SPECIAL MEETING - - - - - - — - -- -- ----- - - - - -- --
The Special Meeting of the City Council •held on this date
at 4:00 P.M. in the Council Chambers was called by the Mayor
for the purpose of discussion on the proposed location of the
Yakima County Employment Security Office. Council members
present were Mayor Betty L. Edmondson, Jean Allard, W. K. "Pete"
Moore, Nadine Walker and Gordon Wonder. Council members Ralph
Holbrook and Dr. Bill Simmons absent.
Councilman Wonder explained that it has come to the Council's
attention that ' the Yakima County Employment Security Office
is planning torelocate on Nob Hill Boulevard between 32nd
and 34th Avenues. He indicated that he feels that this is
• I/ a poor location as it is an office that needs lots of trans-
portation and easy access and is being planned for an area
that does not have it. He feels that a downtown location
would be better and stated that he has discussed this matter
with absent Council members Holbrook and Simmons who concur
that this is a poor location and a downtown location is
better.

Newell Pock, Chief Inspector, Code Administration, re p
that an application for a building permit was received on
2/17/77 from Debco Enterprises as well as a plot plan which
he showed the Council members explaining that there are lots
of corrections to be made before a building permit can be
given. He also reported that as far as an environmental im-
pact statement is concerned, a Declaration of Non - significance
has been filed. He stated that this area is zoned B -2 which
allows this type of development.
Mayor Edmondson asked City Attorney Andrews if there was any
legal action that can be taken in this matter. Mr. Andrews
indicated that since the area is zoned properly and the
applicant is apparently complying with City building code
requirements, there probably wouldn't be any legal action that
could be taken. He further informed the Council that the
State doesn't have to comply with local zoning ordinances, to
put up a building. He suggested that the Council might
contact the Department of General Administration people in
protest that can be taken into Olympia and file a statement of

account in making a final decision.
Councilman Wonder suggested that the Council ask the Governor
and the new Director, Joe Garcia, of the Employment Security
Department to review this.
After discussion, it was MOVED by Moore, seconded by Wonder
that a statement be prepared to send to the Governor and Joe
Garcia, with a copy to the Director of the Department of
General Administration, and any othersinvolved, stating
I/ that the Yakima City Council is opposed to the proposed lo-
[ cation of the new Employment Security Office Building, and
request a reexamination of the selected site and the selection
of an alternate site by the Governor and the Department of
General Administration, because the Council believes this
location is contrary to the interest and needs of the citizens
of Yakima; also, that the Council requests that a Declaration
of Significance be issued and that a comprehensive environmental
review be made , to assess the impact of this project on traffic
volumes, noise, air pollution, population, housing and trans-
portation /circulation el &ments within the City of Yakima, and
urging prompt attention to this matter: carried, Allard,
Edmondson, Moore, Walker and Wonder voting aye by voice vote.
Holbrook and Simmons absent.

There being no further discussion or action on this matter, the
meeting adjourned at 4:30 P.M.
