an extensive selection of recreational programs, services and facility rentals for the enjoyment of our community. The costs to provide such services and activities continues to increase, placing a strain on an already distressed budget. The last time Park & Rec fees and charges were adjusted was back in 2013. It has now become necessary to increase such fees and charges in order to continue to provide quality of life programs and services. The program costs, service fee and rental charges are based on similar fees and charges of other like organizations and are intentionally kept low to allow people to be able to afford to participate in the programs and enjoy the facilities and services the City's Park & Rec Division has to offer. The directive from City Council was to keep costs and fees for youth programs unchanged or low as possible while increasing costs and fees for non -City residents. Attached for review is Exhibit A which incorporates the adjusted fees and charges based on the recommendations from the Parks Commission and as directed by the City Council at the October 18, 2018 Budget Session. The revenue received is collected into the Parks & Rec Operating Fund 131 and will help defray the increasing costs of facility operations and maintenance for the City's Park & Rec Division. BOARD/COMMITTEE RECOMMENDATION: The proposed fee schedule was discussed at the July 11, 2018 and November 14, 2018 Parks and Recreation Commission meetings. R -2018- A RESOLUTION establishing fees applicable to facilities and functions of the Yakima Parks and Recreation Division of the City of Yakima, effective January 1, 2019. WHEREAS, the City owns and maintains public park facilities and operates and administers recreation programs by and through the Parks and Recreation Division of the Public Works Department, all as authorized pursuant to YMC 1.18.050(4) and applicable codes; and WHEREAS, fees for Parks and Recreation Division facilities and programs are established and approved from time to time by the City Council; fees were last established and approved pursuant to resolution adopted by the City Council in 2012; and WHEREAS, the City Council finds and determines that the fees for Park and Recreation facilities and programs shall be amended and updated as set forth in Exhibit "A", attached hereto and incorporated herein by this reference, to become effective January 1, 2019; the fee increases will help defray the increasing costs of facility operations and maintenance; and WHEREAS, the City Council finds and determines that approval of such fees is in the best interests of the residents of the City of Yakima and will promote the general health, safety and welfare, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to implement and administer the fees set forth in Exhibit A, attached hereto and incorporated herein by this reference, effective January 1, 2019, and to publish the fee schedule in a manner deemed necessary and appropriate.
