ADJOURNED COUNCIL MEETING
DECEMBER 14, 1977
The City Council met in session on this date at 4:00 P.M. in Room A at 'hw
Yakima Center. Council members present were Mayor Betty L. Edmondson, Jean
Allard, W. K. "Pete" Moore, and Nadine Walker. Council members Holbrook, Simmons
and Wonder absent. This meeting was continued for the purpose of discussion of
the Public Works portion ofthe 1978 budget. Willis Whita Works Director,
reviewed in detail the varlous divisions of Public Works, with the assistance of

the division heads, as follows:
Traffic Engineering -- personnel of 12. Changed title of "Traffic Engineer"
to "Supervising Traffic Engineer". Discussed the Traffic Light Program and
indicated there could be an evaluation in response to questions by Council
members. There was also discussion regarding a possible crosswalk at the
Thunderbird Motel on North 1st Street, with a caution light to slow traffic
down, and a stop light for pedestrian traffic.
Engineering -- personnel of 14. One person in this division will be re-
tiring, which position may not be filled. Deleting one position -- Super-
vising Civil Engineer, and one half of a Construction Inspector. Increase
-
one person, Secretary for Public Works Director. Some Engineering projects
will be finaled out, also some consulting firms have been used and will
continue to be used. Can live with 13-1/2 persons at the present time.
Streets -- A list of projects accomplished in 1978 was distributed. There
will be a reduction of 4 persons. Discussion on Sealcoating Program, Sidewalk
Repair Program, Street Maintenance, Tree Conservation, and Snow and Ice
Removal. It was noted that the Sealcoating Program had been on a 7-1/2 to
8 year cycle, which is not the preferred 100% level and the proposed budget
for 1978 includes a reduction in funds which will make a longer cycle.
Council members were concerned about this reduction and there was dis-
cussion regarding trying to get the additional $10,000 which will keep the
program on the same level as in 1977. After further discussion on the Side-
walk Repair Program, it was the general consensus to go along with Alternate
No. 4 as listed in the suggested alternatives as distributed by Mr. White.
Arterial Streets -- Mr . White explained the use of the different funds,
several of which we are committed to paying our portion. They plan to
work with the schools to develop proposals for new sidewalks. Discussed
several projects for which certain funds are earmarked.
Refuse -- There is a $50,000 deficit at the end of 1977. Discussion on
proposed lO% rate increase in certain services -- can collection and yard
pickup. The proposed 1978 budget plans to do away with the temporary help
and adds two full time helpers. Discussion on yard service, which has been
assessed for 8 months previously, and a proposed 10% increase was also
based on the 8 months. It was suggested that $1.00 per month be charged
for 12 months, instead. After discussion, it was MOVED by Moore, seconded
by Allard that legislation be prepared to increase the rates as suggested
by 10% and to charge $1.00 per month for 12 months on yard service:
carried, Allard, Edmondson, Moore and Walker voting aye on roll call.
Holbrookvl Simmons and Wonder absent.
Water/Sewer -- Services remain somewhat the same, with the same level of
personnel. 1
Sewer -- Propose two additional persons. Discussion on when a larger plant
is built to serve twice the area (Terrace Heights and Union Gap) there
would probably have to be an additional five persons.
Other divisions discussed wilth very little change, were Water Improvement, 'Sewer
Construction, Wastewater Facility, and Irrigation.
It was the consensus of the Council to accept the Public Works budget, as recommended,
with the proposed changes in the Refuse fees.
It was MOVED by Walker, seconded by Moore to continue the meeting to 9:00 A.M.
in the Conference Room in the Yakima Center: carried, Allard, Edmondson, Moore
and Walker voting aye by voice vote. Holbrook, Simmons and Wonder absent.
