FEBRUARY 19, 1980
The City Council Met in session on this date at 2:00 p.m. in Roam AB at
the Yakima Center, 10 No. 8th Street, Yakima, Washington. Council
members present were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn
Buchanan, Lynn Carmichael, Shirley Doty and Don Hinman.
Diane Gilliland, Assistant Manager, conducted a tour through the
facility treating the Council as if they were prospective clients.
Mayor Edmondson stated that it has been requested to move Item No. 8 on
the Agenda to the first item on the Agenda. It was the general
consensus of the Council to approve this request. Petition No. 956,
filed by Don and Lila Hamilton and Grant and Virginia McDaniel,
requesting annexation of property between South 22nd Avenue and
South 40th Avenue, north of the Airport, was received by the Council.
It was MOVED by Hinman, seconded by Beauchamp that February 19, 1980, be

set as the time for a meeting with the initiating parties who started
the Notice of Intention to Commence Annexation Proceedings, dated
February 19, 1980, those initiating parties being Mr. and Mrs. Don
Hamilton and Mr. and Mrs. Grant McDaniel: carried, BeauChaup, Buchanan,
Carmichael, Doty, Edmondson and Hinman voting aye by voice vote. Mayor
Edmondson inquired if the initiating parties would assume their share of
the City's existing indebtedness and Mr. and Mrs. Hamilton and Mr. and
Mrs. McDaniel indicated that they are willing to do so. It. was MOVED by
Hinman - seconded by the annexation proposed by Don and
Lila Hamilton and -Grant and Virginia McDaniel, be accepted by the City
of Yakima and that the area to be annexed be required to assume its
share of the City's existing indebtedness, and that a Notice of
Intention to Annex be filed with the Yakima County Boundary Review
Board: carried, BuchananiCarmichael, Doty, Edmondson and
Hinman voting aye by voice vote.
Council members Beauchamp, Carmichael and Hinman and City Manager Zais
gave a brief report on their visit to the State Legislative Session.
Mayor Edmondson proclaimed the week of February 16-23, 1980 as Future
Farmers of America Week.
Council'meMbers discussed the merits of having Council meetings at other
facilities than the Council Chambers, however, no action was taken.
Ines Rice, 4409 Arlington, stated that she thinks the business of the
Council should be conducted at City Hall.
It was MOVED by Hinman, Seconded by Buchanan to accept the resignation
of Frank Roberts, dated February 14, 1980, with great regret: carried,
Beaudhanpi Buchanan, Carmichael, Doty, Edmondson and Hinman voting aye
by voice vote.
City Attorney Andrews referred to the City Charter, Article II, Section
1,- stating that the vacancy on the Council shall be filled by the
appointment of a qualified person to hold office until the next
election. He stated that the appointee must be a of that
district. He stated that there must be four affirmative votes for the
appointment The appointee will hold office until the next municipal
election in 1981. In 1981, there will be a short term, however, he
stated that he is not sure what the definition of short term, is given
in the Charter. Mayor Edmondson outlined the procedure followed the

last time Council needed to appoint a Council member. Following
discussion, it was MOVED by Hinman, seconded by Carmichael to make the
deadline for receiving applications as March 14, 1980 at 5:00 p.m.:
carried, Beauchamp, Buchanan, Carmichael, Doty, Edmondson and Hinman
voting aye by voice vote. It was the general consensus of the Council
that one week after the close of the application period, Council would
meet to screen the applications. Mayor Edmondson stated that she would
bring a date back to the Council to meet for this purpose. Councilman
Hinman inquired if the "all purpose application" was going to be used.
It was the general cpnsensus to obtain a resume fram the applicants
using-the-"all-purpose application" as a guide.
Speaking About the proposed roan rental rate increase for the Yakima
Center, Councilman Beauchamp inquired what the increase was based on and
if it is comparable to other convention centers. Les McNary, Manager of
the Yakima Center, stated that it is difficult to compare rates with
other centers our size because there aren't any. He stated that the
Yakima Center Advisory Commission formed a sub-canmittee with some
members from the hospitality and convention business and established

