The City Council met in session on this date at 7:00 P.M. in Room D at
the Yakima Center, 10 No. 8th Street, Yakima, Washington; Mayor Betty L.
Edmondson presiding, Council members Henry Beauchamp, Lynn Buchanan,
Nadine Lee and Gordon Wonder and City Manager Zais and City Attorney
Andreas present on roll call. Councilman Eon Hinman present after 8:58
P.M.
The Invocation was given by Councilman Beauchaap.
Mayor Edmondson referred to the items placed on the Consent Agenda
questioning whether there were any additions or deletions from either
Council members or citizens present. Councilman Buchanan requested that
Its No. 7 and 8 be added to the Consent Agenda. Councilman Beauchamp
stated that he has a question on Item No. 8. Mayor Edmondson requested
that Item No. 10 be removed fran the Consent Agenda. It was the general
consensus of the Council that the addition of Item No. 7 and the
deletion of Item No. 10, as requested, be made. The City Clerk then
read the Consent Agenda items. It was MOVED by Lee, seconded by Wonder
that the Consent Agenda, as read, be passed: carried, Beauchamp,
Buchanan, Edmondson, Lee, and Wonder voting aye on roll call. Hinman

Mayor Edmondson thanked Councilman Sparling for serving on the Council.
It was MOVED by Wonder, seconded by Lee that Council approve a
Resolution canmending Jack Sparling for his work on the Council:
carried, Beaudhamp, Buchanan, Edmondson, Lee and Wonder voting aye by
voice vote. Hinman absent.
Lynn Buchanan and Frank Roberts, having been duly elected to the office
of Councilman for "short terms" for the balance of this year, on
November 6, 1979, and the Oath of Office having been administered to
than by the City Clerk, are ncw duly seated as Councilmen for the City
of Yakima.
This being the time fixed for the public meeting on the Lind Addition
Preliminary Plat, Mayor Edmondson inquired if sidewalks are a
requirement of the plat. Larry Wright, Principal Planner, stated that
the sidewalks are shaven on the map to be a part of the plat. Councilman
Beauchamp expressed concern that the area around the ditch is not fenced
and asked if that condition could be required. Mr. Wright stated that
that would be a unusual requirement for a subdivision. - Councilman
Wonder inquired if the developer agrees to the conditions recomended by
the Planning Commission and staff. Mr. Wright informed Council that the
developer has agreed to all the conditions. It was MOVED by Wonder,
seconded by Lee that the Council approve this preliminary plat, subject
to the ten conditions expressed by the Planning Commission' and staff,
and as agreed to by the developer: carried, Beauchamp, Buchanan,
Edmondson, Lee, Roberts and Wonder voting aye on roll call. Hinman
absent.
This being the time fixed for the hearings on the Yakima City Budget and
Revenue Sharing Funds for 1980, Mayor Edmondson stated that Council will
receive input fran the public on the budget which will Ee adopted by the
Council on December 18, 1979. Larry Morehouse, 415 No. 62nd Avenue,
President of Yakima Firefighter's Association, expressed his concerns
about the proposals for the Fire Department in the preliminary budget.
He stated that any manpaaer cuts would endanger the citizens' property
and the lives of the Firefighters. He gave a history of the manpower of
the Fire Department for the past 25 years. He informed Council about
the function of the snorkel and the additional equipment it carries.
Speaking about the proposals to put the Fire Inspection under Code
Administration Division, Mr. Morehouse reported that when the number of
fire inspections decreased, the number of fires increased. He gave
statistical figures supporting that theory. He stated that he is not
advocating that the City layoff any employee, rather that the City not
fill vacant positions. He suggested the City use its FRS funds and
contingency fund to retain the Firefighters to maintain the present
level of service. Ed Grubbs, 101 Shamrock, representing a citizens
committee who collected signatures opposed to personnel cuts in the Fire
Department, submitted several petitions containing over 10,000
signatures under the title, nae the undersigned, as citizens of the City -
of Yakima, oppose the manpaaer reduction of our City of Yakima Fire
Department". He stated that approximately 600 names were crossed out
because they do not reside within the City Limits. He stated that under
Article 6, Section 5 of the City of Yakima Charter, he is requesting
that Councilman Hinman abstain fran voting on this because the insurance

