ITEM TITLE: Resolution authorizing the City Manager to bring forth an annual fee
schedule

SUMMARY EXPLANATION:
The City of Yakima reviews its fees for services annually and adjusts them to ensure cost
recovery for services being provided. Rather than bringing forth separate resolutions adjusting
fees for each department and service, staff will provide Council with an annual Book of Fees with
all the adjustments for a 12 -month period, and one resolution for consideration. Any fee
increases will be discussed during the annual budget process and will be included in the Book of
Fees for adoption the following spring.

RESOLUTION NO. R -2018-
A RESOLUTION authorizing the City Manager to adopt the 2019 annual fee schedule for
the City of Yakima.
WHEREAS, the City provides a number of municipal services to the residents of Yakima
through its City Departments and Divisions; and
WHEREAS, these services need to recover some or all of the costs associated with
delivery to minimize the impact of said services on the General Fund (Fund 001); and
WHEREAS, during the 2019 Budget Preparation process the City Council directed staff
to adopt cost recovery fees for services provided to other governmental entities; and
WHEREAS, the City Council directed staff to develop user fees using tiers that take into
consideration the demographics of the uses; and
WHEREAS, the City Council directed staff to update these cost recovery fees annually;
and
WHEREAS, the City Council wishes to ensure annual adjustments to all municipal fees
are done in a predictable and periodic manner; and
WHEREAS, the City Council wishes to analyze fee changes at a policy level instead of
addressing individual fees throughout the year on a case-by-case basis;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to present an annual fee schedule
reflecting any adjustments to fees related to municipal services provided to the public and other
governmental partners.
