This being the time fixed for the hearing on the Revised Cammanity-Development Budget
Block Grant Third Year, Kennith Crawford, Chief of Housing, explained the proposed
changes in this budget referring to his memo distributed earlier to the Council
members. Council members discussed the money budgeted for sidewalks and curbs
on Central Avenue, 6th Street to Fair Avenue, and irrigation line replacement on
Central Avenue. Councilman Wonder questioned if paving some of the gravel roads
wouldn't be more important than putting sidewalks on one side of Central Avenue. It
was pointed out that Central Avenue was highly travelled and used for parking, especially
when the Fairgrounds is being used. Therefore, the sidewalks would be beneficial.

Council adopt the budget as originally submitted through the NICE committee. Also
speaking to this matter was George Stewart, 1106 North 4th Street, stating that he

4th Street and "I" Street, which he believes to be dangerous when cars, or especially
trucks, are parked in front of the tavern, it is almost impossible to see if traffic
is coming before pulling out into the intersection. Mr. Stewart suggested that the
City prohibit parking in front of the tavern. It was the consensus of the Council to
turn this matter over to staff for a report.
Norman Stewart, 217 North 16th Avenue, spoke before the Council on the lack of communication
between the Council and himself, as Chairman of the Citizen's Advisory Committee on
