The City Council met on this date with the Yakima County Commissioners
in the Courthouse at 2:00 p.m., for the purpose of discussing a proposed
joint City/County Law Enforcement facility. Council meMbers present at
this meeting were Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Buch-
anan, Shirley Doty and Frank Roberts. Council members Lynn Carmichael
and Don Hinman absent.
County Commissioners present at the meeting were Graham Tollefson, Chuck
Klarich and Les Conrad.
Others present at the meeting were Leonard Crose, County Finance Dir-
ector, Sheriff Dick Nesary and others from the Sheriff's Office, Art
Zerbach, City Finance Director, Police Chief Jack LaRue and others fran
the Police Department.
City Manager Dick Zais, City Finance Director Art Zerbach, County Fin-
ance Director Leonard Crose and Sheriff Dick Nesary worked together as a
committee to cane up with the first step.
Finance Director Art Zerbach reviewed the procedure followed by the
Committee, explaining that at the last joint meeting of the Council and
the Commissioners, authorization was given to send out a request for
proposals for the facility and interviews from firms. Proposals were
received from five different firms. There was an evaluation committee
of Leonard Crose, Art Zerbach, Deputy Sheriff Silvers and Sheriff Nes-
ary, Police Chief LaRue and Captain Qualley. Two firms were selected to
actually interview - Jackson from Seattle and Doudna-Williams fran
Yakima. It was the unanimous decision of the selection committee to
recommend Doudnahalliams to proceed with the next step. Reference was
made to City Manager Zais' memo of January 18th which summarizes the
basic things the Committee looked at in choosing the firm.
County Commissioner Tollefson asked about evaluation of the benefits
that would be to the law enforcement agencies. Mr. Williams stated that
part of the next step is the evaluation that they have experienced in
similar projects .
County Commissioner Klarich stated that he was wondering if they are
putting the cart before the horse, that there are a lot of other things
to consider besides special requirements and putting people together.
He asked how long it would take on a study that would be effective this
year. There will be personnel type problems, differences in the salary
of the two entities concerned, and he wondered if this study
would be valid by the time the other things are accomplished. Do we
solve these problems first before we build a facility, he asked.
Councilman Buchanan stated that we need to work both problems at the
same time.
There was discussion about changing the proposed format of two phases to
three phases with a chance to terminate the project the end of Phase II.
Art Zerbach suggested that in the work plan -- Phase I could be task 1
through 4, Phase II could be task 5 through 8, and Phase III would have
task 8 through 12.
There was further aiscussion of the matter of combining personnel.
Captain Qualley of the Police Department will be going to Vancouver and
get some ideas and Sheriff Nesary will get ideas fran Spokane and Salem.
These cities all have combined law enforcement facilities. It was the
general consensus of the group to get a report back fran the Police
Chief and Sheriff and fran the architect in 21/2 to 3 months.
The meeting adjourned at 3:10 p.m.
