HomeMy WebLinkAbout10/30/1979 Business Meeting OCTOBER 30, 1979 369 • The City Council met in session on this date at 2:00 P.M. in the Council Chambers of City Hall, Yakima, Washington; Acting Mayor Nadine Lee presiding, Council members Henry Beauchamp, Lynn Buchanan, Don Hinman, Jack Sparling, and Gordon Wonder present on roll call. Mayor Betty L. Edmondson absent. Acting Mayor Lee stated she became aware of a situation in which a handicapped person was being charged $40.00 per month for transportation to work at the Yakima Specialties by the Yakima Transportation Exchange. She stated that she didn't realize they charged prices like that. City Manager Zais stated he would make inquiries about it. Councilman Wonder inquired about the cost to clean up weeds on the City owned property at 38th and Nob Hill. City Manager Zais stated he doesn't have those figures now. He stated that the program is done on a priority complaint basis. Assistant City Manager Wittenberg stated that following discussion at the last Council meeting he requested staff to bring him cost figures on removing the weeds from the fringe of the properties and the cost to remove weeds from the entire property, and he will prepare a report for Council. Acting Mayor Lee inquired what the City Manager found out about the Scottsdale Fire Department City Manager Zais reported that he visited Scottsdale and met with their Acting City Manager and the Chief of the Department and their Training Officer. He stated that 30 years ago the , Chief of the Department founded his own company and contracted fire services. The volunteer training is the basis for its success. 30% of their immediate call back staff is on volunteer service. He stated that there are some unique in -the Arizona State -Law which allow this program. He stated that he will be reporting on this conference in the future. City Manager Zais reported that AWC is requesting nominations for a committee regarding general revenue sharing, reenactment. ,Councilman Hinman reported that he received this letter and he sent it in with his name on it, thinking everyone got one. Following discussion, it was the general consensus of the Council to submit Councilman Hinman's name. Greg McElroy, Conference of Governments, presented the COG budget for 1980. He stated that they feel they can provide more service than they have in the past, while reducing their costs; some by cost cutting, and some by additional grant funding. He stated that they have reduced costs -by being more efficient and creating equitable distribution of services and providing services on a contract basis. He stated that the assessments for the City of Yakima for 1980 is $12,323; last year the City paid $20,440, which is a savings of approximately $8,'000. He spoke about some of the programs COG is involved in and stated he will be back for formal adoption of this budget. Acting Mayor Lee proclaimed Wednesday, November 14, 1979, as "Operating Room Nurses Day ". Assistant City Manager; Wittenberg referred to the status report on the Affirmative Action Specialist and activities of the Human Relations Commission, stating they are recommending Kip Kendrick to be appointed to the Human Relations Commission. Acting Mayor Lee inquired where the City stands on its Affirmative Action Program. Gary DeCoteau, Affirmative Action Specialist, stated that the area of minorities and women hiring still needs improvement, particularly in the area of public safety. City Manager Zais stated that the Affirmative Action progress is hampered by the budget deficiency and not filling the vacancy of some positions. He stated that under the Police and Fire hiring practices he would like to amend their "Rule of One" to a "Rule of Three ". Council discussed the Veteran's Preference and Mr. DeCoteau reported that the Veteran's Preference may be used only once within 10 years after release from service. It was MOVED by Sparling, seconded by Wonder to appoint Kip Kendrick to serve on the Human Relations Commission to fill the unexpired term of Al Falk: carried, Beauchamp, Buchanan, Hinman, Lee, Sparling and Wonder voting aye by voice vote. Edmondson absent. 37) OCTOBER 30, 1979 It was MOVED by Hinman, seconded by Wonder to accept the report on the Personnel Division staffing adjustment, and direct staff to prepare the necessary legislation: carried, Beauchamp, Buchanan, Hinman, Lee, Sparling and Wonder voting aye by voice vote. Edmondson absent. Referring to the Airport Lease Report, Acting Mayor Lee questioned why Frasu's Restaurant showed payments made on time when it was reported that they were behind on their payments. Carol Darby, Director of Community Development, reported that there was a misunderstanding regarding their lease in which they withheld part of their payment to cover some repair work. She stated they cannot do that and they have made adjustments so we are showing them making full payment on time. Carol Darby reported that the new Airport Manager, George Acree, will begin work the end of November. Items of information supplied to Council were: letter to Mayor John P. There being no further business to come before the Council, it was MOVED by Beauchamp, seconded by Buchanan that this meeting be adjourned at the hour of 3:25 P.M.: carried, Beauchamp, Buchanan, Hinman, Lee, Sparling and Wonder voting aye by voice vote.