sane figures that are competitive. He stated that their rates have not
increased in three years. He stated that these figures are guidelines
and the actual room rate can be negotiated. These figures will be
reassessed in three months and again in six months. Council members
discussed the proposed rates, questioning a policy of negotiating rates
and expressing concern that local community type activities may be
prohibited from using the Center because of the rates. Councilman
Hinman expressed concern that the rates may impact the number of event
days booked. Assistant City Manager Wittenberg, stated that if you look
at the per person charge, Room B and C would be about $1.00 per person
for an event. Following discussion, it was MOVED by Buchanan, seconded
by Beauchaaup to approve these proposed rates, as recommended by the
Yakima Center Advisory Commission: carried, Beauchamp, Buchanan,
Carmichael, Doty, Edmondson and Hinman voting aye by voice vote.
Council members discussed the proposed taxi rate increase. George
Kapellas, Diamond Cab Canpany also proposed a changed in the ordinance
which would delete the necessity for a lighted "for hire" sign. He
displayed one and described its function. He reported that he purchased
the last two signs from the factory that could be found in the
warehouse. He also stated that other cities in Washington do not
require this and the demand is so small for these that the manufacturer
has ceased manufacturing then. This sign does not really serve a
purpose because it does not light up very well and most people just look
to see if the cab is occupied. City Attorney Andrews stated that the
taxi meter would remain in the ordinance, but the device that indicates
that whether the taxi is available for hire would be deleted. Mr.
Kapellas gave some comparision figures of the rates charged in other
cities. He stated that Seattle has gone to a deregulated program and he
urged Council not to consider a total deregulation of rates. It was
MOVED by Buchanan, seconded by Beauchamp to direct staff to prepare the
proper legislation regarding the taxi rate increase and the deletion of
the "for hire" light sign and hold a regular hearing on February 26,
1980: carried, Beauchamp, Buchanan, Carmichael, Doty, Edmondson and
Hinman voting aye by voice vote.
It was MOVED by Hinman, seconded by Carmichael to award the bid for
legal publishing for this year to Golden West Publishing Canpany who has
the lowest bid: carried, Beauchamp, Buchanan, Carmichael, Doty,
Edmondson and Hinman voting aye by voice vote.
Council members discussed the reports from staff in response to the
inquiry by Yakima Association of Churches concerning transportation of
dangerous chemicals, nuclear waste, etc. Councilman Hinman expressed
concern about the trucking of acid and other materials through the
residential and downtown area, stating it should be regulated by the
placement of signs. Police Chief LaRue stated that this is not a
complete report. He stated that they are coordinating with the County
departments and there are some plans being generated. Councilman
Beauchamp inquired if there were to be an accident, would the officers
be prepared to handle situations. Chief LaRue stated that there have
been training exercises conducted within the last 90 days with the Fire
Department. Reverend Howard Cole expressed his concern that there
should be an emergency placement plan available for the people in the
Hanford area in case the area needs to be evacuated. Councilman Hinman
suggested that a special task force should be formed to woi3c• with the
Police and Fire- Chief and came back with some specific things.
Councilman Beauchamp stated he does not believe Council should be
passive about this issue and suggested that a letter be directed to the
local trainmaster requiring him to advise the Police - and - Fire
Departments about transportation of hazardous materials. Fire Chief
Carroll stated that advance notice would not aid the Fire Department,
but would give then additional paperwork. He also stated that the task
force is a good idea and suggested a public hearing on this to see how
much concern there is on the subject. It was MOVED by Hinman, seconded
by Doty to accept the report and ask staff to formulate a format for
forming a task force for reviewing the whole problem of nuclear waste
and dangerous chemcials and work with the Police and Fire Departments
and Emergency Services Department in the County. Following discussion
about notification when dangerous chemicals will be transported through
the City, the question was called for'the vote on the motion: carried,
Beauchamp, Buchanan, Carmichael, Doty, Edmondson and Hinman voting aye
by voice vote.

Willis White, Director of Public Works, referred to his report dated
February 14, 1980, and recommended the purchase of - additional equipment
or equipment attachments for snow control. He stated that in 1979-80 we
have spent approximately $8,000 for contract services. He stated that
the investment for the additional equipment would pay for itself in a
few years. He stated that an appropriation of approximately $30,000
'from uncommitted revenue sharing funds will be requested. Council
member Doty inquired about the lifespan of the equipment . and Mr. White
stated that they are basing the replacement on a ten year lifespan.
Council member Doty asked about the M & 0 and Mr. Mute stated that
after some research it was figured at the rate of $68.00 per month per
unit. Ines Rice, 4409 Arlington, inquired about the snow removal
equipment the City of Ellensburg uses that has the device on it which
carries the snow past the driveways, and stated that it might be
something for the City to look into. Del Kary, Street and Refuse
Manager, described how the attachment to the blade works and stated that

it would be too time consuming to use here. He stated that it is a good
idea. Mrs. Rice suggested that the City do SON research because she
believes there is a law that forbids the City from taking away the
access of driveways. It was MOVED by Hinman, seconded by Buchanan to
accept the staff report and ask that legislation be prepared to make the
appropriate appropriation of $30,000 from uncommitted revenue sharing
funds and also would have to delete a portion of M & 0 because it is a
reallocation of costs: carried, Beauchamp, Buchanan, Carmichael,
Hinman, and Edmondson voting aye by voice vote. Doty voting nay.
It was MOVED by Beauchamp, seconded by Hinman that Ordinance No. 2376,
prohibiting parking on 15th Avenue near Nob Hill Boulevard, be passed:
carried, Beauchamp, Buchanan, Carmichael, Doty, Edmondson and Hinman
voting aye on roll call.
ORDINANCE NO. 2376, AN ORDINANCE relating to traffic control;
prohibiting parking at all times on certain streets within the City of
Yakima; and amending Section 9.50.500 of the City of Yakima Municipal
Code.
Following discussion on forming a Council Committee to review the
vacancies on the Yakima Center Advisory Canmission, it was the general
consensus of the Council that the Committee will be Councilman Buchanan
serving as Chairman and Council members Hinman and Carmichael.
Mayor Edmondson reported that she has received a request from Colonel
McElroy, Chairman of the Human Relations Canmission, requesting a
meeting with the City Council on March 4th to inform Council of their
projected activities for 1980. City Manager Zais stated that the agenda
for the 4th is lengthy. It was the general consensus of the Council to
Schedule this fleeting on a study session agenda as soon as possible. .

February/March, 1980; letter from Northeast Neighborhood Improvement
Committee to the City Traffic Engineer advising of traffic problems in
the vicinity of No. 4th Street and inviting him to attend neighborhood

Case No. 2439-1-79-63 from Larry Wittenberg, Assistant City Manager.

There being no further business to cane before the Council, it was MDVED
by Hinman, seconded by Carmichael that this meeting be adjourned at the
hour of 6:08 p.m.: carried, Beauchav, Buchanan, Carmichael, Doty,
Edmondson and Hinman voting aye by voice vote.
