HomeMy WebLinkAbout05/16/1977 Business Meeting . . , 4 . MAY 16, 1977 508 The City Council met in session on this date at 7:00 P.M. in the Conference Room at Yakima City Hall. COuncil members present were Mayor Betty L. Edmondson, Jean Allard, Ralph Holbrook, W. K. "Pete" Moore, Nadine Walker, Dr. Bill Simmons, and Gordon Wonder. Mayor Edmondson announced that Saturday, May 21, 1977, is the American Scouting Show sponsored by Fort Simcoe. This will be held in Zaephel Stadium at Eisenhower High School. It was MOVED by Wonder, seconded by Holbrook that Council move into Executive Session to discuss properties: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye by voice vote. It was the concensus of the Council to have no Thursday luncheon meeting, but to have City Manager Eastman notify them of what time they will meet Monday, May 23, 1977. At 8:00 P.M. the Council members moved into the Council Chambers for the balance of the meeting, Mayor Edmondson presiding, Council members Allard, Holbrook, Moore, Simmons, Walker and Wonder, City Manager Eastman, and City Attorney Andrews present on roll call. . The Invocation was given by City Manager Eastman. Mayor Edmondson referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. Councilman Walker requested that Item412 be deleted from the Consent Agenda. It was the consensus of the Council that the deletion of Item #12, as requested, be made. The City Clerk then read the Consent Agenda items including resolutions, by title. It was MOVED by Allard, seconded by Simmons that the Consent Agenda, as read, be passed: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. (Subsequent paragraphs preceded by an asterisk (*) indicate items on the Consent Agenda to be handled under one motion without further discus- sion.) Mayor Edmondson proclaimed May 20 and 23 as Poppy Days for the American Legion and Auxiliary. Mayor Edmondson also proclaimed the week of May 22 to be Small Business Week to honor the small businessmen in the community. *It was MOVED by Allard, seconded by Simmons, that the minutes of the previous meet- ings, having been certified accurate by two Councilmen, and no one present wishing to have said minutes read aloud, be approved: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. This being the time fixed for the hearing on Federal Revenue Sharing fundSL-- Proposed Use, Finance Officer Ken Thompson gave a brief explanation of the new Federal Revenue Sharing Rules, saying that money cannot be used for lobbying or for any use that does not conform with state and local laws. The City's Federal Revenue Sharing expendi- tures proposed are $20,000 for Probation Services, and $3,580 for Cardio Pulmonary Resuscitation Training Aids. Sister Nora Murphy, 509 North 2nd Street,- Henry Beauchamp, a citizen, read aloud his memo, requesting that Federal Revenue Sharing funds be used to provide social services to the poor. Councilman Holbrook asked that Mr. Beauchamp's memo be put in the file for later discussion. The Mayor noted that there will be another hearing on the 23rd of May at 3:00 P.M. in the • Council Chambers of City Hall to further discuss the Federal Revenue Sharing budget. II/ . . This being the time fixed for the hearing on the Revised Cammanity-Development Budget Block Grant Third Year, Kennith Crawford, Chief of Housing, explained the proposed changes in this budget referring to his memo distributed earlier to the Council members. Council members discussed the money budgeted for sidewalks and curbs on Central Avenue, 6th Street to Fair Avenue, and irrigation line replacement on Central Avenue. Councilman Wonder questioned if paving some of the gravel roads wouldn't be more important than putting sidewalks on one side of Central Avenue. It was pointed out that Central Avenue was highly travelled and used for parking, especially when the Fairgrounds is being used. Therefore, the sidewalks would be beneficial. Jaunita Stewart, 1106 North 4th Street, spoke on this matter requesting that the Council adopt the budget as originally submitted through the NICE committee. Also speaking to this matter was George Stewart, 1106 North 4th Street, stating that he too, would like the budget left as originally submitted. _Mayor Edmondson stated that the most important thing in Community Development is to take a neighborhood and turn it around with improvements. Councilman Allard stated that the Council appreciated the work of Ken's office and the NICE committee and would like to use the money to 509 MAY 16, 1977 get the most of what the people wanted. The Mayor stated that there will be another hearing on this subject on the 23rd of May at 3:00 P.M. in the Council Chambers of City Hall. George Stewart, 1106 North 4th Street, spoke to the Council about the intersection of 4th Street and "I" Street, which he believes to be dangerous when cars, or especially trucks, are parked in front of the tavern, it is almost impossible to see if traffic is coming before pulling out into the intersection. Mr. Stewart suggested that the City prohibit parking in front of the tavern. It was the consensus of the Council to turn this matter over to staff for a report. Norman Stewart, 217 North 16th Avenue, spoke before the Council on the lack of communication between the Council and himself, as Chairman of the Citizen's Advisory Committee on Transportation, on the impending move of the bus maintenance to the City Shops. It was the general consensus of the Council to refer this matter to staff to report back to the Council by next Monday, and for Mr. Stewart to also get a report. Mayor Edmondson read Resolution No. D-3687 commending the Yakima Lion's Club for their donation of $1,050 for a Master Plan for the John F. Chesterley Park, and past I/ financial assistance and support. It was MOVED by Allard, seconded by Simmons that Resolution No. D-3687, commending the Yakima Lion's Club for their recent donation of S1,050 for a Master Plan for Chesterley Park and past financial assistance and support, be passed: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. RESOLUTION NO. D-3687, A RESOLUTION of appreciation and commendation of the interest of the Yakima Lion's Club in bettering the City of Yakima's Parks. *It was MOVED by Allard, seconded by Simmons that Resolution No. D-3688, authorizing the execution of a Quit Claim Deed to James H. and Freda