rates could_ drop and he would be in conflict. He also stated that if
- this budget is adopted as presented, under Article 4, Section 3 of the
City Charter, the people will bring the budget to a vote of the people.
Mayor Edmondson stated that the petitions will be filed with the City
Clerk. Betty Fieldstead, speaking for the wives, children and families
of the Firefighters, expressed her concern regarding the exposure to
danger that the Firefighters face daily. She stated that the cutbacks
in the Fire Department personnel will increase that danger. John
Milczewski, 723 So. 32nd Avenue, representing the Yakima Education
Association, stated that a letter had been sent to the Mayor earlier,
and read that letter, which expresses support of the Police and Fire
Departments' positions of maintaining present personnel levels. Bob
McGee, 3704 Walnut, President of the Yakima Chamber of Commerce,
reported that a t force has reviewed the City budget and supports the
budget and it urged the Council to review each department for possible
reallocation of manpower and funding. Daily Judal, 1312 So. 11th
Avenue, Hoover School Area" Resident 'Community Improvement Committee,
read a resolution adopted at their November 20, 1979 weekly meeting,
which supports ttie Police and Fire Departments, requesting that they be
given first priority in the budget making process. Cleo Stewart, 1209
So. 4th Avenue,' Hoover School Area Resident Community Improvement
Committee, stated that cutbacks in the Police Department would do more
harm than good tq the community. Peter Ramsey, Acting Chairman of the
Hoover School Area Resident Community Improvement Committee, spoke in
opposition of personnel cuts in the Fire Department. He inquired if the
City can guarantee the training of volunteers or that the volunteer will
show up in time at a fire. Mary Kirby, 305 North Naches Avenue,
representing Concerned Citizens on North Naches Avenue, reported that
the sidewalks in the 200 block through the 600 block area on North
Naches Avenue are in such a bad state as to be a danger to the citizens.
She stated that the damage was done when the City tore the sidewalks up
to put in new light cables. She submitted a packet of information and a
letter requesting that this request for sidewalk repair be addressed in
the 1980 budget. Mayor Edmondson read into the record a petition which
has been received opposed to Firefighter manpower cuts; a 'letter fran
Yakima Architect 'Firms, in support of consolidating the City Inspection
Divisions; and a letter from the Yakima Valley Construction
Confederation, urging the adoption of changes in the Inspection
Divisions. Those individuals speaking in opposition to personnel cuts
in the Police and Fire Departments were: Sandra Capps, 310 No. 30th
Avenue; Gene Land, 9 So. Naches Avenue; Janet Snodgrass, 407 No. 40th
Avenue gave her priorities" on the budget for the general fund in
percentage figures; Bill Harris, Lake Aspen Apartments; Ines Rice, 4409
Arlington, spoke about personnel growth in the Police and Fire
Depa : Ed Moore, 413 So. 28th Avenue; Rev. Adams, Lutheran Baptist
Church, 512 So. Naches Avenue; Pete DeSanto, business owner in Yakima;
Patti Huff, .713' No. 3rd Street; Clyde Keltner, retired firefighter;
Peggy Noel, 1101 No. 4th Street, spoke about the poor condition of
Miller Park and suggested cuts be made in the Parks Department; Jim
Kurbitz, 202 Hall Ave.; Joann Wells, 916 So. 34th Avenue; and Tan
Fieldstead, City employee. Betty Gaudette, 701 No. 6th Street, and John
Klingele, 1312 West Walnut, had questions on the budget format and Mayor
Edmondson invited then to cane to City Hall for clarification of the
budget. Helen Springer, 1505 West Yakima Avenue, spoke against any
addition of personnel the Parks Department. Gail Hadar, President,
Yakima Valley Disposal, stated she disagrees with the projected revenue
figures in the Refuse Division and submitted a letter supporting her
figures. Lyle Gateland, 35th Place and Logan, suggested that the City
annex jerrymandering sections that the City is providing service to.
Bridget Stillwaggon, City employee, expressed concern about services in
the Street Division being decreased. The public hearing was closed by
the Mayor and she reported that City Council will have study sessions to
review the various depait.inents' proposed budgets and gave the dates,
time and place of the meetings.
It was MJVED by Lee, seconded by Wonder to approve the 1980 Conference
of Governments assessment to the City in the amount of $12,323:
carried, Beauchamp, Buchanan, Edmondson, Lee and Wonder voting aye on
roll call. Hinman absent.
Speaking about the amendment to the Airport Terminal Grant Agreement,
Councilman Beaudamp inquired if this additional $300,000 will require a
match by the City. Carol Darby, Director of Community Development,
stated that this is part of the original grant and each year the City
has to accept the grant. It was MOVED by Wonder, seconded by Beauchamp
that Resolution No. D -4166, authorizing the execution of an amendment to

the Airport Terminal Grant Agreement, be passed: carried, Beauchamp,
Buchanan, Edmondson, Hinman,- Lee,_Roberts and Wonder voting aye on roll
call.
RESOLUTION NO. D -4166, A RESOLUTION authorizing and directing the City
Manager and City Clerk of the City of Yakima to execute an agreement
with the United States of America, Department of Transportation, Federal
Aviation Administration, constituting Amendment No. 2 of the Grant
Agreement for Project No.,653- 008.9 -05.
It was MOVED by Lee,,seconded that the report of the City
Treasurer dated October 31, - 1979; regarding the investments of the City
of Yakima, be accepted and approved: carried, Beauchamp, Buchanan,
Edmondson, Lee and Wonder voting aye on roll call. Hinman absent.
Mayor Edmondson withdraw herself from discussion and voting on the
Ordinance regarding the rezone of property at 3414 - Tieton Drive, because
of possible conflict of interest, stating she lives in that area. It
was MOVED by Wonder, seconded by Beauchamp that Ordinance No. 2351,
accepting the recommendation of the Planning Commission and zoning
property at 3414 Tieton Drive, as requested by Living Care Center, be
passed: _carried, Beauchamp, Buchanan, Hinman, Lee, Roberts and Wonder
voting aye on roll call. Edmondson not voting due to possible conflict
of interest.
ORDINANCE NO. 2351, AN ORDINANCE accepting the recommendation of the
Planning Commission 'and rezoning property at 3414 Tieton Drive in the
City of Yakima, Washington, from R -1, Single Family Zone, to Planned
Development Zone.
Councilman Beauchamp stated that he was contacted about the snow on the
sidewalks adjacent to the City parking lots not being removed, and
inquired if the City is required to remove it like the businesses are.
City Attorney Andrews stated that there is an Ordinance in effect which
requires the removal of snow from the sidewalks. City Manager Zais
stated that more manpower will have to be diverted to remove the snow
from the sidewalks.
City Manager _ Zais stated that' ther Was a letter in Council's packet
last week fran Dick Smith, representing Terrace Heights Sewer District.
He stated that staff is in the process of preparing a-response that will
be more strict in the City's demands to have the meet our agreement.
He also stated that a penalty will be assessed.

Council members and Board of Yakima County Commissioners. 11/21/79; and
memo from Director of Finance & Buget re EDA Audit. 11/21/79.
