HomeMy WebLinkAbout10/06/1977 Adjourned Meeting 607 ADJOURNED REGULAR MEETING- OCTOBER 6, 1977 The City Council met in session on this date at 12:00 Noon in a banquet room of Frasu's West at the Yakima Municipal Airport, Yakima, Washington, to discuss the CBD L.I.D. assessments. Council members present were Mayor Betty L. Edmondson, W.K. "Pete" Moore, Dr. Bill Simmons, Nadine Walker and Gordon Wonder. Council members Jean Allard and Ralph Holbrook , absent. Larry Wright, Principal Planner, explained briefly the previously proposed assessments, zones, etc., and the changes that Council had asked him to make. He explained a new chart prepared that is based only on distance and pointed out that there were some drastic changes in some of the properties, based on distance. For instance, the assessment for the Yakima Bindery went from $10,000 to $26,000. Several others were increased a great deal also. Forrest Walls, Legal Counsel, was present to explain the analysis of the Assessment Roll. He explained that there is a statute that the preliminary roll does not bind the Council. They do have the option of changing the final roll. However, if the roll is changed in such a way to be a radical change, there may be some problems. He felt that a 10% increase in the individual Assessment Roll would be safe. In some cases, an increase from 10 to 30 %, can be justified if it can be substantiated. Over 30% can be a danger point. Mr. Walls stated that the final Assessment Roll has to meet certain criteria. It should take into consideration area and distance, be proportionate -- similar property with a similar charge, and cannot exceed the special benefit to the property. There was discussion regarding Councilmatic Bonds and suggestions were made by Council members that when the final Assessment Roll is prepared, the City pick up 10% or 15% by the sale of Councilmatic Bonds. After discussion, City Manager Eastman suggested that the Final Assessment Roll be run, that an analysis could be made of figuring a 5 %, 10% and 15% reduction and a pay schedule figured for each, and set a Hearing on the Final Assessment Roll. Councilman Wonder asked about applying the same process to the new distance chart shown by Larry Wright. City Manager Eastman indicated that it would take approximately 60 days to recalculate all the parcels and come up with a new Assessment Roll. After further discussion, if was MOVED by Moore, seconded by Simmons that the Council instruct staff to prepare the proper legislation for the Final Assessment Roll on the CBD L.I.D. assessments, predicated on the original formula, and also imposing the same formula on Area 5, and based on the final assessment total, prepare a data sheet showing 5 %, 10% and 15% off, to be handled by Councilmatic Bonds and what that would cost the City on a two or three year period, and fixing the date of Hearing on the Assessment Roll: carried, Edmondson, Moore, Simmons, and Walker voting aye by voice vote. Wonder voting nay. Allard and Holbrook absent. There being no further business to come before the Council, the meeting adjourned at 2:45 P.M.
