HomeMy WebLinkAbout12/19/1977 Adjourned Meeting 663 • AJJQURNED COUNCIL MEETING DECEMBER 19, 1977 The City Council met in session on this date at 1:30 P.M. in the Conference Room at the Yakima Center. Council members present were Mayor Betty L. Edmondson, Ralph Holbrook, Nadine Walker and Gordon Wonder. Council members Allard and Simmons absent. Councilman W. K. "Pete" Moore, having submitted his resignation effective as of December 17, 1977, and the Council having authorized legislation prepared to appoint Don Hinman to serve the balance of his term, it was MOVED by Holbrook, seconded by Wonder that Resolution No. D -3822 appointing Don Hinman as a member of the City Council, be passed: carried, Edmondson, Holbrook, Walker and Wonder voting aye on roll call. Allard and Simmons absent. RESOLUTION NO. D -3822, A RESOLUTION appointing Don Hinman as a member of the Yakima City Council. Councilman Don Hinman was then sworn into office by the City Clerk. There was discussion regarding Council assignments to Boards and Commissions. Mayor Edmondson explained that by law, the Yakima County Conference of Governments must have the names of the City Council and Planning Commission members appointed to this Board, on this date. Mayor Edmondson indicated she would agree to serve again. Council member elect Henry Beauchamp was mentioned as a possible. Councilman Ralph Holbrook has been serving as an alternate and indicated that he would serve again in this capacity, if the Council wishes. It was MOVED by Walker, seconded by Holbrook, that Mayor Edmondson and Henry Beauchamp be appointed as members of the COG Board and Councilman Holbrook be appointed as alternate: carried, Edmondson, Hinman, Holbrook, Walker and Wonder voting aye by voice vote. Allard and Simmons absent. In making appointments from the Planning Commission, it was noted that Russell Miller has been a member of the COG Board and suggested that Deborah Patterson might also be appointed. After discussion, it was MOVED by Walker, seconded by Holbrook that Russell Miller and Deborah Patterson be appointed as Planning Commission members of the COG Board: carried, Edmondson, Hinman, Holbrook, Walker and Wonder voting aye by voice vote. Allard and Simmons absent. Mayor Edmondson indicated there would be more appointments to Boards and Commissions to be made after the first-of the year. The Council then reviewed the proposed Budget regarding Tourist Promotion. There was discussion on the status of the Tourist Promotion Fund, status of the Construction Fund, collection of room tax, Center management, Construction Parking Fund, Advisory Committee, etc. Assistant City Manager Dick Zais reported on the revenues and expenditures of the Yakima Center. Don Schussler, Advisory Board chairman, spoke regarding revenues from the Center and that he felt that some of this revenue could be used for the V & C Tourist Promotion program. Ray Pittman reported that revenues are going to be greater and expenses less in 1978. Mayor Edmondson stated that the V & C should be commended, that the Center operation broke even in the first year in business. The Council gave general approval of the Tourist Promotion Budget which included a 7% salary increase for staff. The Federal Revenue Sharing Budget was discussed. A report of the requests for these funds was reviewed. As previously approved, $12,000 has been allocated to KYVE -TV. There was discussion on other requests from Mental Health Services, Probation Services, Department of Fish and Game, addition of one additional programmer in the Computer Department for a period of one or two years, and the Yakima Transportation Exchange. Barbara McKenna, instructor at Yakima Valley College, and a new Board member of the Neighborhood Health Services, presented a request for funds. Florence White, also spoke in favor of the Neighborhood Health Services. Councilman Holbrook excused at 3:30 P.M. It was the consensus of the Council, that since the Council does not have to make absolute decisions at this time, and that there should be legal opinions obtained on whether a couple of the requests can be given Federal Revenue Sharing Funds, that one or two members of the Council meet and go over the FRS list* and bring back a report with recommendations the middle of January. Councilman Wonder excused at 4:05 P.M. There being no quorum of the Council 2the meeting adjourned at 4:05 P.M.
