HomeMy WebLinkAbout01/11/1980 Special Meeting SPECIAL MEETING 425 JANUARY 11, 1980 The City Council met in session on this date at 9:00 A.M. in the Coudcil Chambers of City Hall, Yakima, Washington, for a special meeting to discuss Regional Planning and Joint Board for Urban Area Planning issues. Council members present were Mayor Betty L. Edmondson, Lynn -Buchanan, Lynn Carmichael, Shirley, Doty, Don Hinman and Frank Roberts. Councilman Henry Beauchamp present after 9:25 A.M. Mayor Edmondson stated that the Board of County Commissioners would like to get together over lunch to meet the new Council members. She suggested setting the time for Thursday, January 24, 1980, at Noon. Carol .Darby,- Director, of Community Development, gave some background history on the Yakima Urban Area Plan Agreement which was signed in November of 1974. She stated that in 1976 another agreement was signed between the City of Yakima, Yakima County, Union Gap and Terrace Heights for the development of the Yakima Urban Area Growth Policy, development of the Comprehensive Plan, development of one Zoning Policy and a Subdivision Ordinance. She stated that the Comprehensive Plan was based on all of these documents and agreements. Larry Wright, Principal Planner, reviewed and explained the Area Wastewater and Planning Programs, which addresses the following: ownership of the Wastewater Facility, Sewer Service Area, Allocation of Facilities and Outside Utility/Annexation. Mr. Wright spoke about some of the problems involved with outside utilities and the City planning in the County areas. He stated that by not annexing these areas, the City is losing revenue. Council members discussed the lack of cooperation by the County in urging annexation to the City. Carol Darby stated that the Regional Planning Commission has reviewed this document and it is now out to the other jurisdictions for their review. She stated the document will come back to the Joint Board, and then it will be sent to the Joint Planning Commission. She stated that if the document is changed, it will effect the Comprehensive •Plan.- Mayor Edmondson questioned if the Wastewater Agreement can be pulled out of the Regional Plan use document. Carol Darby stated that the County can adopt the rest of the document without the utility section because they have already agreed to its requirements through the Wastewater Agreement. Larry Wright Stated that the County wants to.renegotiate the Wastewater Agreement and the City's annexation strategy. Carol Darby stated that if Council does not want to renegotiate this, this Agreement cannot be amended. There being no further business or information to come before the Council, the meeting was adjourned at the hour of 11:20 A.M.