A. Robinson, be passed: carried, Allard, Edmondson, Holbrook, Mbore, Simmons, Walker, and Wonder voting aye on roll call. RESOLUTION NO. D-3688, A RESOLUTION authorizing the execution and delivery by the City of a Quit Claim Deed to James H. Robinson and Freda A. Robinson, husband and wife. It was MOVED by Allard, seconded by Simmons that Resolution No. D-3689, denying payment of a Damage Claim in the amount of $49.87 for storage of his stolen car, filed by Richard R. Powell, be passed: carried Allard, Edmondson, Holbrook, Moore, Simmons, Walker, and Wonder voting aye on roll call. RESOLUTION NO. D-3689, A RESOLUTION denying the claim for damages of Richard R. Powell, filed with the City of Yakima. *It was MOVED by Allard, seconded by Simmons that Resolution No. D-3690, denying payment of a Damage Clain filed by Ronald V. Smith, for damages to his car, be passed: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. RESOLUTION NO. D-3689, A RESOLUTION denying the claim of Ronald V. Smith, filed with the City of Yakima in the amount of $26.28. Assistant City Manager Dick Zais explained the changes to the City's Collective Bargaining Agreement with AFSCME. It was MOVED by Allard seconded by Simmons that Resolution No. D-3691, authorizing the execution of a Collective Bargaining Agreement Addendum, be passed: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. RESOLUTION NO. D-3691, A RESOLUTION authorizing the execution of a Collective Bar- gaining Agreement Addendum with Local 1122 of the American Federation of State, County and Municipal Employees, AFL-CIO. *It was MOVED by Allard, seconded by Simmons that Resolution No. D-3692, authorizing execution of an agreement with Cabot Dow Associates, for collective bargaining negotia- tion services, be passed: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. 510 MAY 16, 1977 RESOLUTION NO. D-3692, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an agreement with Cabot Dow Associates for collective bargaining negotiation services. Councilman Walker questioned why it was necessary to hire out-of-town engineering consulting services. City Manager Eastman stated that the services of a professional engineer are required and due to the heavy workload of Dave Vargas, it is necessary to get outside help on an on-call basis, probably until June lst.*iThe film of CH2M Hill was chosen because John Mayo used to work for the City and is familiar with some of the City projects. It was MOVED by Allard, seconded by Holbrook, that Resolution No. D-3693, authorizing the execution of an agreement with CH2M Hill for professional engineering consulting services, be passed: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. II/ RESOLUTION NO. D-3693, A RESOLUTION authorizing the City Manager and City Clerk of the City of Yakima to execute an agreement with CH2M Hill for professional engin- eering consultant services. It was MOVED by Allard, seconded by Simmons that the Council approve the Outside Utility Connection for sewer services for Kenneth M. Nelson, residing at 305 North 61st Avenue, be approved: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. It was MOVED by Allard seconded by Simmons that the Council approve the out-of- state travel to a meeting of the Federal Laboratory Consortium for Technology Transfer in Portland, Oregon, on May 18, 1977, for Judy Sheridan, Ed Carroll, and Harvey Qualley: carried, ,Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. It was MOVED by Allard seconded by Simmons that the Council approve the out-of-state travel of James L. McCormick, of the Police Department, to attend Backster School of Lie Detection in San Diego, California, from June 5, to July 8, 1977; and Richard Nesary of the Police Department, to attend a PolygraphExaminer Seminar in Portland, Oregon, from June 7, to June 11, 1977: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. Traffic Engineer, Bill Stark, stated that Foster and Marshall, Inc., 607 East Yakima Avenue, have requested 2-hour SignediparkingAo all-day parkers adjacent to their business. It was MOVED by Moore, seconded by Holbrook that Ordinance No. 2075, relating to traffic control and limiting parking time on certain streets, be passed: carried, Allard, Eamondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. ORDINANCE NO. 2075, AN ORDINANCE relating to traffic control; limiting parking times on certain streets; amending section 9.50.520 of the City of Yakima Municipal Code. City Manager Eastman stated that the Ordinance creating an Airport Advisory Commission had been changed since last week. The Ordinance now calls for automatic telmination of members who have served a four-year term. Asked by the Council for his comments, Bill Whitaker said he approved of the automatic termination clause in the Ordinance and that he did not believe it would hinder getting people to serve on the committee. It was MOVED by Walker, seconded by Moore, that Ordinance No. 2076, creating an 411/ Airport Advisory Commission and defining it's membership, organization and duties, be passed: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye on roll call. ORDINANCE NO. 2076, AN ORDINANCE relating to City government administration, creating an Airport Advisory Commission, and defining its membership, organization and duties, enacting Chapter 1.23 "Airport Advisory Commission" as a new chapter of the City of Yakima Municipal Code; and declaring an emergency. Councilman Simmons stated that he would like to see the City Code Book brought up to date. City Attorney Fred Andrews said that there are some legal aspects involved as to whether or not the City needs to call for bids or just have it printed. City Manager Eastman informed the Council that the Parks Department is waiting to water the Naches Avenue Parkway until the grass turns brown, due to the problem of controlling the water. "Inadvertently omitted: At this time, Dave Vargas is the City's only professional engineer; however, it is expected that a City engineer would be hired by June 1st. 511 MAY 16, 1977 It was announced that Council would not meet next Thursday, May 19, 1977. There being no further business to come before the Council, it was MOVED by Walker, seconded by Holbrook that this meeting be adjourned at the hour of 10:00 P.M.: carried, Allard, Edmondson, Holbrook, Moore, Simmons, Walker and Wonder voting aye by voice vote.
