NOVEMBER 6, 1979
The City Council met in session on this date at 2:00 P.M. in the Council
Chambers of City Hall, Yakima, Washington; Acting Mayor Nadine Lee
presiding, Council members Don Hinman, Jack Sparling and Gordon Wonder
present on roll call. Mayor Edmondson and Council members Henry Beau-
champ and Lynn Buchanan absent.
Councilman Wonder inquired if Council should go into Executive Session
to discuss the pending sale of the Larson ('rage. He stated he would
like to get a status report on this. City Manager Zais stated that he
had met with Fred and Benny Kwong to review the appraisals and
options. He stated he understood that Mr. Kwong and Mr. Halverson would
be getting back to him and he has not heard from them yet. Councilman
Sparling stated he had heard that Mr. Kwong did not really understand
and is under the impression that there isn't any way to put a deal
II/ together. It was MOVED by Wbnder, seconded by Sparling to move into
Executive Session to discuss disposition of property: carried, Hinman,
Lee, Sparling and, Wonder voting aye by voice vote. Beauchamp, Buchanan
and Edmondson absent.
Following the completion of the Executive Session, City Manager Zais
stated that he would like to know as soon as possible if any changes to
the preliminary budget review schedule are needed. City Manager Zais
also reported that Marilyn Hudson of KYVE-TV had contacted him regarding
further plans for televising "Council-On-the-Air". He inquired if
Council wants to address this issue or wait until the new Council mem-
bers can address it. It was the general consensus of the Council to
discuss it at a later time.
Council members discussed the out-of-state travel for Councilman Hinman
to attend the 1979 Congress of Cities and Exposition. Councilman Wonder
expressed concern ,about funds being expended for travel unless it can be
proved to be beneficial to the City. He stated he has attended two of
these meetings and did not find that they were beneficial. Councilman
Hinman stated he is serving on a National League of Cities cammittee and
feels that his - attendance at the conference would be beneficial by
exchanging information with the other city representatives. It was
MOVED by Sparling, seconded by Hinman that the out travel for
Councilman Don Hinman to Las Vegas, Nevada to attend the 1979 Congress
of Cities and Exposition, November 22 through'27, 1979 at a cost of
$828.50, be approved: carried, Hinman, Lee and Sparling voting aye by
voice vote. Wonder voting nay. Beauchamp, Buchanan and Edmondson
absent.
City Manager Zais stated that in addition to setting the date of hearing
on the budget, a hearing date should also be set for revenue sharing
funds. He stated that the first hearing date must be set and held
before the first Monday in December. It was MOVED by Hinman, seconded
by Sparling that November 27, 1979 be set as the date of hearing on the
Yakima City Budget and Revenue Sharing Funds: carried, Hinman, Lee,
Sparling and Wonder voting aye by voice vote. Beauchamp, Buchanan and
Edmondson absent.
Larry Wittenberg, Assistant City Manager, explained staff's approach to
the 1980 budget for Yakima Center and Trolley functions. Les McNary,
General Manager, Yakima Center, stated that they are expecting an approx-
imate $20,000 increase in revenue for 1980. There is an approximate 11%
increase expected in expenditures for the Center in 1980. He stated
that he is requesting a part-time sales person, which would account for
the largest portion of the increase in expenditures. He stated that the
Visitors & Convention Bureau will supplement the part-time sales person.
Mr. McNary explained that due to lack of action in the pursuing of
events and the gas crunch, the bookings were down and resulted in a
deficit this year. Councilman Wonder inquired about an area behind the
Center that is not landscaped. Mr. McNary stated that. he is aware of
that area and is trying to have it taken care of without cost to the
City. Mr. McNary reviewed the trolley budget. He stated that although
the ridership for chartered rides is down in number, the amount paid for
the rides is up because the length of the ride was increased. He re-
ported that public rides was about the same this year as last. He
reported that staff will be looking at changing the routes next year and
making the rides longer and more exciting. Council members briefly
discussed the $7,000 outstanding loan, Councilman Hinman inquiring if it
is right to transfer that loan to the Visitors & Convention Bureau along

with the trolleys. City Manager Zais stated that the V&C had a contract
with the City and that loss was incurred by the V&C for operation of the
trolleys. He stated that general revenue sharing fund or general fund
could be used to repay this loan. He also stated that he could do some
research to see if roan tax funds could be used to pay the loan. It was
the general consensus of the Council to discuss this after the report
has been received fran the City Manager. Mr. McNary reviewed the list
of equipment which they would like to Furchase, using 1980 Capital
Improvement Funds, in the amount of $18,200. Councilman Sparling stated
that he would rather use the other bay than see a steel building in-
stalled behind the Center for storage. Mr. McNary stated that staff was
looking at what would be the most economical to provide the needed
storage. Councilman Wonder inquired what the cost would be just to
shell the extra bay and leave it as a cold storage space. He also
suggested planting arborvitae around the steel building if that is
installed. Mr. McNary stated he would check into the cost.

23, 1979; and Greater Yakima Chamber of Commerce publication, Headlines,
and other information.
It was MOVED by Hinman, seconded by Sparling to move into Executive
Session for the purpose of discussing collective bargaining and then
adjourn the meeting.
Following the conclusion of the Executive Session, and there being no
further business to come before the Council, the meeting was adjourned
at the hour of 4:20 p.m.
